Also, is all hardware, software and IA certification required to be provided for remote status by both telephone and ethernet (TCP/IP) connectivity?
Yes, however not at the time of proposal submission or contract award.
Does this apply to both questions and both connections?
Only the telephone connections for FC Radio and Remote Status are required to have IA certification.
27 TMCE 3, pg 11 This document provides reference to information in the Technical Reference Library. Please provide guidance on how we access the Technical Reference Library.
For these purposes, the TO CD upon release will be your technical reference library.
The CD packet we received does not contain the information required to answer this question, which is to provide guidance as to the specific Air force Business Rule tailoring of the IETM specification, as shown below: 3. Refer to the RFP Technical Reference Library for the following documents:
3.1 S1000D Finalized Business Rules.pdf. 3.2
S1000D Tag Description Tables (TDT).pdf. 3.3 MIL-DTL-S1000D-BR.pdf (Detail Specification Air Force Business Rules for S1000D Issue 4.0 - International Specification for Technical Publications Utilizing A Common Source Data Base). Since this material is required to scope the IETM, we feel this information is required to be provided by the USG. The CD we received contains only the Technical Orders; where do we access the Technical Reference Library as it relates to Paragraph 3 of the TMCR?"
Please use this link to access the items requested. http://www.s1000d.org/ .
The technical orders supplied by the government did not include 31R4- 2GRN30-2-1 Supplemental To Operations Maintenance Manual, Localizer Replacement Antenna Subsystem Part No. 470513-002/003.
This technical order is listed in Table 2.1.1.1 of the performance specification. Please provide.
TO 31R4-2GRN30-2-1 is not required. It was erroneously left in the performance specification and will be removed. The necessary information from this TO was incorporated into GRN30-2, which was provided in the CD.

CLIN 0002AG (and additional CLIN for option years) was added for the delivery of Laptop Computers. The description of this CLIN states that “The contractor shall supply the necessary computers/laptops used to control the operation and sustainment functions at the remote maintenance centers with preinstalled software IAW CDRL A006.”
Similar wording appears in the descriptive text associated with CDRL A006. It has been clearly stated in the RFP documentation that the implementation of the RMM system is outside of the scope of this contract so it is not clear what function these laptops serve at the remote maintenance center. Please confirm that the laptops being delivered are to support the remote maintenance personnel (i.e. special maintenance technician) during times that he/she must visit the fielded equipment to perform maintenance of the ILS.
It is not the intent of this contract for the vendor to establish the RMM system or RMC. However, in order to meet the RMM requirements of this program and USAF intent, the laptops and software required will be supplied to RMC personnel to perform maintenance during times when they visit the sites as well as while monitoring and performing remote maintenance actions from the RMC.
37 RFP Sect. L , 2.1 and Sect M, 2.5.1
"All offerors shall provide documentation that their proposed equipment has operated within an ILS that has been approved by the Federal Aviation Administration (FAA) to operate for public and military use as a Cat I/II ILS System in the National Airspace System (NAS)." We respectfully suggest this language be modified to read as follows: "All offerors shall provide documentation that their proposed equipment has been flight checked by the Federal Aviation Administration (FAA) to Cat I/II ILS standards in accordance with FAA Order 8200.1C."
The government has reviewed the request and determined clarification needs to be made. For purposes of the fixed base ILS evaluation, "approved by FAA" is defined as "having passed an FAA Commissioning Flight Check."
38 RFP Amendment 0001 Section B, The Schedule The CLIN for Laptops was only added for Production Articles (CLIN 0002AG-4002AG) and not for First Article. From the last set of answers to questions (#13), the Government referenced that 2 laptops were anticipated for First Article. Does the Government intend to include CLIN 0001AG (qty 2) for First Article?
Yes we will include a SubCLIN for the First Article laptops.
39 RFP Amendment 0001 Section B. The Schedule The CLIN for ATC Equipment was only added for Production Articles (CLIN 0002AF-4002AF) and not for First Article. Does the Government intend to include CLIN 0001AF (qty 2) for First Article?
Yes we will include a SubCLIN for the First Article ATC Equipment.
40 Performance Specification IF-15
For the replacement Localizer antenna identified in the Tech Orders, there are no existing communication lines between the Localizer shelter and the Localizer antenna. IF-6 requires that the existing cabling between the Localizer antenna and the Localizer shelter be maintained.
IF-15 references to locate an intercom at the Glideslope antenna, is the Government seeking an intercom located up in the Glideslope tower at one of the antennas? Our understand is that the preexisting ILS intercom system is not utilized because personnel on the airfield are required to posses Land Mobile Radios (LMRs) for communications with the tower, would the Government consider removing the intercom requirement?
This reference will be amended to delete the following statement, "Replacement system shall include an Intercom Voice communication system between Shelters, Glideslope Antennas, Localizer Antennas to ATC Tower." It has been determined that the intercom is not needed with the new system. Voice connection between shelters to ATC will fall under the local Comm Squadron for supplying.
Additional ILS Questions and Responses 4/26
41 Will the government consider an "FOB Port of Exit" clause for
OCONUS locations?
This is not needed as the offeror's are expected to include any costs for export licenses in the equipment price.
42 Will the government consider including the "Differing Site Conditions" clause 52.236-2.
This is not needed as this requirement is not a construction or demolition effort.
43 RFP Section M, para 2.5.3 The references under the Life Cycle Logistics Management Plan appears to refer to incorrect paragraph number in the Performance Specification, please clarify.
The references in para 2.5.3 of Section M should read as follows, "3.5, 3.7, 3.9 and 3.10". This will be corrected in a subsequent RFP amendment.
