PURPOSE/DESCRIPTION

The purpose of this announcement is for Market Research in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 10 and is issued IAW Federal Acquisition Regulation (FAR) subpart 15.201(e). This is not a solicitation for proposals; no contract shall be awarded from this announcement. No reimbursement shall be made for any costs associated with providing information in response to this announcement or for any follow up information requests. Nothing shall be construed herein or through this market research process to commit or obligate the Government to further action as a result of this research.

The Air Force Life Cycle Management Center (AFLCMC) Commercial Derivative Aircraft Division, Tinker AFB OK, is seeking to specifically identify businesses under NAICS code 488190 and other firms that may be capable of providing all or portions of CLS services for the US Air Force (USAF), US Navy (USN), US Army (USA) and US Coast Guard (USCG) C-20 and C-37 aircraft. The Government is seeking industry feedback on areas identified below to support development of the requirement and overall strategy for this potential contract.

Program Description: The C-20 and C-37 platforms are militarized versions of the Federal Aviation Administration (FAA) airworthiness-certificated Gulfstream aircraft. The C-20 is a Gulfstream GIV, powered by twin Rolls Royce MK-611 TAY engines. The C-37 is a Gulfstream GV and G550, powered by twin Rolls Royce BR-710 engines. These aircraft are equipped with specialized mission communication stations as well as defensive systems. The C-20 and C-37 missions are two-fold: (1) provide worldwide airlift support for senior military leaders and Government officials; (2) Navy and Marine C-20G aircraft, equipped with a cargo door, to primarily provide long range, medium airlift, logistics support. In addition to these two primary missions, C-20 and C-37 fleets are subject to long- and short-term deployments.

Projected fleet size: C-20 (5-7, GIV); C-37 (13 GV, 7 G550). Note: Fleet size and construct is subject to change.

Estimated annual flying hours per aircraft: C-20 (800-1400 hours); C-37 (700-950 hours)

Current operating sites: Joint Base Andrews (JBA), MD; Ramstein AB, GE; MacDill AFB, FL; Hickam AFB, HI; Kaneoahe Bay, HI; Ronald Reagan Washington National Airport (DCA);

NAS Sigonella, IT

C-20/37 CLS support consists of the following services:

• Contractor Operated & Maintained Base Supply (COMBS) at each site o Worldwide spares support capability

• Main Operating Base (MOB) support

• Aircraft Defense and Mission Communication System (MCS) field level maintenance

• Depot Level Maintenance (scheduled and unscheduled) o Aircraft scheduled inspections (Computerized Maintenance Program - CMP) o Drop-in maintenance/repair o Engine/Auxiliary Power Unit (APU) overhaul/repair o Landing gear overhaul/repair o Aircraft painting o Interior refurbishment

• Worldwide Contract Field Team (CFT)/Aircraft on Ground (AOG) support

• Deployment support: supply support, launch/recovery and field level maintenance

• Aircraft modifications

NOTE: The Government does not own spare C-37 Rolls Royce BR-710 engines. The Contractor will be required to provide a comprehensive engine support program consisting of scheduled/unscheduled shop visits, line replaceable parts repair/replacement (including accessories), lease engines, maintenance program service support, technical publications revisions service, line maintenance training, and spare engine availability during shop visits.

Additional Program Information: The C-20/C-37 fleets are maintained to FAA-approved maintenance standards. All depot maintenance and repairable spares repair is performed at a Federal Aviation Regulation (FAR) Part 145 FAA-certified repair stations.

The C-37 fleet is supported primarily by Contractor Furnished Property (CFP). The Government will furnish a small inventory of avionics and communication spares as well as a spare APU and landing gear to support the GV and G550 aircraft. The C-20 fleet is supported primarily by GFP. The Contractor will be responsible to furnish spares and augment GFP as necessary to support both C-20 and C-37 fleets.

The Contractor will determine and maintain the spares inventory in order to meet mission capability requirements.

NOTE: The Contractor will not have supply or parts repair responsibility for the aircraft defense system or USAF C-37 Mission Communication Systems (MCS) (all other military services are the contractor’s responsibility).

Contractors must establish working relationships with the Original Equipment Manufacturer (OEM) in order to access necessary fleet support data. These relationships include establishing agreements allowing the Contractor to obtain approved data and technical support necessary to maintain the fleet airframe, engines, accessories and systems IAW FAA civil airworthiness standards.

PERTINENT INFORMATION AND QUESTIONS:

Industry Day Question:

1.) Would your company be interested in attending an industry day? Responses to this question are required by 22 September. The amount of interested parties will determine if the Government will have an industry day and will determine the Governments location, date, and time. The current tentative date of the industry day would be around the 3rd week in October 2016.

Fleet goals and objectives

- Current Not Mission Capable Supply rate for all sites has been established at < 2% and Partial Mission Capable Supply at < 3%.

- For US Coast Guard aircraft support, the NMCS rate is established at < 2% and PMCS < 4%.

Monthly Mission Capable rates for the fleet are:

MDS Service Mission Capable Rate

CLS Concept

C-20B USAF Andrews 90% Partial

C-20F USA Hickam 90% Full

C-20H USAF Ramstein 90% Full

C-20G Kaneohe Bay 87.5% Full

C-37A/B USAF

McDill/Hickam/Ramstein

90% Full

C-37 A/B USA Andrews 90% Full

C-37 A/B USN Andrews/Hickam 90% Full

C-37B USAF Andrews 90% Partial

C-37A US Coast Guard Regan Nat’l Partial

- Departure Reliability Rate requires the aircraft to be presented for flight with actual departure occurring within 15 minutes of scheduled departure time. This metric must be met 97% of the time or better.

Questions:

1.) In your opinion, are these rates achievable?

2.) What are the perceived barriers to meeting performance at these rates?

Maintenance and Logistics Support:

- The successful offeror will be required to provide uninterrupted 24/7 maintenance support at all

Main Operating Bases with exception of the 89th Maintenance Wing (USAF Aircraft assigned to Andrews).

- The successful offeror will be required to provide uninterrupted 24/7 worldwide logistics support at all sites.

- Only experienced FAA licensed/certified mechanics will be allowed to perform maintenance or support functions on DoD owned and operated aircraft at full CLS sites.

- The successful offeror will be required to provide dedicated dispatch/recovery teams at full CLS sites.

- The successful offeror will be required to provide evidence they possess experience of providing worldwide support of multiple aircraft at multiple sites.

- The successful offeror will be required to provide objective evidence they possess experience with line and depot maintenance of Gulfstream GIII, GIV, GIV SP, GV, G550 or like aircraft.

- The successful offeror will be required to demonstrate they possess depot facilities that are capable of housing 5 or more DoD Gulfstream aircraft for depot maintenance simultaneously at any point in time.

- The successful offeror will be required to demonstrate they possess depot facilities that are capable of housing 5 or more DoD Gulfstream aircraft for depot maintenance simultaneously at any point in time.

- The successful offeror will be required to provide strip and paint facilities compliant with local, state and federal laws/regulatory requirements.

Questions:

1.) Aircraft Availability is critical for the C-20/C-37 fleet therefore great emphasis is placed on reducing depot downtime. Given an aircraft is due CMP inspections, aircraft strip and paint, and complete interior refurbishment; what depot support strategies and scheduling competencies would your company employ and/or recommend for the Government to accomplish the work efficiently and at least risk?

2.) Do you currently (or have you) provide field and depot support for Gulfstream Executive Aircraft (GIV, GV, G550)? If not, do you have experience with sustainment of similar aircraft (jets)?

Please identify the fleet size you currently support (or have supported within the last 5 years)?

3.) Does your company have the required resources to provide this level of support?

4.) What are the barriers associated with provision of these services?

5.) Are there limitations which may interfere with staffing maintenance locations with personnel experienced with performing Gulfstream specific maintenance?

6.) At the C-37 Main Operating Bases, limited tooling and equipment will be supplied by the

Government. How will aircraft be supported at these sites without a significant increase in cost to the Government?

Contract Quality Requirements

- Per Federal Acquisition Regulation part 46, the Government will be required to impose a “Higher Level” contract quality requirement. The commercial standards being considered are ISO 9001 (latest revision) or AS 9110 (latest revision). The government will not require registration/certification to the selected standard, but will require full compliance with the industry standard selected. Please note that compliance monitoring will be accomplished by the procuring activity, or its designated representative.

Questions:

1.) Does Industry have a concern with execution of a business management system compliant with either of these standards? Risk?

2.) What are the barriers to compliance?

3.) Is there an alternative your company would recommend?

Gulfstream Computerized Maintenance Program (CMP)

- Maintenance is performed as prescribed by the Gulfstream Maintenance Program.

1.) Do you have access to the Gulfstream CMP system?

2.) Do you have experience planning both long and short term maintenance activities? Will you be capable of supplying a maintenance integrated master schedule?

3.) Will you be capable of demonstrating your company’s ability to plan a maintenance event using conceptual (or real) maintenance data from CMP?

4.) Will your company be capable of supplying a comprehensive engine maintenance plan?

Contract Structure

- The Government anticipates utilizing an indefinite delivery indefinite quantity (IDIQ) type contract. As a result there will be a minimum quantity fulfilled at the exercise of each option awarded.

Questions:

1.) What minimum ordering quantity would help incentivize industry at the beginning of each option?

2.) Would separating program management out into firm fixed price CLINs for each department (Air Force, Navy, Army, and Coast Guard) drive increased costs to the Government? Why?

3.) What CLIN structure would drive the most cost efficiencies for industry?

Process Improvement Opportunities

1.) What recommendations/approaches can you offer that would provide insight that would result in successful CLS effort, cost savings, overall process improvements with respect to supporting this highly visible program?

2.) What are your recommendations and/or concerns with this acquisition/source selection?

Additional Comments

1.) Please provide additional comments you would like the government to consider as an important factor of this market research/market intelligence survey.
