Section L – Instructions to Offerors

Technical Acceptability Subfactor 1: Transition/Phase-In Provide a milestone schedule, which includes required support equipment, tooling and the capacity to meet full production during transition/phase-in period Provide a production plan to ensure minimal disruption of mission support through contract transition and phase-in period Present approach to obtain required technical orders and gain/maintain access to required data systems in accordance with PWS 1.7.1

Section L – Instructions to Offerors

Technical Acceptability Subfactor 2: Supply Chain Management Provide a Contractor Furnished Material (CFM) management plan to forecast, operate and maintain an adequate inventory and supply ordering system to ensure supportability of delivery requirements CFM management plan shall include methods to procure all CFM required to meet remanufacture requirements in accordance with PWS 1.6.2 and 1.6.3

Cost/Price Proposed prices will be determined by multiplying the Best Estimated Quantities (BEQs) identified in Section B and the pricing matrix by the proposed unit prices for sub-CLINs with the non-expedited delivery to confirm the extended amount for each item A rate will be applied to each sub-CLIN for an estimate of the percentage of usage of expedited delivery. This rate is for evaluation purposes only and will help in the evaluation of balanced pricing.

The price evaluation will document the reasonableness and affordability of the proposed total evaluated price

Section M – Evaluation Criteria

Technical Acceptability Minimum requirement is met when the proposal substantiates all the following essential components with little potential for disruption of schedule, increased cost, or degradation in performance

To be considered past performance must be relevant and recent

Cost/Price All technically Acceptable offers will be ranked by price, including option prices Proposed prices will be determined by multiplying the quantities identified in Section B and the pricing matrix by the proposed unit price The subCLINs represent the pricing for expedited and non-expedited delivery A rate will be applied to each subCLIN for an estimate of the percentage of usage for each subCLIN. This rate is for evaluation purposes only and will help in the evaluation of balanced pricing

Trade offs Will only be made between Past Performance and Price among those offerors who have been determined to be technically acceptable Discussions Intend to award without discussions Offerors must submit their best terms initially Offeror responses to Evaluation Notices (ENs), and the Final Proposal Revision (FPR) will be considered in making the Source Selection decision should discussions occur
