MEMORANDUM FOR AFMC/AFLCMC

ATTENTION: MRS. ROBIN GARRETSON

SUBJECT: MacDill Air Force Base Support Agreement for Gulfstream Aerospace Corporation, Contractor’s Logistics Support

1. The Government agrees to furnish the Contractor Logistics Support (CLS) certain base support, which will be made available in reasonable amounts. The CLS shall report any inadequacies or non-availability of items, together with a recommended plan for obtaining the items.

2. The 6th AMW will provide the contractor access to maintenance facilities, equipment, and support, as outlined below. This access shall be made available to the contractor on a non-interference, no-charge basis. In the event facilities, equipment, and/or support cannot be made available to the contractor, an equitable adjustment shall be made to the subject contract to compensate the contractor for additive costs. Further, NMC/PMC time shall not be accrued to reflect negative performance by the contractor during the period required facilities, equipment, and/or support are not available. In this case, the aircraft shall be placed in a ''non-reporting status" until facilities, equipment, and/or support are provided.

3. Base services in reasonable amounts determined by the Wing Commander to be provided on a no-charge basis are as follows:

a. Mail pick-up and delivery.

b. Base shuttle bus and taxi service.

c. Base fire, security, and waste disposal services for all areas. Periodic safety inspections, as required.

d. Adequate warehousing (excluding material handling equipment).

e. Office space for contract maintenance administrator of at least 1,500 square feet, maintenance shop, and COMBS storage space of at least 30,000 square feet.

f. Communication and power requirements for this space to include: a commercial data line for EDT and Fax, two (2) Class “C” telephone lines, 115 volt power receptacles, and dehumidified compressed air.

g. Utilities (excluding Class “A” telephone) associated with the Contractor's facility, maintenance administrative office area, maintenance shop area, and maintenance storage area.

h. Full MWR facilities privileges.

i. Personnel identification (Contractor CAC Cards, Flight Line Badge).

j. Flight line vehicle pass.

k. Flight line vehicle training.

l. GS-11 status for CLS Supervisory Personnel (and Flight Technicians while on operational missions) and GS-09 status on all other Contractor employees.

m. Ambulance and emergency medical care provided on a reimbursable basis.

4. Utilities will not be charged to the contractor. Contractor will maintain facilities in a clean, neat and orderly fashion, free from fire and safety hazards, IAW AFOSH STD 91-203 Ch 3,5,6,8,10,22, and other applicable chapters. AF will furnish all equipment, materials and tools as required by the contractor to maintain facilities. AF will be responsible for facility repairs beyond the capability of the contractor. Discrepancies shall be reported to the COR or building custodian.

5. The following will be made available as required on a no-charge basis:

a. Hangar and ramp space, as required.

b. Wash rack and open fuel cell maintenance facilities.

c. Fire fighting equipment, including training of CLS personnel.

d. Servicing gaseous oxygen/nitrogen bottles.

e. Fuel/de-fuel vehicle with driver and portable disposal fuel bowsers.

f. Hangar hazardous material storage containers, spill kits, and disposable equipment enrollment in the base HAZMAT Pharmacy.

6. The following government facilities and personnel will be made available on a no-charge basis to repair aircraft equipment contained in the Contractor’s facility (priority to be determined by the MXG/CC or designated representative). Access shall be given to the contractor to the following maintenance facilities, backshops, and associated equipment/tools. Contractor shall be responsible for proper use of facilities and equipment.

a. Tire shop

b. Electro/Environmental shop

c. Metals technology shop

d. Non-Destructive Inspection (NDI) shop

e. Hydraulics shop

f. Gaseous oxygen/nitrogen servicing facilities

g. Aerospace Ground Equipment (AGE) shop

h. Aircraft structural/survival equipment back-shop support

i. Life support/survival equipment shop

j. Fuel cell hangar

k. Battery shop

l. Base hazardous material facilities

m. Class “C” explosive storage/disposal facilities

n. Avionics shop

7. Government Maintenance support to the Contractor. The following support shall be provided to the contractor:

a. Non-Destructive Inspection. AF will provide specialists with equipment as required.

All other requirements shall be brought to the attention of the Contracting Officer and the COR for action/resolution.
