RFP FA8124-15-R-0005, Amendment 2 Questions #2
1. How will the Over and Above hours be evaluated and will all option years be evaluated?
RESPONSE: The basic and all option years will be evaluated as part of the Total Evaluated Price for proposal award. The Over and Above hours are merely an estimate for the workload hours for any actions that fall under the O&A category. Prospective bidders are to propose a firm-fixed-price labor hour wrap rate in their proposal which will be multiplied by the estimated hours to derive a total cost for O&A each year for evaluation purposes. Example: 5000 hrs estimated x proposed labor wrap rate per hour of $100 = $500,000.00. All totals for all years would be summed for the total evaluated price for O&A.
2. Is item X005 unscheduled work considered Over and Above for evaluation?
RESPONSE: CLIN X005 methodology is the same as in the O&A CLIN. Bidders should propose a firm-fixed-price labor wrap rate which will be applied against the estimated hours.
3. Ref Item X001 Quality Assurance, the requirement is ISO9001-2008. Our company in addition to being a Honeywell Authorized Overhaul/Repair facility for T53-L-703 and an FAA approved Part 145 Facility is currently AS 9110 Compliant. Will this satisfy or supersede the Quality Assurance requirements of this solicitation?
RESPONSE: The requirement in the PWS is as follows: “All repairs will be completed by a Honeywell authorized repair facility, that is also FAA certified and ISO9001:2000 or higher version certified.” Prospective bidders must have a current and valid ISO 9001:2000 or higher version certification.
4. After reviewing CLIN's for level 1, 2 and 3 inspection and repairs and the published Q&A's, we understand that all labor and materials are to be FFP. Not knowing the condition and hours usage prior to receipt of incoming engines applies significant risk to the contractor for pricing at a FFP. To mitigate the risk, the contractor must assume the worst possible condition of the engine for each level and price it accordingly. This will add significant cost to the government for the inspection and repair of these engines and more than is necessary to bring them to a serviceable condition especially if the engine does not need major part rework and or replacement. It is our opinion based upon years of government contracting and T53 engine MRO, the better option, in our opinion, would be to do an incoming test, teardown and inspection, reassembly, test, and delivery at a FFP and all parts and reworks required be replaced or repaired at a cost reimbursable rate. As a Honeywell approved repair facility, all parts are procured at Honeywell catalog prices and discounted by the contractor as is the practice for performing like effort on commercial engines. This greatly reduces contractor risk and provides a significantly lower cost to the government. The contract contains a CLIN for Teardown and Inspection levels already.
RESPONSE: The government does not agree that there is risk in pricing since the T&E CLIN allows for the effort to be completely work scoped and then placed against the CLIN level of effort for which the work falls under.
5. We would very much like to bid on this solicitation, however, as a small business with limited proposal writing resources, we will not be able to submit a compliant proposal by the end of this month as currently required. Therefore, I respectfully and kindly request a 30 day extension to the closing date for solicitation FA8124-15-R-0005.
RESPONSE: The RFP was originally posted as a small business set-aside on 16 June 2015 with a proposal response date of 14 August 2015. Since no technically acceptable offers were received, the RFP was amended for full-and-open competition and posted on 28 August 2015 with a proposal response date of 30 September 2015. Due to the amount of time already made available and the need to get the effort on contract, the government respectfully declines the requested 30 day extension.
