Contractor will conduct remanufacturing services for MISTR components for the Air Force, Navy, NASA and FMS. NASA and FMS remanufacturing will be on an as required basis. This will be a competitive acquisition using Performance Price Trade Off with technical evaluation Source Selection Procedures. Request for Proposal (RFP) is anticipated to be released March 2011. Award is anticipated to be Oct 2011. REPAIR QUALIFICATION REQUIREMENTS (RQRs): RQRs are available for master NSNs and are posted to FedBizOpps under this solicitation number. There are two RQRs one for CSI parts and another for non-CSI parts. There are seven approved sources for various NSNs at this time. Award will be made only to the offeror that meets RQRs in accordance with FAR clause 52.209-1. Qualification information can be obtained on this site. A request for solicitation and proposal submittals and responses may be faxed to (405) 739-3462 or email stefanie.wiles@tinker.af.mil. The anticipated timeframe for release of the J85 Management of Items Subject to Repair (MISTR) components remanufacturing services Draft Request for Proposal (DRFP) is 19 November 2010 and the Pre-Solicitation Conference 15 Dec 2010. Further details regarding the acquisition timeline will be updated through this website. This timeframe is dependent on the review process and any changes in the schedule will be posted. The location and time for the pre-solicitation conference will be posted as soon as it is confirmed.
The pre-solictation conference will begin at 0900 AM. Registration and scheduling of one-on one meetings will begin at 0800. There is a form that is required to be filled in by foreign participants. Foreign participants are required to bring their passport for registration and access to the building.

Air Depot Blvd, Oklahoma City, OK 73135. Directions: Between I-240 and Tinker AFB on the West side of Air Depot North of I-240. The focus will be the proposed strategy for J85 component repair and the qualification requirements. The AF will present an overview of the J85 program current status and future strategy. Firms interested in future J85 component maintenance workload are encouraged to attend. The Government will conduct one on one meetings with interested firms should they desire one. Slots for these closed meetings are available after the open briefings are conducted (please let us know if a closed meeting is required). The Industry Day will convene at 0800, briefings will be in the morning with one on one meetings in the afternoon.

1. Statement of capability, What is your repair capability (core vs. outsource ratio)?
2. What is your facilities capacity/storage as well as how do you handle In/Out processing of items? How do you segregate between serviceable/unserviceable items so they will not co-mingle?
3. Is your company GREEN compliant? Does your company provide products and services with favorable energy or environmental attributes in accordance with federally-mandated "green" procurement preference programs. The Department of Defense's Green Procurement Program is a comprehensive strategy for implementing environmentally preferred practices.
4. What are your typical terms of a commercial contract?
