1 RFP Section B Section B references FOB Origin for certain CLINs; page 59 of RFP FAR 52.247-30; page 75 of RFP FAR 52.247-1, page 91 of RFP FAR 52.247-47. From these references, it is our understanding that the government shall pay the shipping cost separately. Please clarify and or confirm our understanding.
The cost of shipping if any, is to be included in the price of the equipment.
However, the CLINs will be changed to reflect FOB Destination on a subsequent RFP amendment.
2 SF1447 Should block 21 and 22 be completed as instructed in title block of
SF1447?
Information in The Schedule - Section B will satisfy this requirement in lieu of filling in the actual blocks 21 and 22.
3 RFP page 94, section 2.5.5 Can the government extend the 3 year requirement for past performance currency to 5 years?
Pending government review.
4 RFP Section B The CLINs are categorized into base year and 4 option years. Is each year intended to be a 12 month period of time starting with contract award, with each year running consecutively?
That's correct.
5 RFP, Part 1 Sect B Section B Training CLINs (0004-4004) shows both quantity 2 and 1. Can the Government please clarify?
Typo. RFP Amendment will correct.
6 RFP, Part 1 Sect B, pg 35-36 Sect B, page 35 ICS CLIN 2006 shows both quantity 134 MM and 176 MM. Can the Government please clarify?
Typo. RFP Amendment will correct.
7 Solicitation CLIN 0001AA, 0001AC First Article CLIN 0001AA and 0001AC indicates required delivery as 30 DAC. The 30 DAC delivery is unrealisted due to material lead times and will not accommodate delivery of some CDRL's required for first article. Also, to accomodate delivery of first article CDRL 0001AB and 0001AD due 150 DAC, we recommend 180 DAC for CLIN 0001AA and 0001AC?
The 30 DARO is for the 2nd First Article.
The necessary documentation should be received in sufficient time based on delivery of the 1st First Article. The government team considered 180 Days for delivery of 1st First Article and determined 150 to be reasonable and satisfies the overall government scheduling need/required delivery.
8 Performance Specification Table 3.4, MRS-1 Our understanding from MRS-1 is that the ATC Remote Status Indicator is to be provided per location. Given there can be between 1-4 ILS’s per location and the ILS equipment CLIN’s are broken out between the Localizer and Glideslope, we recommend to add separate CLIN's (0001AF, 0002AF-4002AF) for the ATC Remote Status Indicator requirement?
Pending government review.
We recommend that the CLIN be added due to the difference between the number of ILS kits requested in the existing CLIN structure and the number of RSI's required (1 RSI per location).
Pending government review.

Q# Document Section Question / Comment Resolution Additional Vendor Comments Additional Government Response
9 Performance Specification FCR-4 For the flight check radio system, is all hardware, software and IA certification (AFI33-210) required to be provided for voice communication by both telephone and ethernet (VOIP) connectivity?
Also, is all hardware, software and IA certification required to be provided for remote status by both telephone and ethernet (TCP/IP) connectivity?
Pending government review.
10 Performance Specification & CDRL package
3.10.1 & CDRL A006,
block 16
Is the “regionalized maintenance centers (RMCs)” referenced in the Performance Spec. 3.10.1 the same as the “remote maintenance center” as referenced in CDRL A006? If not, can the Government define “remote maintenance center”?
Yes, these are one and the same.
11 CDRL package CDRL A006, block 16 CDRL A006 references “The software used to control the operation and sustainment functions at the remote maintenance center shall be delivered preinstalled on all delivered computers.”. Additionally, A006 indicates that a minimum of 40 licenses of the software required to operate and sustain the ILS systems at the remote maintenance center are to be provided, with 2 of the copies for OC-ALC/GKAAA (leaving 38 copies to be delivered for the remote maintenance center). Given that the Government is indicating the software is to be preinstalled on a computer, are a minimum of 38 computers to be supplied?
An estimated quantity of 40 computers/laptops need to be supplied. A separate CLIN will be established for this requirement on subsequent RFP amendment.
12 CDRL package & Performance Specification
CDRL A006, block 16 & Perf. Spec., GEN-8
If computers are to be provided to the remote maintenance center as implied in CDRL A006, do they require 8 hours of backup power (identified in GEN-8)?
No, this is not required.
13 CDRL package CDRL A006, block 16 For the software (used to control the operation and sustainment functions at the remote maintenance center), when are the minimum 38 copies to be delivered? Does the remote maintenance center software delivery correlate to delivery of ILS equipment and if so how are those deliveries allocated to the CLINs? It appears that this requirement is only called out in the CDRL.
Software copies delivered with the computer/laptop. Estimated quantities will reflect 8 per year. Specific quantities will be identified in individual orders as applicable. However, it is anticipated that 2 will be needed for the First Article.
Remaining quantities will be ordered as needed.

14 TM-86-01N & SOW SOW 1.7.4.6.2 With the volume of TO’s and the requirements of TM-86-01N (including initial Guidance Conference, 75%, 90%, and 100% TO IPR), and since the Government is to be provided with in-process TO’s during the TO IPR’s, would the Government consider extending the TO’s due date from 60 DAC to delivery for first article TO validation/verification?
No extension will be granted, however the initial copies of the TOs can be preliminary/draft that will be used to establish format and content.
SOW Performance Spec 1.6.2 MRS-1 Pg 6, 8
ILS Modernization Kits There is no remote control defined to be provided with the designated kits. Is the USG providing this or will there be a separate CLIN ?
The system is required to have remote capability; however, the remote control unit is not a part of this effort.
For clarity, the Performance Spec defines a requirement under MRS-1 for an ATC Remote Status Indicator. Will the USG provide a separate CLIN for this item? Pending government review.
USG Response Dec 201 (sic) Perf Spec, Para 2.1.1.1., Pg 2
Please indicate the method to obtain Technical Orders referenced in 2.1.1.1.Technical Orders are limited to USG usage.
The government will scan to determine releasable information with regard to the T.Os and provide that info on CD format to interested parties upon request
We have formally requested this information.
When should we expect that the USG will provide these CDs? Pending government review.
Perf Spec Env-6, Pg 8
In effort to provide evidence of compliance, the thermal load of the existing equipment must be known. What is the thermal load of the GRN- 29 equipment? Pending government review.
Per Spec 3.1.1 Pg 7
“This modernization effort shall in no way degrade the existing ILS performance characteristics or signal-in-space. The current system specifications and leading particulars can be found in T.O. 31R4- 2GRN- 29-2, 31R4-2GRN30-2 and31R4-2GRN31-2.” Will the USG provide these Technical orders?
Pending government review.

All Training items are repeated in the option years and in conflict with the SOW page2 para1.2 that states “2 classes of no more than 10 students per class” Please clarify which are intended to be delivered.
This is intended to be exercised each option period as a funded order is issued.
The PWS allows for follow on classes as well. Please note, all quantities on the RFP are "estimated quantities" and may or may not be fully executed. Individual delivery orders will specify the quantities ordered.

SOW 1.9, pg 14 Over and Above-Please define the skill set intended to bid the correct labor hour.
This is one, fixed composite hourly rate that make up the appropriate mix of skill sets that you anticipate may occur, unique to your system. It may be an average of all anticipated skill sets or could be heavier towards a particular skill set than another.
It's unique to your system and as such only the offeror can provide this composite rate.
Note: This fixed hourly rate will be used on all O&A tasks along with the Material O/H Rate you propose multiplied by the number of estimated hours in the CLIN.
Solicitation CLIN0001, Pg 3
QTE procedures are required 60days after contract, which may be later than the 30 days required for 1st Article delivery. Please rectify this discrepancy.
The 30 day delivery is on the 2nd First Article. The QTE will be delivered well in advance of the 2nd First Article as it should be the same procedure as required on the 1st First Article which is due 150 days after receipt of order.
Solicitation CLIN0001, Pg 3
The first Article is listed 30days ARO from the contracting officer. For scheduling purposes, when should this be timed relative to Contract Award?
This is the 2nd First Article delivery. It is anticipated this authorization will occur between completion of QTE and the completion of the Flight Check for the 1st First Article.
Solicitaiton CLIN0004, Pg 13
Qty at the Top says 2 , required delivery says 1, please confirm which is correct.
This will be corrected in subsequent RFP amendment.
Solicitation Multiple CLINs CLINS002AE, Pg 9
The number of Flight Check Radios per site appears may leave the USG short .. the CLIN calls for 82 flight inspection radios to be delivered, however, there are 84 sites.
These are just estimated quantities only and may fluctuate plus or minus. The individual orders will specify firm quantities.
Solicitation Sect L 1a, Pg 84
References “Performance Specifications for the ILS modernization specification (MS)”. No document entitled is provided with the RFP.
Please clarify.
The MS and Performance Spec are one and the same. However, this will be corrected on a subsequent amendment to the RFP.
Solicitation 2.5.3,Pg 95 References “MS” paragraphs… 2.5, 3.7.3, .3.9.3, and 3.10. What document do these paragraphs appear in?
The MS and Performance Spec are one and the same. However, this will be corrected on a subsequent amendment to the RFP.

CLINs in Sect B indicate “FOB-Origin”. Section F includes FAR clauses for FOB-Origin & FOB-Destination. Which items, if any, are subject to the FOB-Destination clause?
RFP will be amended to only include FOB Destination references and requirements.
Q# Document Section Question / Comment Resolution Additional Vendor Comments Additional Government Response
Solicitation Solicitation appears to skip Sections C, D & G. Please confirm that USG intentionally omitted these Sections.
FAR 15.204-1 identifies these areas.
Section C is the SOW, PWS, Spec, etc.
that describes the requirement. Section D details any packaging and marking requirements. Section G is for Contract Administration Data. Section G will come in upon contract award with funding information.
Solicitation Sect E, Pg 59
In the 9th para of Sect E (titled “INSPECTION AND ACCEPTANCE”), the only listed FAR/DFAR clauses are 46.401(b) & 46.503, and the title of those clauses does not match the title of the paragraph. Did the USG intend to subject contractors to an additional FAR/DFAR clause?
This FAR reference is the prescribing language that allows the government to perform Inspect/Accept at a specified location. Because I/A is at Destination, if you refer to the block below the Contractor Fill-In it specifies which CLINs are applicable to I/A Destination.
Solicitation Sect F, Pg 60
In the 9th para of Sect F (titled “FOB ORIGIN”), the only listed FAR/DFAR clause is 47.305(b), and the title of that clause does not match the title of the paragraph. Did USG intend to subject contractors to an additional. FAR/DFAR clause?
This FAR reference is the prescribing language. The F.O.B. Address is a Contractor Fill-In. However, this will most likely be OBE due to change to FOB Destination.
Solicitation Sect L 1a, Pg 82
In the 1st para of Sect L (titled “FIRST ARTICLE APPLICABILITY . .
.”), the only listed FAR/DFAR clause is 9.306(c), and the title of that clause does not match the title of the paragraph. Did USG intend to subject contractors to an additional. FAR/DFAR clause?
The FAR reference is the prescribing language that allows the government to specify First Article instructions. Please read the terms itself under this header. The asteriks are defined in the blocks. Note:
All offerors will be required to submit First Articles.
Per Spec

All data items are repeated in the option years. Please clarify which are intended to be delivered.
As a Requirements contract, individual orders may be placed on contract at any time. The CDRLs may or may not be required each option year, depending on when a specific delivery order is issued.
Or only a select number may be required, based on the order placed. However, individual CDRLs specify due date of deliverables.
