DRAFT RFP FA8124-15-R-0005
Questions #2
1. We are a small business that has engine overhaul contracts with the US Government where we Prime Contract the overhaul job and use Subcontractors to actually perform the work.
Looking at the statement below it appears the Government is dictating the Prime Contractor must be a Honey Approved Facility.
“Contractor shall be Federal Aviation Administration (FAA) certified and be certified by Honeywell as an authorized overhaul/repair facility for the T53-L-703 engine. The Contractor shall only use Subcontractors approved by Honeywell, the Original Equipment Manufacturer (OEM).”
Our company is interested in bidding as a Prime Contractor, and using Honeywell approved facilities as Subcontractors. Our company will manage the overhaul but not turn wrenches.
By properly managing the overhaul the Government realizes efficiencies and cost savings.
Not all Small Business facilities want to be the Prime Contractor but they do want to turn wrenches.
What is the Government’s position in this case?
RESPONSE: Paragraph 1.1 of the PWS, dated 20 March 2015, is updated with verbiage that clarifies the requirement for the Contractor or Subcontractor actually performing the overhaul maintenance. The updated verbiage states “The Contractor shall provide proof of Honeywell certification as an authorized engine / component repair facility for the T53-L- 703 engine and its covered components for themselves or any sub contractor who is performing the maintenance actions as part of the their Proposal to be considered for evaluation of the T53-L-703 workload.”
