Appendix T: Bidders Library Process
Process for Scheduling Viewing Bidders’ Library
This document outlines the process for bidders’ on the C-20/C-37 Contractor Logistics Support
(CLS) solicitation to schedule a viewing of the bidders’ library at Tinker Air Force Base.
OVERVIEW –
Three Government Points of Contact (POC), listed in the U.S. Government POC section below, can authorize and schedule a visit to the C-20/C-37 CLS bidders’ library. The bidders’ library will contain the information from PWS Attachment K “Paint Drawings and Paint Evaluation
Standards” and Attachment U “Floor Plans.” The library will consist of a Government furnished laptop containing the information outlined above. The laptop will be set up to allow “READ-
ONLY” access. No photos or copies of the information will be allowed. The Government will schedule viewing based on a first come first served basis. Initial viewing will be limited to 4 hours between 8am and 4pm CST. However, if no other viewing is scheduled on the date of the visit the viewer may use the rest of the business hours previously stated. Multiple days of viewing will be determined on a case by case basis and will depend on industry demand.
Access to the base Pass and ID hours of Operation, Visit requests instructions will be provided at time appointment is confirmed.
PROCESS -
Each person requesting access will need to fill out Attachment 1 titled “Information
Required to Schedule a Viewing of the Bidders’ Library” and submit the attachment via email to only the Government POC’s noted below. The required information in the attachment consists of the following:
o The full name, phone number and email address of the individual(s) o A statement that the individual is a U.S. citizen or a green card holder o A copy of the bidders’ company’s current and approved DD2345 o A statement that the US Government is authorizing temporary “read only” access to their aircraft’s data o The date and time viewing is requested
After the Government POC schedules the date and time of viewing, an email will be sent to the requestor(s). (*Please note that this is not always a quick process and can take up to 2 business days to complete*)
The individual will need to provide Government approved ID (Drivers license, Passport, etc.)
on the date of visit, to gain base access, and identify the individual before entering the library.
A Government representative will be present in the room for the duration of the viewing. The
Government representative will be present at all times but will not answer questions or assist the representatives in any way other than ensuring the computer is working and the data is available.
