DEFINITIONS

THIS ARTICLE ILLUSTRATES ONE METHOD OF SUMMARIZING THE WORK. REVISE AS NECESSARY TO DESCRIBE THE PROJECT ACCURATELY.

IN THE FOLLOWING PARAS, REMOVE TEXT ENCLOSED IN ANGLE BRACKETS <> AND INSERT TEXT APPROPRIATE FOR THE PROJECT. SEE EVALUATIONS FOR SAMPLE PARAS OF PROJECT DESCRIPTIONS.

PARA BELOW IDENTIFIES NAME AND LOCATION OF THE PROJECT AND NAME OF THE OWNER AND THE ARCHITECT.

Provide shall mean: to furnish all materials/equipment, to install all labor and services and to make the item of work or equipment fully complete, operable, and acceptable to intended use.

Words "Project Coordinator" used in some of these specifications shall refer to the "Contracting Officer".

Word “Owner” shall refer to the “Government”.

Any referenced standards used are to be the latest version at the time of bidding.

WORK COVERED BY CONTRACT DOCUMENTS

The following is a general project Summary of the Work: This project includes removing old lead contained paint off of the exterior of main roof on building 418 and repainting the roof to match existing. A general summary of the work includes:

General Construction Work:

The contractor shall remove old paint where it is peeling and damaged on the main roof of building 418 as show on drawings. Paint contains lead so contractor has to remove and dispose of paint according to Occupational Safety and Health Administration (OSHA), Resource Conservation and Recovery Act (RCRA), and the 911th health and safety rules and regulations.

Paint chips that fell into the gutters of buildings 418 main roof were taken to perform a lead paint chip survey and were conducted for this project in Jul 2014 by Test America. Test results confirmed the presence of lead-containing paint. See attached test results. Any additional testing deemed necessary for worker protection shall be at the Contractor's expense.

There are around 13,000 screws, anchors and rubber gaskets that attach the roof to the building. 15% of them are bad and will need to be replaced. Contractor will determine what screws, anchors and rubber gaskets will need to be removed and replaced before the roof gets primed and painted.

Prime and paint exterior surfaces of main roof of building 418 (indicated on drawing) to match the architectural standards at Pittsburgh ARS. Surfaces include metal roof.

The primer and paint must adhere to the surface, once applied and dry, without chipping and peeling. The primer and paint applied must meet 911th standards and must not be considered a lead-containing paint as defined by the Consumer Product Safety Commission, i.e. > 0.009 % by weight of the total nonvolatile content of the paint or the weight of the dried paint film.

The building will be occupied during construction. The contractor shall take extra precaution to ensure any potential dust and vapors from the lead based paint do not escape the work area into occupied areas. Before the contractor proceeds to remove the paint, the area has to be approved by the Government Bio-Engineering office.

Cutting, sawing, sanding, scraping, needlegunning, abrasive blasting, and other operations that disturb lead-containing painted materials may result in lead exposures in excess of OSHA limits. The Contractor is responsible for adhering to 29CFR1926.62 and for monitoring of all sub-systems and procedures affecting the safety of the Contractor’s employees. Safety of the Contractor’s employees and providing safe conditions inside the work area for all persons entering the work area is the exclusive responsibility of the Contractor. No one is permitted in the lead control area unless they have been appropriately trained and provided with personal protective equipment.

Protect and cover equipment that will remain on the roof.

The contractor shall coordinate with the government to shut down any HVAC air handling systems. Ensure all vents are blocked that can circulate the air from the work areas, including any air handling system that could possibly draw the outside air into the building and could possibly draw in the dust and vapors generated during the work. The environment of the work area shall be completely isolated from all other air flows in the building.

Remove lead-containing paint in accordance with established procedures and equipment to limit occupational and environmental exposure to lead in accordance with 29CFR1926.62. Select procedures and equipment to minimize contamination of work areas with lead contaminated dust or other lead contaminated debris/waste. Utilize engineering and work practice controls to the extent practicable to reduce exposure hazards.

Maintain surfaces of the lead control area free of accumulations of paint chips and dust. Restrict the spread of dust and debris. Loose material, debris and dust shall be placed in leak-proof Department of Transportation approved containers for disposal and properly labeled. At the end of each shift, as a minimum, and after the paint removal operation has been completed, clean the area of visible lead paint contamination using a High Efficiency Particulate Air (HEPA) vacuum.

The Contractor shall use an independent industrial hygienist to perform air and dust sampling to monitor the potential for elevated lead concentrations in adjacent occupied areas daily throughout the duration of the lead-containing paint work. If elevated levels of lead contaminated air or dust are found to be migrating to adjacent occupied areas, the Contractor must notify the Contracting Officer immediately. The work must stop until adequate measures have been taken to correct deficiencies in order to reduce the amount of lead in the air and dust below required action levels and protect base personnel from further exposure. Work can resume only when approval is given by the Contracting Officer.

Provide warning signs that comply with the requirements of 29CFR1926.62 at approaches to lead control areas. Locate signs at such a distance that personnel may read the sign and take the necessary precautions before entering the area.

The Contractor shall make all efforts to segregate waste streams and use appropriate methods to mitigate the amount of lead waste produced to the lowest possible quantity to minimize hazardous waste disposal. The Contracting Officer or an authorized representative will assign an area for interim storage of the waste containers.

The work shall be performed in accordance with all federal, state, and local regulations, and Air Force standards including but not limited to Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), Pennsylvania Department of Environmental Protection (PADEP), and Air Force Occupational Safety and Health (AFOSH).
