Memorandum of Agreement
Between 655 Aeronautical Systems Squadron and
The United States Coast Guard for C-37 Partial CLS
USCG # MOA3807C37A001
1. PURPOSE
The purpose of this Memorandum of Agreement (MOA) is to define, establish, and implement terms, conditions, and procedures under which the United States Coast Guard (USCG) will acquire Contractor Operated & Managed Base Supply (COMBS) support for their C-37 via 655 AES Squadron Indefinite Delivery Indefinite Quantity (IDIQ) Contractor Logistics Support (CLS) contract (F33657-02-D-2011).
2. BACKGROUND/PROGRAM DESCRIPTION
The USCG C-37A aircraft is a missionized Gulfstream GV large cabin, ultra long range business jet used to primarily transport the Secretary of Homeland Security and Commandant of the Coast Guard. The aircraft (serial number 653) was procured on February 21, 2001 and delivered on May 10, 2002 by the US Coast Guard from Gulfstream Aerospace Corporation (GAC).
3. RESPONSIBILITIES
(1) Coast Guard will:
a. Continue to maintain a separate relationship with GAC and other vendors for maintenance support
b. Maintain their C-37 Airworthiness Certification
c. Perform organic field/line level maintenance
d. Maintain configuration control
e. Manage and schedule service center inductions
f. Manage all aircraft modifications
g. Manage unscheduled and “Over & Above” maintenance
h. Manage aircraft obsolescence items
i. Manage all service bulletins
j. Perform QAR duties
(2) 655 AESS will:
a. Accept/process MIPR
b. Create Firm Fixed Price Coast Guard CLS CLIN in IDIQ contract for COMBS Support
c. Obligate Funds
d. Monitor/report funds execution
e. Inform Coast Guard Air Station Washington of upcoming obsolescence items
f. Grant Coast Guard personnel equal access to COMBS facility at Andrews AFB
4. TERMS AND CONDITIONS
All contractual direction will be processed through the C-37 Procurement Contracting Officer (PCO). In the event there is a change in 655 AESS workload, due to change in requirements imposed by USCG, Program Management and Administration (PMA) costs will need to be provided.
5. REVIEW AND UPDATE
This MOA will be reviewed and updated annually by the mutual agreement of USCG and 655 AESS. The MOA will become effective immediately upon signing by the individuals referenced below. The provisions of the agreement can be changed or waived by a joint agreement between both parties.
