MISTR Component Contract Only 2 Level J85 maintenance performed at ERRC Source of Repair Assignment Process (SORAP) is in progress to determine if workload will remain contract supported or become organic

PMP Highlight – Propulsion Modernization Program Additional modified items such as Stator casing, mainframe, combustion liner, turbine casing, stacked ring liner, ven leaves and ignition electrical system

MISTR –MANGEMENT OF ITEMS SUBJECT TO REPAIR

ERRC- ENGINE REGIONAL REPAIR CENTER (WHOLE ENGINE REPAIR)

Holloman AFB Laughlin AFB Columbus AFB

If the final decision is made to become organic; Possible looking at 4th or 5th option yr OC-ALC/ DEPOT is providing us with a estimated timeline for stand-up by this Friday-Dec 11 (if we go organic)

Workload Scope Air Force J85-5 MISTR check and test, overhaul, modification and upgrades Navy J85-5, J85-4 MISTR check and test, overhaul, modification and upgrades J85-21 MISTR check and test, overhaul, modification and upgrades Naval inventory control point (NAVICP) for Navy unique items

FMS J85-4,-13,-17/17A, -21

MISTR check and test, overhaul, modification and upgrades

Acquiring, providing and storage of common and special tooling, fixtures, test/support equipment shipping containers and consumables

Workload Scope All check & test, overhaul and testing will be accomplished at the contractor’s facility, utilizing contractor furnished equipment Tech data will be provided by USN(-4/-21) and USAF all other configurations Provide inventory space and management associated with segregation of material ( i.e. AF Navy specific) Participate in meetings with the Gov’t

Workload Scope Exit Strategy Period for the transfer of responsibility upon completion of the contract When decision to terminate contract occurs;

Contractor and Gov’t will develop schedule with milestones via IPT Contractor will provide transition plan Phase down of GFM items

Parts Improvement J85 experiences high rate of Unscheduled Engine Removals (UER) which in turns drives up engine total ownership cost Incorporate component improvements through Tech Data Updates Currently there are 4 upgrades/improvements which have been approved for incorporation Ven Power Unit P112 Configuration (DLA kits available) Main Fuel Control Afterburner Control Afterburner Pump

Requirement on the Horizon RCM - Reliability Centered Maintenance RCM is a maintenance concept requiring an in-depth understanding of component failure modes and structures a preventive maintenance program around these failure modes

IUID - Item Unique Identification IUID effort will encompass all program managed component valued at $5,000 + more, or if permanent identification is required on consumable or material items

IUID effort will encompass all program managed assets valued at $5,000 or more, or assets meeting one of the following criteria: serially managed, critical safety items (CSIs), controlled inventory, sensitive, pilferable, mission essential, or if permanent identification is required on consumable or material items. Additionally, any other items identified as necessary by PMs will require IUID marking. The J85 engine program IUID implementation plan was approved by the OC-ALC/CA on 18 August 2009.

RCM is a maintenance concept requiring an in-depth understanding of engine failure modes and structures a preventive maintenance program around these failure modes. Funding to restart this concept is scheduled in 2010. However any changes will be coordinated with the J85 community via MPWG meetings and are documented in a work scope-planning guide provided to all J85 engine repair shops

50/50 Drivers 10 USC 2466: Limitations on the performance of depot-level maintenance of (a) Percentage Limitation.— Not more than 50 percent of the funds made available in a fiscal year to a military department or a Defense Agency for depot-level maintenance and repair workload may be used to contract for the performance by non-Federal Government personnel of such workload for the military department or the Defense Agency. Any such funds that are not used for such a contract shall be used for the performance of depot-level maintenance and repair workload by employees of the Department of Defense.

The Air Force is required to meet this law Projections indicate the 50/50 threshold will be breached within the next year or two if current contract workload is not brought into military depots New ‘depot’ contract goal is a minimum of 50% of the contract value performed by military depot image3.png image4.png image5.jpeg image6.jpeg image7.png image1.jpeg image2.png
