Attachment L - Support for Army, Navy and Air Force C-20 and C-37 Aircraft Contractor Logistics Support (CLS) provided by 15 Wing C-37 Operations ETD PAC C-37 Operations USAPAT PFD C-20 Operations Operating On Hickam Field at Joint Base Pearl Harbor-Hickam

1.0 INTRODUCTION

1.1 The purpose of this attachment is to provide general support to the C-20 and C-37 contractor located on Hickam Field, Joint Base Pearl Harbor-Hickam, Hawaii. The requirements identified in this attachment (workspace, base services, equipment, and supplies including communication services) must be available prior to the start of contractor effort or as designated by the contract. This attachment terminates support agreement #FB5260-01102-537 between 15 WG and Aeronautical Systems Center.

1.2 The intent of these baseline requirements is to develop a generic: all inclusive listing that will be tailored for existing and follow on requirements. Any special requirements or changes to this baseline must be mutually agreed to and documented in a memorandum of agreement (MOU) between the contractor, C-20/C-37 Program Office and respective on-site command authority. The generic baseline applies to the contractor providing C-20/C-37 CLS support. Mission and or installation support in this document will be provided by the 15th Wing and/or the lead Navy C-37 unit and the lead Army C-20 unit operating on Hickam Field at Joint Base Pearl Harbor-Hickam.

2.0 PROJECT CONTACTS

2.1 The following support requirements have been agreed to by OC-ALC/GKSVC, 15th Wing, at Joint Base Pearl Harbor Hickam. POC for OC-ALC is, OC-ALC/GKSVC, 3001 Staff Dr, STE 1AG1104A, Tinker AFB OK 73145-3018. As the lead command, OC-ALC approves and coordinates the baseline requirements and MOUs for other user commands and services. As a general rule contractor is assigned and part of the host mission units. They are:

- C- 37 - Air Force, 15 WG

- C-37 – US Navy - Navy Region NW, Reserve Component Command, Executive Transport Command Detachment Pacific

- C-20 - U.S. Army – Army Air Operations Group, U.S. Army Priority Air Transport, Pacific Flight Detachment

These three host units take on the responsibility of coordinating, advocating, and funding all required installation support for the contractor listed in this document. Reimbursable support to the 15 WG for Air Force provided services to the Army C-20 and Navy C-37 units is covered in applicable support agreements with the 15 Wing.

3.0 CONTRACTOR/BASE SUPPORT REQUIREMENTS

3.1 FACILITIES

3.1.1.1 General Criteria. Support provided to contractor occupied facilities will be at a level consistent with other base facilities.

3.1.1.2 The host will co-locate the contractors with their respective government counterparts when feasible. The host will provide hangar (as a shared resource), Contractor Operated and Maintained Base Supply (COMBS), office, and maintenance facilities to support C-20/C-37 operations. The contractor supply representatives will be located in mutually acceptable locations. If additional space will be required, the contractor will be required to submit a request to OC-ALC. The host will provide the same custodial services provided to host organizations. These areas will be utilized consistent with the operational requirements for the respective sites which can include up to 24 hours per day, 7 days per week.

3.1.1.3 The designated facilities will be inspected by local base fire, safety, and environmental prior to occupancy by the contractor. This will be accomplished in accordance with appropriate base regulations and given the same priority as other projects on base. The facilities will have the capability to be secured. All noted discrepancies will be cleared prior to the occupancy date. The government will provide all maintenance, repair and approved modifications to government owned and operated facilities, and utilities occupied by the contractor. Unique modifications to base facilities to accommodated contractor work efforts will be separately negotiated by the contracting officer (CO). Contractor requested modification will need to be approved by the host unit before any actions can be undertaken.

3.1.1.4 The facilities will have a fire detection system and manual alarm capability. An operable fire extinguishing system will be provided that will provide coverage for the interior of the facilities. Portable fire extinguishers will be provided, and the system will meet base requirements. The host will provide fire protection and prevention program services in accordance with base directives. The host will also respond and provide emergency services to hazardous material releases as well as perform rescue and fire fighting services.

3.1.1.5 Host will ensure drinking fountain and associated plumbing will be available. Latrine areas should consist of men and women’s latrines.

3.1.1.6 Host will provide access to break areas.

3.1.1.7 Contractor occupied spaces will require 115 VAC, 50/60 Hz and network/data wiring consistent with industry standards to support computers, printers, fax machine and telephones. The host will provide electricity, water and sewage services.

3.1.1.8 As required, the contractor will be provided access to the government local area network (LAN) with identifications and passwords necessary to gain access to systems and data base required to support the C-20/C-37 programs. Telephone Services such as special telephone features, required telephone changes such as moving or installing new lines and any telephone repair services must be requested and approved through the host unit. The host will also provide COMSEC support as required.

3.2 BASE SERVICES

3.2.1 Avionics at 15 WG consists of a C17 Automated Test Equipment (CATE) that cannot be jointly used.

3.2.2 The host will allow joint-use of facility and equipment during normal duty hours to facilitate tear-down and build-up of contractor wheels, associated wheel bearings, and pack associated bearings and seals. To ensure weapon system qualifications, Contractor and Host will jointly work tear-down and build-up of wheel and tires. Contractor to provide all other materials and parts.

3.2.3 The host will provide bench check of various components within shop capabilities. Contractor will need to request and gain permission from 15 MXG as required. Support to equipment not already serviced through the host units support agreement with the supporting unit will be the responsibility of the contractor.

3.2.4 The host will provide training assistance on joint use facility and equipment during normal duty hours subject to the availability of qualified personnel on a non-interference basis. The host will also provide base specific and or unique training to contractor personnel including: explosive safety training, supply training, newcomer safety education, driver training, fire extinguisher training, and flightline drivers’ training. The host will provide new arrival orientation packages to the contractor site lead prior to arrival of contractor personnel.

3.2.5 The host will provide precision measurement equipment laboratory (PMEL) support for both contractor and government furnished equipment when the required support is within the capability of the PMEL facility on a non interference basis. It will be the host units responsibility to identify PMEL items it will fund, other items will be funded by the contractor.

3.2.6 The host will provide standard fire services and ground safety support consistent with the provided to base units for contractor-manned facilities and equipment.

3.2.7 The host shall ensure contractor personnel are not subject to evaluation nor required to actively participate in exercise scenarios during base security, disaster preparedness, or other local exercises. Under base exercise conditions the host will make every effort to establish procedures to allow contractor personnel to and from their specified work areas and facilities, to include access to appropriate aircraft.

3.2.8 The host will provide restricted area badges to meet security clearance requirements for access to the flightline. Provisions to allow contractor access to applicable flighline areas with the use of a contractor-owned or privately-owned vehicle, if allowable at location shall be provided, as necessary, to accomplish specified tasks. If required, the host will provide DoD decals upon proper registration for contractor privately owned vehicles to allow readily available access to the base and respective work areas. If site is restrictive on special use decals or base passes, a number of decals must be mutually agreed to within the site MOU.

3.2.9 The host will furnish nitrogen (utilizing the Self Generating Nitrogen Cart-SGNC) and high pressure breathing oxygen, as needed. (Note: May not apply to Army C-20 operations.)

3.2.10 The host will provide Structural Repair support within the capability and availability of the shops to include manufacturing and repair. Provide corrosion control for on/off equipment to include top coat and surface treatment/restoration. Contractor to provide all HAZMAT and materials associated with all manufacturing/repair and corrosion control requirements.

3.2.11 The host will permit utilization of the wash rack facilities. Contractor required to use only approved solvents/soap in accordance with Host procedures.

3.2.12 The contractor using local base procedures will process hazardous materials.

3.2.13 The host will provide storage for Class “C” explosives within capabilities. Contractor will need to request and gain permission from 15 MXG and specifically identify explosive hazard classification and division and quantities.

3.2.14 Upon availability the host will provide tow vehicle(s) for towing.

3.2.15 The host will inspect and maintain life support systems and equipment within shop capability.

3.2.16 In an emergency the host will provide on-base emergency, ambulance, and medical services to contractor personnel that will be reimbursable by the contractor or will allow access to community services if base services are not available.

3.2.17 The host will deliver official mail IAW policies and procedures of the base.

3.2.18 Contractor personnel are accorded a GS-12 grade equivalent for deployment purposes and limited use of base facilities. Contractor personnel will be authorized use Morale, Welfare and Recreation facilities on an as-available basis. Contractor access to services such as the base gym, officers club, golf course, and other facilities will be the same as active duty personnel. Additionally, if available, night shift personnel will be allowed to obtain meals at the base dining facility.

3.2.19 The host will support the loading and maintaining of government programs/software loaded on contractor computers.

3.2.20 The host will provide refueling services as required. Provide refueling and de-fueling truck with driver.

3.2.21 The host will provide life raft inspection and repair within shop capabilities. Repair/manufacture aircraft fabric and leather items such as seat covers and cabin upholstery within shop capabilities.

3.2.22 The host will provide weather services.

3.2.23 The host will provide latrine and potable water servicing vehicles with drivers.

3.2.24 The host will provide trash removal from aircraft to include foreign water with drivers.

3.2.25 The host will provide land mobile radios (LMRs), as needed, on hand receipt for requesting fuel and maintenance.

3.2.26 The host will coordinate servicing requirements with Maintenance Operations Control (MOC). Notify aircrew of any base activities, scheduled or unscheduled, which may impact on airfield operations. Provide aircraft parking spots unless higher priority aircraft is on station.

3.2.27 The host will provide Crash Disabled Damaged Aircraft Recovery for contractor upon request. The contractor will provide manpower for weapon system expertise and to facilitate recovery. The contractor will provide specialized recovery equipment for C-20.C-37 aircraft not readily available on base.

3.3 AIRFIELD BASE OPERATIONS

The host will:

3.3.1 Conduct flight following.

3.3.2 Coordinate with ATC and Tower for priority departure routing for exercise and actual alert launches, utilizing stereo flight plans.

3.3.3 Provide 24 hour airfield operations.

3.3.4 Coordinate with Air Traffic Control for priority handling/movement of aircraft from alert parking ramp. Taxi, takeoff, and ATC hand-off.

3.3.5 Assist in coordination of Search and Recovery (SAR) services.

3.3.6 Provide support in the prevention of Foreign Object Damage (FOD) by ensuring sweeping alert ramp taxiway as required.

3.4 COMMUNICATIONS

3.4.1 Facilities provided to the contractor shall include industry standard wiring (copper/fiber) that can be connected to contractor provided equipment at each end; for all network, data, telephone requirements the contract needs. The government and contractor network will be maintained separate. The contractor will be provided adequate space and secured access, in communications closets to support contractor’s equipment. The contractor will be provided adequate space in a mutually agreed to communications room. This room will be maintained to industry standards (electricity, space HVAC). After initial occupancy if the government requests the contractor to move, the government will be responsible for any expenses involved with the move. The host will provide permission for the local commercial phone company to deliver commercial phone lines to the contractor occupied offices to include access to copper or fiber wiring in contractor occupied facilities and between buildings. Contractor requested changes to existing facilities that will require installation of internal facility wiring shall be done at contractor’s expense.

3.4.2 The host will provide and install communications lines to access government LAN with identifications and passwords necessary to gain access to systems and databases listed in the contract. The host will provide management of any government information systems equipment located within the contractor facilities. The contractor will be responsible for acquiring computer terminals to access these systems.

3.4.3 The host will provide reasonable access to Class A and C phone lines to contractor offices for the purposes of conducting official government business. At least one Class A line will be located in the contractor’s office area. The host will also provide both Class A and C telephone lines for supply support. Long distance access will be through contractor calling cards and/or approved government access numbers.

3.4.4 The government/host will provide resources required for the contractor to perform duties, including telephone, network access, accounts, software, supplies and support. The government will allow the contractor to utilize the government network to connect to the contractor’s network to perform duties under the contract.

3.5 OTHER SUPPORT

3.5.1 Supplier will provide general operational environmental policy guidance, and detailed requirements and procedures for environmental document processing, coordination, and approval.

3.5.2 Provide planning, design, and programming functions necessary to the construction, fabrication, and repair of facilities and real property installed equipment.

3.5.3 Perform routine maintenance and minor repair to Receiver assigned facilities and real property installed equipment within same. Provide asbestos abatement only in the event of an immediate health hazard.

3.5.4 The host will provide forms and publications required for conducting official government business. The contractor will be provided access to items that are maintained on line in an electronic format.
