C-20/C-37 Warfighter Support
• C-20/37 Aircraft Fleet is a derivative of Gulfstream IV, V, and G550 commercial business jets
• Modified to meet DoD requirements
• Powered by two Rolls Royce Engines
• Maintained to FAA certification
• Maintained under the CLS concept
Program Description
• All Organizational and Depot Level Maintenance
– Maintain FAA certification
– 3rd party maintainer at JB Andrews for USAF aircraft
• Contractor Operated and Maintained Base Supply
(COMBS)
– Government provides a portion of required parts, material, and equipment
– Contractor responsible for any additional spares above GFP levels necessary to meet supply rate
• C-20 – Approximately 98% of spares and equipment will be provided as GFP
• C-37 – Supply support will be discussed with next chart
Requirements Overview Fleet Logistics Support
• COMBS
– Government provides a portion of required parts, material, & equipment
– Contractor responsible for any additional spares above GFP levels necessary to meet supply rate
– Operations, Inventory Management (levels, storage and reporting)
– Worldwide supply support to include MOB, Depot and Off-station
– Packaging, handling, shipping and transportation
• Current Contractor’s C-37 spare parts at the MOB COMBS will not transfer to the next contract
– The Government does not own these spare parts
– Government will not pay direct costs for establishing initial spare levels
• Contractor shall be responsible for providing a supply management system to meet performance rates in the
PWS
Fleet Logistics Support
• The Government does not own C-37 spare engines
• A comprehensive engine management system shall be employed
• Rolls Royce Corporate Care or equivalent
– Spare availability during scheduled/unscheduled maintenance
– Inclusive of engine shop visit expenses
– Line Replaceable Parts including accessories
– Lease engines
– Engine maintenance program service support
– Technical publication revision service
– Engine parts carrying a Rolls Royce part number
• Including life limited parts replacement due to time expiration
– The only authorized over and above charges will be related to causes outside contractor’s control
• FOD, accident, misuse or non-Engine Management Program required SBs
C-37 Engine Management
• All Depot Level Maintenance FAA FAR 145 Aircraft Depot Maintenance & Repair
– Maintain FAA certification and support Military Air
Worthiness Certification processes
– Scheduled/Drop-in Maintenance
– Field team/Deployment support
– Modification/Technical Order (TCTO) Kit purchase/installation
– Aircraft status reporting through:
• Gulfstream Computerized Maintenance Program
• Note – Maintenance reporting at Partial CLS site will be by host unit
– VIP Paint Specification
– Interior refurbishment
– Publications/Subscriptions
Fleet Sustainment Support
• Higher Level Quality Management System IAW commercial standards
– ISO 9001 or AS 9110
• Reliability and Maintainability analysis, trends and forecasting and Deficiency Reporting per T.O. 00-35D-54
– Root cause analysis/tear-down analysis/corrective action validation
• Diminishing Manufacturing Sources and
Material Shortages analysis, forecasting and resolution
• Security
– DD 254, Contract Security Classification
• DSS Facility Clearance Required
– Secret clearance required – most personnel
– OPSEC awareness and compliance
– Common Access Card
– Protection and control of For Official Use Only and
Classified material
• Must be able to transmit and receive sensitive information
• MOB Experience
– Site leads must possess an A&P and Gulfstream airframe experience
– Mechanics must be experienced with GIV, GV and
G550 aircraft
• JB Andrews Army and Navy, ETD Sigonella, IT, Ramstein AB, GE, MacDill AFB, FL, JB Hickam, HI, Kaneohe Bay, HI and Pt. Mugu, CA are Full CLS
• Provide flight line (O-level) maintenance personnel
– FAA Airframe and Powerplant (A&P) licensed as necessary
• Ability to maintain/support all aircraft and mission systems
• Scheduled and unscheduled maintenance
– Service Actions/TCTOs
• Germany requires special Technical Expert Status Accreditation (TESA) for non-local employees at Ramstein
• Italy will require work visa for employees

Partial CLS Site
• Metrics* – all locations (Per Service/MDS/Site)
– Quarterly Departure Reliability ≥ 97% reported monthly, assessed quarterly (all home station departures will be counted)
• Departure Reliability Rate % = (Total HS Departures – Logistics Delays) * 100/(Total HS Departures)
– All other metrics reported monthly, assessed at the end of each performance period
• Mission Capable (MC) ≥ 90%
– Exception – USNR/USMC C-20G 87.5%
• Not Mission Capable Supply < 2%
• Partial Mission Capable Supply <3%
