PRESOLICITATION SYNOPSIS NOTICE

FOR

SIMPLIFIED ACQUISTION OF BASE ENGINEERING REQUIREMENTS (SABER)

FA5613-08-R-0001

700 Contracting Squadron (CONS) located on Rhine Ordnance Barracks Germany intends to post a request for proposal (RFP) on/or about 31 March 2009, and will accept proposals in response to the RFP.

The new acquisition will be a multiple-award SABER construction IDIQ for a 5-year ordering period. The estimated magnitude of construction/repair for the 5-year period is between $250,000,000 and $500,000,000.

The future RFP will describe in detail the exact requirements of this SABER acquisition. Any questions can be addressed to the persons listed below:

Peter.atkins@ramstein.af.mil andreas.labuniak@ramstein.af.mil Place of Performance will be at Ramstein Air Base, Spangdahlem Air Base, and geographically separated units in Germany.

The anticipated award will be an Indefinite Delivery Indefinite Quantities (IDIQ) type contract with an expected award date of 30 May 2009 - subject to the availability of funds. Offerors must be registered in the Central Contractor Registry (CCR). Go to the CCR website at http://www.ccr.gov/ for more information. Offerors must also be registered to work in Germany. The NAICS code for this acquisition is 236220 (commercial and institutional building construction). This solicitation is unrestricted. As this is an overseas effort, The Service Contract Act (SCA) wages and SBA Small Business Size Standards will not apply. Interested parties should register on-line and subscribe to receive procurement announcements relating to this solicitation by entering the website at https://www.fbo.gov/. All notifications posted here must be downloaded from the website, as no paper copies will be issued. A preproposal conference/site visit will be conducted at a time and date to be posted with the RFP. Attendance is mandatory and non-attendees will not be allowed to submit a proposal.
