3.1

Are there air terminals (lightning rods) protecting the facility?

Glide Slope facility will be protected by a lightning rod on the GS antenna tower. Localizer Array will not have dedicated lightning protection rods (the lack of is mitigated by the buried ring ground around the array). Localizer shelter may have lightning rod installed on or adjacent to shelter - guidance pending in ATCALS Facility TO).

3.2 Are there a minimum of two down conductors for the lightning protection system?

3.3 Are the conductors at least 1/0 AWG? (If the conductors are stranded, is each strand in the conductor greater than 14

AWG?)

3.0 Inspect the Lightning Protection Subsystem. Reference Mil-Std 188-124:

No. Yes No Unable to

Verify Inspection Points Comments

3.4 Do all conductors have a bend radius greater than 8-inches and a bend angle greater than 90 degrees?

3.5 Do the down conductors follow a continuous path (no open cables) from air terminal to EES?

3.6 Is there a minimum separation of 6-feet between the lightning down conductors and exposed power and signal cables?

3.7

Are all accessible bonds made by high compression UL (Underwriters Laboratory) approved clamping devices? UL approved devices will have a UL stamp, sticker, or plate. UL devices can be discerned by robust design.

3.8 Are the external generator fuel tanks bonded directly to the EES by a minimal 2 AWG stranded wire?

3.9 Are the glideslope tower down conductors bonded to the base of each tower leg?

3.10 Are conductors that pass through foundations or footings installed in plastic or non-metallic conduit?

3.11 Are all exterior nonstructural metal elements (tower hand rails, ladders, stairways, etc) electrically connected to each other and the glideslope tower structural elements? (No open circuits)

3.12 Are all exposed and underground power lines protected by UL approved lightning arrestors at the facility? (JOSLYN Surge protection)

4.1 Are all metallic structural members electrically continuous and connected to the EES ground system?

4.0 Inspect the Fault Protection Subsystem. Reference Mil-Std 188-124:

No. Yes No Unable to

Verify Inspection Points Comments

4.2 Are all metallic piping, tubing, and conduit electrically continuous and connected, either directly or indirectly, to the ground system?

4.3 Are all electrical support structures (boxes, enclosures, stands, etc) electrically continuous and connected, either directly or indirectly, to the ground system?

4.4 Are all power filters bonded directly to the equipment enclosure or case?

4.5 Are power outlets in equipment cabinets used only to power internal and not external equipment other than for maintenance and testing?

4.6 Are all power carrying conductors in the power panels (including the neutral) copper?

4.7 Are IEEE standard power surge protectors installed? If so, are the power surge protectors installed as close as practical (within 12 inches) to the service disconnect?

4.8 Was the grounding installed by the TCTO 31R4-2-GRN29- 527? (JOSLYN Surge Protection)

4.9 Are all the cables used for connection to any power surge protection free of loops, sharp bends (greater then 90 degrees), kinks, and deep cuts?

5.1 Are all removable connections that are able to be inspected tight and coated with corrosion preventive or sealant?

5.2 Are all welded or brazed bonds coated with a corrosion preventive or sealant?

5.0 Inspection of Grounding and Bonding Elements. Reference Mil-Std 188-124:

No. Yes No Unable to

Verify Inspection Points Comments

5.3

Are the grounding conductors connected directly to the equipment cabinet via a ground stud that is peripherally welded to the cabinet metal and does not penetrate the cabinet?

5.4 Are all bonding connections appropriately fastened in such a way as they do not use C-clamps, spring clamps, or self-tapping screws?

6.1 Do all cable connector shields have a metallic contact to provide a path from the shield to the equipment cabinet surfaces?

6.2 Are the shield-to-ground connections not greater than 1-inch from the break-away (connector) location?

8.1 Are there any externally non-standard mounted fixtures to the shelter (there should be no fixtures other than the ECU or possibly fiber optic modem all weather enclosure).

8.2 Does shelter foundation meet the design layout of the Standard Drawing? Note any additions or out of place items not listed on the Standard Drawings in the Comments section.

8.3

Does an all-weather access road and turn-around at the equipment shelter site exist as shown on Standard Drawing?

Note: Variation may exist in accordance with Standard Drawing.

8.4 Inspect that the equipment shelter will not flood and that proper drainage from the shelter exists. The final elevation of the equipment shelter foundation is not critical, however this final elevation must assure that the shelter will not flood.

8.5 Are shelter foundation cable vault covers provided as depicted on the Standard Drawing?

8.6

Does power/telephone pedestal with power termination box and telephone termination box exist as depicted on the Standard Drawing? Note what type of box is present (Wood Cement etc...).
