RFP FA8124-15-R-0005, Amendment 1 Questions #1
1. If I was to submit a bid, I would not be able to get the ISO cert before the deadline. If I was able to prove that I am in the process of getting the ISO cert would my bid make it for review?
RESPONSE: To be technically acceptable you must provide a current and valid Honeywell Authorized Service Center Certification for T53 engine series, ISO 9001:2000 or higher versions Certification, and FAA Part 145 Certification. If any of these certifications are not current and valid your proposal will not be determined technically acceptable and will not be eligible for award. If you are in the process and can get all your certifications before the contract is awarded, your offer will be considered. However, contract award will not be held up pending current and valid certifications.
2. It seems excessive to expect a contractor to employee all of these positions just for this contract in accordance with Appendix E, Skills Letter. Can the minimum staffing requirements for the IDIQ be changed?
RESPONSE: The Skills Letter in Appendix E is for wage determination only. It provides for the minimum labor rate to be paid to the listed labor categories thought to be required for this effort. It is not a list of mandatory positions.
3. Would the government consider removing clauses 52.204-14, 52.204-15, and 52.222-41?
RESPONSE: No, the clauses are required for this effort.
4. Honeywell controls the parts pricing and is always subject to change. One life limited part had a $10K increase in price from January to August of this year. The life limited parts vary in list prices from $10,298 up to $205,764 and the life limited rotors could require only 1 blade replacement up to 66 blades with average blade price of $1,000 each. Would the government consider changing the contract to cost plus with FFP on rates (ie. labor rate, discount off Honeywell list price, test cell rate, material handling fee rate)?
RESPONSE: No, this effort will remain FFP. The 3 levels of repair within each CLIN will take into account the life limited parts.
5. Please clarify Attachment C. Will the government be providing parts for the repair or overhaul of the T53-L703 engines? Are these additional engines to use for parts in the process?
RESPONSE: Attachment C is not applicable to this effort and removed via RFP FA8124-15- R-0005, Amendment 2.
