Q&A as of 3 Sep 15 No. Ref. No. Questions by Prospective Offerors Responses/Clarifications by the Government

7 SOW CFUSM The model project only references Contractor Furnished U.S. Material, (CFUSM) for the lighting system and Fire Alarm System; however the basis of design is supposed to be to the Uniformed Facilities Code, (UFC). Can the contractor assume that all other material on this project other than the mentioned CFUSM will be of Japanese manufacture origin? If so please provide a list of acceptable JIS standards that can be used as substitutes for ASTM, UL, and NEMA standards.

The U.S. Standards are applicable only to the items listed in the CFUSM, and the contractor may use Japanese products for all other materials. The contractor will be required to complete the project design, including incorporation of JIS and other standards in compliance with all applicable laws, regulations and codes of the Government of Japan ministries, agencies and local government.

Q&A as of 16 Sep 15 7R-1 The Governments answer to Q#7 conflicts with even the minimum, (very low) standards of the UFC, specifically with Division 8, (Openings). Exterior doors, frames, and windows must be either rated for Explosive weights Level I or Explosive weights Level 2. This testing standard is based in ASTM F 2248 and ASTM E 1300 and there are no JIS products that can comply with this standard. Is the contractor to assume for design purposes that division 8 requirements are exempt for this structure from UFC requirements? If so please provide an acceptable JIS performance requirement that can be used for the basis of design.

UFC 4-010-01 will be deleted by Addendum No. 2 as Amendment 0003 is issued subsequently to this Government response summary; accordingly, exterior doors, frames and windows in question are not required to be rated for the explosive weights. The contractor may use the Japanese materials of structure/openings; however, the design basis of structure strength shall be UFC 3-301-01 IAW the SOW para.

2.5.a.4). The contractor will be required to edit Division 8 of the Unified Facilities Guide Specifications as appropriate if incorporated into the design submittals.

7R-2 Please confirm the attached list of acceptable alternative Japanese Standards will apply to this solicitation. Please refer to the attached “JIS equivalent standards” in PDF format.

The question is related to the MACC task order's procedural matters. Please see SOW, para. 5.0 "List of Submittals". As specified there, the contractor is responsible to prepare and submit a complete set of specifications, as part of the design package, in which JIS or other standards will be incorporated as applicable to the Japanese materials intended in the contractor prepared design package. JIS is not required to be U.S. standard equivalent.

7R-3 The contractor request a 3 week extension to the bid in order to allow for the designer to apply the appropriate structural calculations that will be based on the Governments answers to Q# 11 counter questions

(1) and (2).

The submission due date for Summary and Misc Data, Price and Technical Proposals specified in RFP para. L-100C.4.(k), and SF1442, block 13.A will be extended from 1100 a.m. 18 Sep 15 to 1100 a.m. 5 Oct 15, JST per Amendment 0003. As for Past Performance proposal, submission due date in the said para. L- 100C.4.(k) will be extended from 11 Sep 15 to 22 Sep 15 under the same amendment.

Q & A Summary (2nd) RFP No. FA5205-15-R-0006

Indefinite-Delivery/Indefinite-Quantity (IDIQ) Multiple Award Construction Contract (MACC), Misawa AB, Japan

Note: "R" as in "7R-1" under the question number indicates a "Resubmitted" question by prospective offeror(s).

11 SOW Please confirm what category this facility we be classified as in accordance with UFC 4‐010‐01 DOD Minimum Antiterrorism Standards.

The contractor shall read UFC 4-010-01 thoroughly, including para. 2-4.6, 2-4.7. and Appendix A, to clarify category and classification of this building.

Q&A as of 16 Sep 15 11R-1 There are definitions in appendix A that require information that is not included in the solicitation documents and can only be answered by the Government

1) What is the expected occupational duration of this facility?

2) What is the classification for the routinely occupied level of DoD personal at this facility?

a. Low occupancy building

b. Inhabited building

c. Primary gathering building

1) Operation is 24 hours/365 days.

2) The new building is a low occupancy.

11R-2 UFC 4-010-01 par 2-4.6 states the following:

Exempted Building Types. For the reasons below, some building types are exempted from some or all of these standards. The minimum standards should be applied to the exempted building types where possible.

There are 2 types of minimum level requirements (1) Low (2) Very Low. Which minimum standard should the contractor assume for calculations? The types of buildings in subparagraphs 2-4.6.1 – 2-

4.6.7 and 2-4.10 – 2-4.12 does not accurately describe this facility, so is the contractor to understand this facility shall be constructed to an Exempted Building standard even though this type of facility is not mentioned in 2.4 Exempted Buildings?

The new building is a low occupancy and exempted from AT/FP requirements IAW UFC 4-010-01, para. 1-9. This UFC will be deleted from RFP attachment 3, Statement of Work (SOW) para.

2.5.a.4) per Addendum No. 2.

12 SOW Please indicate the number of days that should be allowed for the Government to move out of the existing temporary building prior to its relocation, and days necessary to move in into newly constructed building prior to the demolition of the temporary building. Also please indicate the number of days required for notice to be given to the Government necessary for these activities.

Actual construction period, including the Government moving and advance notification schedules, will be established at the design stage based upon agreement by both parties, as stated in RFP Atch. 4, Price Proposal.

Q&A as of 16 Sep 15 12R-1 It is imperative for the offerer to know the number of idle days derived from Government activities for moving out from an occupied building.

Otherwise, we cannot estimate the indirect costs for field overheads and KTR staffs’ salaries. May we assume Government will utilize two weeks each for two windows for moving out from the existing temporary building, and moving in into the newly built building?

The Government will vacate the facility in the schedule to be established at the design stage based upon agreement by both parties. For estimate purpose, offeror may assume 1 week each for completion of move out and in by the Government. The contractor will be required to provide an advance notification to the Government in two weeks prior to start of each move.

12R-2 The offerer is finding the design period for the project as 148 days IAW Chapter 4.0 of the SOW. However there is no indication of construction period in the SOW, and there is a statement saying Construction - Estimated 370 calendar days, in the Atch4 Price Proposal. May we understand the entire contract period is the sum of 148 days and 370 days, which will be 518 calendar days?

The design period is 148 calendar days (CD) as specified in RFP Atch. 4, Price Proposal and the SOW. The contractor will be required to submit the performance bond within 30 CD after acceptance of the final design by the Government IAW RFP, para. H-902(b)(i). Upon receipt of the performance bond, the Government will issue a Notice to Proceed (NTP) with the construction work IAW RFP, para. F-901(b)(2). The construction period is estimated 222 CD after the NTP, which will be corrected from 370 CD currently specified in the Price Proposal per an amendment. If the exterior construction work will fall on the winter period from 15 Dec thru 15 Mar, the construction period will be accordingly adjusted at the design stage. See RFP Atch. 2, General Provisions, section 01 01 00, para. 2.3.5 for Winter Period.

12R-3 Is the Construction Period of 370 calendar days stated in Atch4 contractually binding? Or is it subject to negotiation during the design period? If so, please indicate the base line period of time for bid purpose.

The construction period is estimated 222 CD. The period will be adjusted and finalized at the design stage through evaluation of the contractor's proposing construction work schedule by the Government if realistic and practicable meeting the project requirements.
