Civil Engineering

Q1. Can the Government please clarify the percent complete of design drawings required for initial proposal submission? (Attachment 1 Sections L & M, Section L Paragraph 3.2.3.1, states proposal design should be presented as 65% complete. Attachment 3 Sample Project Statement of Objectives, Section 11, states a 35% design requirement).

A1. For the sample/seed project, a 35% design package is acceptable. Once overall contract is awarded, 65% (and 100% for that matter) may be required for other projects.

Q2. The construction requirements for Building 927 indicate that contractors are to ‘modify existing duct systems and controls using zone dampers to provide individual temperature control at each room.’ Will the government provide as-built drawings showing the layout of the existing duct systems, including duct sizes serving the effected areas and rooms?

A2. A drawing for the existing ductwork will be provided as Attachment 29, “Ductwork Drawing”

Q3. Will the government provide as-built drawings showing the ‘Enlarged Mech Room Plan’ on Sheet M3.1 as noted on Sheet M2.2?

A3. Complete As-built drawings for the existing duct system are not available. A drawing for the existing ductwork will be provided as Attachment 29, “Ductwork Drawing”

Q4. Ref: Solicitation, Attachment 1, Section L, PP 3.2.3.1 Question: Does the government intend to pay a stipend to offerors to cover the A-E fees associated with designing the example project to 65%?”

A4. Government does NOT intend to pay a stipend. Sample project will require only 35% design.

Q5. The RFP states that respondents are to include a 65% design package, including drawings, specifications, and design narrative, as a part of the proposal and qualifications to the Government. Attachment 2, MACC SOW, paragraph 3.12, lists all of the items which are generally required for a 60% design package, which are very extensive. Attachment 3, the Sample Project SOW Bldg 927, stipulates that the level of design is to be to 35%, and states that “No Specifications will be required to be submitted.”, which puts it at odds with the other two requirements. In regards deliverable design materials for the sample project, where a discrepancy exists between the Attachment 2 – MACC Statement of Work, and Attachment 3 - Sample Project Statement of Objectives Bldg 927, which requirements govern? It appears Attachment 3 reflects requirements which are specific to that task order, and would take precedence over other, more general requirements. For example (among several), Attachment 3, paragraph 11, stipulates a design level requirement to “Design to 35%”, versus the other requirements for a 65% (or 60%) design package. The very limited nature of the work in the sample project appears to mitigate against the full 65% design package, particularly given the very short period of performance before the proposal is due. Also, Attachment 3, paragraph 12 makes reference to “See the attached Schedule of Material Submittals (Attachment 1).” There is no Schedule of Material Submittals so labeled in Attachment 1, but the table contained under paragraph 2.2.1.1 Measure of Merit might be the intended reference. If so, it is not clearly referenced and is in conflict with the 35% design requirement as stated in Attachment 3. In Attachment 3, paragraph 3.d.a, the respondents are directed to “Provide catalog data as per the Schedule of Material Submittals (Attachment 1). Again, this reference is unclear, and the schedule in 2.2.1.1 does not include “catalog data”. Please confirm order of precedence and actual design submittal requirements.

Q6. If a full 60-65% design package is required for the seed project as a part of the RFP response, please provide at least 6 weeks from the date this is clarified to the date the proposal is due in order to execute and price the far more complex design requirements.”

Q7. Re: Building 927

Q7.1. Who will be responsible for removal and storage of existing government furniture and equipment at Building 927?

A7.1. Contractor shall include moving and storage of existing government furniture and equipment in the bid.

Q7.2. If furniture and equipment is to remain in the building, who is responsible for relocation (moving and re-moving) and protection during time of construction?

A7.2 If the contractor elects to keep existing furniture and equipment in the building during construction, the contractor shall be responsible for protection during time of construction.

Q8. Discussion: CADD drawings of Bldg. 927 will greatly assist in the completion of the 65% design required for the proposal.

Question: [Can you] provide CADD Drawings if they are available?

A8. CADD drawings are not available for Bldg. 927

Q9. Please confirm if this project is required to provide GBCI/GBI Certification of Guiding Principles Compliance to meet HAFB Design Standards.

Q9. This project is not required to provide GBCI/GBI Certification of Guiding Principles Compliance to meet MHAFB Design Standards.

Q10. Re: HVAC 927

Q10.1. For the Mountain Home AFB Installation Facilities Standards (IFS), is 5 September 2018 the current document to use?

A10.1 Yes.

Q10.2. Do high performance building requirements apply for this project?

A10.2 High performance building requirements will not apply for this project.

Q10.3. Are there force protection requirements for this project?

A10.3. Only force protection requirements regarding ventilation will apply to this project.

Q10.4. For As-Built drawing (M3.1), clarification on heat pump units:

Q10.4.1. Envelope info (wall, window, roof etc.)?

A10.4.1 See as-built drawings in Attachment 14, Parts 1 and 2

Q10.4.2. Occupancy and other interior loads?

A10.4.2: See Attachment 25 “Zones and Loads”

Q10.4.3. Are there any rooms that are extra warm/cold (noticed running fans in rooms)?

A10.4.3: Rooms 101, 101A, and 103, farthest from the existing airhandlers have reported warm temperatures.

Q10.4.4. Is there any equipment located on the roof?

A10.4.5 No. There is an existing exhaust fan in the attic for the restrooms/janitor closet.

Q10.4.5. Are there newer drawings (TRANE unit looks newer than 1993)?

A10.4.5. No.

Q10.4.6. What type of security measures does MHAFB specifically require?

A10.4.6. Existing door locks shall be retained and protected, and reinstalled after construction is completed. All contractor personnel are required to obtain a base pass, which will require a background check by the Government.

Q10.4.7. Are there any MHAFB specific codes that are not included in the proposal?

A10.4.7 No. See Attachment 2, MACC Statement of Work, Section 6, Mandatory Criteria and Standards, Paragraph 6.1.2

Q10.4.8. What temp do high and low water systems run at?

A10.4.8 There is no 400 degree high temperature hot water at the building. The existing HVAC boilers provide 180 F water (“high” temperature) and 150 F (“low” temperature). Use of lab area chilled water HVAC equipment (chillers, pumps, etc.) will not be allowed due to Admin HVAC functions interfering with lab HVAC functions.

Q10.4.9. Are these systems competently independent?

A10.4.9 Yes. The admin area HVAC system and lab area HVAC systems are completely independent. Use of lab area HVAC equipment (chilled water, pumps, etc.) will not be allowed due to Admin HVAC functions interfering with lab HVAC functions.

Q10.4.10. Load calcs are similar to preliminary provide ancillary heat load info (ie. coffee makers, servers, computers, air compressors etc.)

A10.4.10 See Attachment 25 “Zones and Loads”

Q11. Re: Electrical 927

Q11.1. Is the building peak demand in KiloWatts available for the last 12 months for Building 927?

A11.1 Building peak demand is not available.

Q11.2. The as-built drawing E3.2 specifies panel P. What is the correlation between panel P and panels MDP-1 and MDP-2?

A11.2 Panel P on the as-builts is Panel MDP-1

Q11.3. Are the existing two 3” conduits between the existing 300KVA transformer and existing panel P in good condition or do they need to be replaced?

A11.3 The two existing conduits are in good condition.

Q11.4. For the new lighting control system, are individual room controllers with devices required or an entire building lighting control panel with devices required?

A11.4 Lighting controls will be limited to individual rooms. An entire building lighting control system is not required.

Q12. If Building 927 requires a 65% design submission for the proposal and questions being answered around June 28th, this does not allow for sufficient time to design based off of responses to the questions. We would request a time extension on the bid date to allow for design activities to the level of 65% complete. Please advise.

Q13. Will other task orders under this contract require design-build efforts to be completed to a 65% design and submitted with those task order proposals?

A13. For the sample/seed project, a 35% design package is acceptable. Once overall contract is awarded, 65% (and 100% for that matter) may be required for other projects.

Q13.1. If so, how may task orders does the Government anticipate fitting this description or requirement?

A13.1 The Government anticipates approximately three-quarters of the future task orders to require 35% design for selection purposes, with the winning offeror expected to fully develop the project. The Government anticipates the remainder to be either bidding on 100% designs which have been performed by others, or requiring 65% design for selection.

Q14. What is the architectural or envelope composition of the exterior walls and roof? Answers affect the accuracy of the HVAC load Analysis.

A14. See Attachment 14, Parts 1 and 2.

Q14.1. Is there heat generating equipment in the remainder of the building that affect the HVAC calculations of the Administration Area?

A14.1. See Attachment 25 “Zones and Loads”

Q14.2. The administration area is not specific enough. Since we have no familiarity with the building we need the room numbers listed of the rooms in the scope of work. Please use the Life Safety plan, LS 2.1 as the reference and provide all of the room numbers corresponding to the scope of work.

A14.2. See Attachment 16 “Bldg 927 Areas of Work”.

Q14.3. We do seek confirmation that the as-built drawings, as shown on sheet M2.2 is not a variable volume system with fan powered boxes. It is indeed an “alternate” system that was installed and has now reached its end of life. The photos show the (2) refrigerant-based heat pumps that need to be replaced per the statement of work. Please advise.

A14.3. The HVAC system which was actually installed in the area consists of two single zone constant volume systems, with hot water heating coils installed in the supply ducts at the mechanical room.

Q14.4. The statement of work contains a statement that each room is to have individual temperature control. This is somewhat achievable with the use of variable volume supply dampers. However, the range of thermal performance of these systems is limited. This type of system cannot perform simultaneous heating and cooling. Please confirm “controls using zone dampers to provide individual temperature control at each room” , which is from the statement of work, is referring to this type of system.

A14.4. Temperature control will be limited to modulating temperature when a system is either heating or cooling mode. Providing simultaneous heating and cooling in a single system is not required.

Q14.5. The statement of work declares that no specifications will be required. However, the demonstration project description requires that an “outline specification” is to be submitted. Please provide clarification.

A14.5. An outline specification is not required for the sample project.

Q15. Re: Mechanical Building 927

Q15.1. Is all Mechanical equipment being demoed?

A15.1: Only mechanical equipment serving the Admin area is subject to demolition, depending on the contractor’s design. Equipment serving the “Not In Contract” area shall not be demolished or modified.

Q15.2. Is the new mechanical system being controlled or monitored By DDC controls, if so what kind of controls do we need to tie into?

A15.2 New system controls shall be DDC, compatible with the existing MHAFB Johnson Controls centralized system. The existing JCI Metasys control system for the NIC “lab” area shall not be modified. Provide a separate, stand-alone DDC control system for the admin area to tie into the MHAFB Johnson Control system.

Q15.3. Can an as built drawing for the ducting in the administrative area Be provided?

A15.3: A drawing for the existing ductwork will be provided as Attachment 29, “Ductwork Drawing”

Q15.4. Can maxim occupancy of persons be provided for administrative area only?

A15.4 See Attachment 25 “Zones and Loads”

Q16. Re Building 927: Is the Calibration & Repair Area a controlled temperature environment?

A16: The Calibration and Repair Area and Receiving and Issue Room 102 is temperature and humidity controlled and is Not In Contract. Use or modification of the existing HVAC equipment serving this area will not be allowed.

Q17. Re Building 927: Will there be any testing, adjusting, and balancing requirements on this project? Likewise, are there any commissioning requirements needed for the seed project?

A17. TAB will be required for airflow and water flow, if present in the design. Commissioning will be limited to individual manufacturers’ requirements only. Whole building systems commissioning will not be required.

Q18. Statement of Work (SOW) for this seed project indicates to submit catalog cut sheets.

Q18.1. Should these be submitted with the proposal or is this after the seed project is awarded?

A18.1 Catalog cut sheets are required with the proposal, as part of the Design Analysis, as this will be a major factor in determining technical sufficiency.

Q18.2. If catalog cut sheets are required is it just for HVAC?

Q18.3 Provide cut sheets in the Design Analysis per the Schedule of Submittals, Fed Biz Ops Attachment 15.

Q18.3. If required can you indicate which submittals on the AF66 Form will be required (Attachment 15 provided for the seed project)?

A18.3 After project award, the submittals indicated on the AF Form 66 are required to be submitted for Government approval.

Q19. SOW indicates 35% design required (11. Design Level requirements: Design to 35%). Please confirm the level of design to be submitted with proposal.

A19: For the sample/seed project, a 35% design package is acceptable. Once overall contract is awarded, 65% (and 100% for that matter) may be required for other projects.

Q20. Re: Building 927

Q20.1. Are MDP-1 and MDP-2 both Panel P on sheet E3.2 of the drawings set?

A20.1 MDP-1 and MDP-2 are represented by Panel P and Panel A on the drawing set.

Q20.2. Do you have historical power utility load data for Bldg. 927? If so can we get a copy?

A20.2 Historical power data is not available.

Q20.3. Is power metering required for the building? What are the requirements?

A20.3 New power metering is not required.

Q20.4. Do we need dimming LED and controls in all the spaces?

A20.4: Dimming will not be required in the restrooms.

Q20.5. Is there an existing lighting control panel for the building that is in good condition that is acceptable to use for this space?

A20.5 There is an existing panel for lights that may be reused. It is located in Room 102, Receiving and Issue.

Q20.6. Is the intent to have DDC controls for the heat pumps?

A20.6: Yes. The existing JCI Metasys control system shall not be modified. Provide a separate, stand-alone control system to tie into the MHAFB Johnson Control system.

Q21. The link in the MACC Statement of Work - 6.1.3 MHAFB Installation Development and Design is no longer valid. A21. The MHAFB Installation Facility Standard at http://www.wbdg.org/ffc/af-afcec/installation-facilities-standards-ifs/mountain-home-afb-ifs is the correct replacement document.

Q22. Per Attachment 2 – MACC Statement of Work 6.1.16.4 Please provide the AutoCAD files of the cover sheet and title blocks for preparation of the Sample Project.

A22. Sample AutoCAD files for cover sheets and title blocks will be provided. See Attachments 28 and 27.

Q23. Please provide the AutoCAD files of Attachment 14 Parts 1 and 2.

A23. AutoCAD files are not available for Attachment 14 Parts 1 and 2.

Q24. Ref: Attachment 3_Sample Project Statement of Objectives_Bldg 927, Section L-3.2.3.1 Discussion: Sample Project clarifications

Q24.1. Will the bldg. be occupied during construction?

A24.1 The area labeled “NIC” will be occupied during construction, with the exception of the scheduled power outage during panel change-out. The remainder of the building will be unoccupied.

Q24.2. Will escorts be required and if so, do we have to include price for them in our proposal?

A24.2 Escorts will not be required.

Q24.3. Where is the best place for staging and laydown area, job trailer, etc?

A24.3 The gravel parking lot behind the building (Mechanical Room door side) will be available for storage and laydown.

Q24.4. Has the building been tested for asbestos ?

A24.4 The building has not been tested for asbestos. It is believed that the age of the affected area and the nature of the work gives a low probability of encountering asbestos; however, the Contractor shall still be responsible for the safety of his workers.

Q24.5. What is the construction period timeline?

A24.6 Total construction time (after project award) will be 210 days.

Q24.6. Are there autocad drawings, existingCAD base file (Titleblocks, etc.) available for the building interior?

A24.6 Sample AutoCAD sheets with base titleblocks. See Attachments 27 and 28. AutoCAD files of the as-built drawings are not available.

Q24.7. SOW item number 11 states: "Design Level Requirements: Design to 35%". However, Section L- 3.2.3.1, Sub-Factor 1 – Sample Project – 65%: requires the contractor to provide a 65% construction design. Please clarify whether the design should be 35% or 65%.

Q25. Re: Building 927

Q25.1. Adjacent to the 300 kVA service transformer there is electrical equipment and a circuit with exposed conductors. None of these items appear to be included in the SOW and will be left as-is. Please confirm this is correct or provide additional information needed to incorporate into the Work.

A25.1 The electrical equipment adjacent to the transformer is not part of the work.

Q25.2. Is there any available data for the building’s electrical usage or demand? The demand function on the electrical meter appeared to be inoperable.

A25.2 There is no historical data available.

Q26. Panels MDP-1 & MDP-2 referenced in the SOW are not listed on the as built drawing single line, please advise location of MDP-1 and MDP-2?

A26. MDP-1 and MDP-2 are represented by Panel P and Panel A on the as-built drawing

Q27. Re: BLDG 927: Ceiling types.

Question: Please provide Ceiling types for rooms,115A, 117, 101, 103, 104, 105, and the room north of RM 101 with no room number.

A27. Room 115A is Not In Contract. Room 104 has a solid ceiling, which shall remain. Rooms 117, 101, 103, and 105 have suspended 2x4 tile ceilings.

Q28. Re: Administration & Office Area.

Question: Is the Administration & Office Area to remain occupied during this contracts work? If so please provide a phasing sequence.

A28. The Admin and Office Area will be unoccupied. The lab area (Rooms 102, 110, and 111) will remain occupied, other than during the electrical shutdown, and access to the lab shall be provided while the admin area is under construction.

Q29. Re: Building 927

Q29.1. Are there any as-built (or design) drawings showing the ductwork for the two fan coils?

A29.1 See Attachment 29, Ductwork Drawing.

Q29.2. Will there be an opportunity to investigate the ductwork above the ceilings during the design process?

Q29.3 The successful offeror is encouraged to field verify the ductwork prior to ordering material. For bidding purposes, see Attachment 29, Ductwork Drawing

Q29.3. Are there any upgrades required on the existing JCI Metasys control system?

A29.3 The existing JCI Metasys control system shall not be modified. Provide a separate, stand-alone control system to tie into the MHAFB Johnson Control system.

Q29.4. Does the exciting JCI Metasys have enough capacity for the extra control that will be required for the zone damper and individual temperature sensors.

A29.4 The existing JCI Metasys control system shall not be modified. Provide a separate, stand-alone control system to tie into the MHAFB Johnson Control system.

Q29.5. Are there any existing air testing, adjusting and balancing reports?

A29.5 No.

Q29.6. Do we need to replace the diffusers and grilles with the new ceiling and lights?

A29.6 It is expected that revised airflows will require new diffusers and grilles.

Q29.7. Concerning the duct zone valves and new temperature controls, will one unit in place of two be acceptable?

A29.6: Replacing the two existing airhandlers with a single airhandler would an acceptable design approach.

Q29.8. Can the new heat pump unit be roof mounted?

A29.8 No. MHAFB discourages roof mounted equipment, especially on sloped standing seam roofs.

Q29.9. There is a discrepancy concerning the 35% and 65% design. Which is correct.

A29.9: For the sample/seed project, a 35% design package is acceptable. Once overall contract is awarded, 65% (and 100% for that matter) may be required for other projects.

Q29.10. Are there any fire rated walls?

A29.10 Yes, Room 104 (Janitior closet) and Room 112 (Mechanical Equipment Room) have fire rated walls in the contract area.

Q29.11. Is the hallway a rated exit corridor?

A29.11: The hallway is not a rated exit corridor.

Q29.12. Will cleaning of the existing ductwork a requirement?

A29.12 No.

Q29.13. Is the ceiling plenum being used as a return air plenum or is it a ducted return?

A29.13 The ceiling is being used as a plenum.

Q29.14. Is there a preferred temperature control contractor that is familiar with the base controls?

A29.14 Johnson Controls provided the initial proprietary system which was installed base-wide. Due to technology changes, Johnson Controls is not a sole source for temperature controls.

Q29.15. Are the existing AutoCAD floor plans, sections and elevations or do we need to generate them from the PDFs?

Q29.15 AutoCAD drawings are not available for Building 927

Q29.16. What are the existing codes that apply to work on the Base?

A29.16 See Attachment 2, MACC Statement of Work, Section 6, Mandatory Criteria and Standards, Paragraph 6.1.2

Q30. The SOW for the seed project stipulates that we “Replace the two existing heat pump systems which service the administrative area of Building 927 with correctly sized units. Modify existing duct systems and controls using zone dampers to provide individual temperature control at each room.” The SOW also requires detailed load analysis and justification of the selected system(s). Please define a “basis of design” heat/equipment load and number of occupants to be accommodated in each room/zone. This information is essential to provide the requested analysis and calculations in support of equipment selection. Based on the language of the “Statement of Objectives”, it is our understanding that the existing units are incorrectly sized at 3.5 tons each, and this data is required in order to determine the correct size for new systems.

Q31. Are we required to upgrade the existing HVAC air intake and controls to include Anti-Terrorism/Force Protection features, including elevated air intakes, burglar bars, and emergency shut down switch?

A31. Yes. The HVAC requirements of UFC 4-010-01, Standard 16 and Standard 18, will apply.

Q32. Is there a Mountain Home AFB Design Standard which is to be applied to design of the seed project? If so, please provide the current version.

Q33. For the Mountain Home AFB Installation Facilities Standards (IFS), is 5 September 2018 the current document to use?

A33. Yes.

Q34. The Mountain Home Airforce Based Installation Facilities Standard indicates that the base building codes are the International Building Code and the Existing International Building Code as modified by the UFC 1-200-01 code.

Q34.1. For energy efficiency, section 2-13 references the High Performance and Sustainable Building Requirements (UFC 1-200-02). Will this renovation be required to meet the requirements of this code considering that the scope of the project is less than 5000 sqft.?

A34.1 High Performance and Sustainable Building Requirements will not be used for this project.

Q34.2. If not, will ASHRAE 90.1 – 2013 be the equipment efficiency standard?

A34.2: Yes.

Q35. The SOW requests that the existing duct systems and controls are to be modified using zone dampers to provide individual temperature control at each room.

Q35.1. It has been shown in other airforce facilities that standard heat pump systems do not work well under these variable zoning operating conditions. Will the government consider hot water reheat coils to be used, or are non-conventional variable speed heat pump compressors anticipated to be used?

A35.1: The Government encourages alternative designs to be submitted. Hot water reheat coils would be an acceptable design alternative.

Q35.2. It appears that there are approximately 10 rooms associated with these heat pump systems. We assume that 4 or 5 of these rooms will require individual zoning. Please confirm.

A35. See Attachment 29 “Zones and Loads”

Q36. We assume that the Clean Room and Lab Spaces will not be classified as cleanrooms or labs as per ISO standards. Please confirm.

A36. The lab area (Rooms 102, 110, and 111) is Not In Contract. The Clean Room (Room 116) has been converted into a snack bar.

Q37. On site assessment has shown that some of the equipment may be newer than the asbuilt drawings provided. Please provide these drawings if possible.

A37. No other as-built drawings are available.

Q38. Sheet M301 is referenced in the asbuilt mechanical drawings of Appendix 14. This drawing or information concerning the existing duct routings for this area are germane to understanding the level of ductwork modifications required. Please provide.

Q39. The SOW indicates that Load calculations will be required. The following information is required for appropriate evaluation:

Q39.1. Envelope information for HVAC load assessment (wall, window, roof etc.)?

Q39.2. We assume that occupancy indicated in Attachment 14 will remain unchanged. Otherwise, please provide new occupancy.

Q39.3. Interior equipment and associated heat gains for each room (i.e. coffee makers, servers, computers, air compressors etc.).

Q39.4. It appears that the chilled water and hot water systems are independent from the heat pump systems. Please confirm. If not, please provide information on the high temp and low temp supply and return water temperatures.

A39.4: There is no 400 degree high temperature hot water at the building. The existing HVAC boilers provide 180 F water (“high” temperature) and 150 F (“low” temperature) supply water. Use of lab area chilled water HVAC equipment (chillers, pumps, etc.) will not be allowed due to Admin HVAC functions interfering with lab HVAC functions.

Q40. Ref: 2.2.1.1. Measure of Merit, 3.b.

Discussion: 3.b. requests the offeror to [d]emonstrat[e] executable performance of time for both the design and construction phases by use of AF Form 3064 Progress Schedule. Additionally, 3.b. states that AF Form 3064 properly assigns percentage of work performed in all divisions required in the execution of the project and accounts for long lead items, design time, Government submittal review time, etc. In reviewing AF Form 3064, it appears to track only percent complete of a division percentage total cost, not duration of time such as a traditional CPM schedule. Demonstrating detailed executable performance of time such as long lead items, design time, etc. on this format (AF Form 3064) will not accurately identify total duration of time required for each activity as requested.

Question: Please clarify.

A40: See Attachment 26 “Contract Progress Schedule, Sample”, for an example of how to split elements of work over extended time periods.

Contracting

Q1. Many of our customers are federal agencies that utilize the CPARS System and are not authorized to complete additional PPQ's and/or our commercial clients have already completed PPQ's for other proposals and have difficulty completing PPQs in a repetitious manner. Can you please allow the use of official CPAR evaluations or previously completed PPQ's for the past performance documentation in lieu of new PPQ forms?”

A1. Previously completed PPQ’s for the past performance documentation WILL NOT be permitted. PPQ provided is specific to this solicitation. PPQs from prior solicitations will not include the same information and prevent an equal evaluation.

The Government is requesting that PPQs be submitted early to allow the Government to organize the past performance information received in preparation for the Past Performance evaluation conducted after the solicitation closing. As stated in section L Failure to receive PPQs by the earlier date will not result in offeror disqualification. Any PPQs that are received prior to past performance evaluation and are considered Recent and Relevant will be included in the past performance evaluation.

The Government will pull CPAR reports for all contractor whose past performance is evaluated. PPQs can be used for projects not already covered by CPAR reports so if there is already a completed CPAR report, a separate PPQ is not necessary.

Q2. Ref: Section L, 1.1 General “If a joint venture, Mentor-Protégé, or teaming arrangement exists for this acquisition, the offeror shall provide a copy of the agreement that is signed and dated by all joint venture members as part of the proposal submission.”

Discussion: The requirement begins by including teaming arrangement, but does not include teaming agreements other than joint ventures, to provide copy of the agreement.

Q2.1. Please clarify that the Offeror shall provide a copy any Teaming Agreement existing for this acquisition, even when the form of agreement is not a Joint Venture.

A2.1 All arrangement types must provide signed agreements.

Q2.2. Is a separate Attachment 12 Determination of Responsibility required for each Teaming Partner (not a Joint Venture), or just the Prime?

Q9. On your Past Performance Requirement. I see that 5 projects will be evaluated. Is there a minimum amount of projects required for evaluation?

A9. No. See Section L, 3.3.3.

Q10. As far as the project management team is concerned with the General Contractor and the Design Team. Are we allowed to have an architect and engineer that is also teamed up with another offeror?

A10. See Section M, 2.2.2 and Section M, 2.2.2.1.

Q11. Some clients will not complete any additional past performance questionnaires if a CPAR already exists or they have previously completed a PPQ. Would the Government allow Offerors to submit an existing CPAR or PPQ in lieu of the Past/Present Performance Questionnaire included in the RFP?

A11. Please see answer “A1”.

Q12. Under the Program Management Plan requirements its stated to provide a description of key personnel as well as a resume for the Project Manager. Is the Government only requiring a resume for the Project Manager?

A12. Per MACC SOW Attachment 2, resume is for Program Manager.

Q13. REF: Section L, 3.3.5 Discussion: Section L, Part 3.3.5 outlines the requirements for the Past Performance Evaluation Questionnaires that need to be submitted for this contract. These requirements indicate that the evaluators are to send questionnaires directly to the Government. Previous experience and efforts to obtain PPQs has shown that this can take several attempts to reach an evaluator and an extended time (several weeks) in submitting the actual PPQ. This same exercise consumes significant time on the part of the evaluator to complete the form(s).

Q13.1. If a contractor has a previously completed PPQ from an evaluator, can that questionnaire be submitted by the contractor to the Government?

A13.1. Please see answer “A1”.

Q13.2. Will the government consider using the NAVFAC/USACE Past Performance Questionnaire (Form PPQ-0) and/or the CPARS form in lieu of the form required for this contract?

Q13.3. Can a Government POC submit a previously completed PPQ using the PPQ-0 form?

Q14. Is a resume only required for Project Manager?

Q15. In regards to past performance and PPQ’s. Is it the intention of the Government to receive individual projects/task orders for the PPQ’s or if we are currently involved with MACC’s/IDIQ’s type contracts are we able to use the overall MACC contract for evaluation instead of individual projects?

Discussion: Section L-3.2.3.5 instruction requests the offeror's financial institution send the completed Attachment 11, Financial Information Request and Release form directly to the Contracting Office. Attachment 11 instructions, item #2 states: Please complete the attached questionnaire and return with your proposal.

Question: Please clarify whether attachment 11 is to be sent from the bank, separate from the proposal submission.

A17. Attachment 11 must be included with the submittal proposal.

Q18. Ref: Attatchment 9, Past Performance Information Sheet Discussion: Attachment 9, Past Performance Information Sheet is three (3) pages and there is a three (3) page limitation for each example that will be provided [and] missing instructions for an "Organizational Structure Change History" Section.

Discussion: We have a Key Subcontractor Teaming Agreement in place with an Architectural/Engineering Firm who will be performing as the Designer of Record as a subcontractor to the Prime throughout the MACC. Per paragraph 3.3.1 under Section L – Instructions to Offerors, “Joint venture partners, Mentor-Protégé, and Teaming/Partnering Arrangement’s past performance shall be part of the aggregate performance evaluation, however, past performance on critical subcontractor(s) shall not be considered even though they may perform major or critical aspects of this requirement.”

Q21.1. Please confirm that Past Performance Packages for design firms acting as subcontractors via formal Teaming Agreement ARE NOT required to submit Past Performance Packages under this Section.

Discussion: Section L – Instructions to Offerors states that AF Form 3052 Construction Cost Estimate Breakdown is required in Section I, TAB C, and also under Section II, Subfactor 1 (see 3.2.3.1 para c.) to also include here narrative descriptions with the breakdowns for Direct Labor, Direct Material, and Other Direct Costs that explain the estimating methodologies/tools and assumptions used to arrive at the figures. Cost estimates are typically not included in Technical Proposals in federal solicitations.

Question: Please confirm that AF Form 3052 Construction Cost Estimate Breakdown is required in both Section 1 Executed Contract Documentation & Price Proposal AND in Section II Technical Proposal.

Given that the questions are due by this Sunday (June 23rd, 2019) which only allows three business days post site visit to submit questions, would the Government consider extending the due date for questions to Friday, June 28th? Extending questions to Friday, June 28th would allow additional time to review all information from the site visit and presentation to ensure we are adequately addressing all portions of the RFP.

However, 23. Quality Control (Attachment 2 – MACC SOW) states, “The Contractor shall designate on-staff personnel as project superintendents to document and resolve all quality control problems and accomplish daily quality control inspections”.

Question: Please clarify as there are conflicting QC requirements between the sample project and the Section L 2.2.3 QCP narrative requirements. How is the offeror to staff each TO and how is this to be reflected in the narrative?

Q29. I requested that our bank representative […] complete Attachment 11 Financial Information […] they are sending directly to the requestor. Is that acceptable or do you want this form completed and included in our proposal?

A29. Attachment 11 must be included with the submitted proposal.

Q30. Discussion: The RFP requires Offerors to request clients on projects submitted under Section III to complete a new Past Performance Questionnaire and return them directly to the Contracting Office for this pursuit. Government clients are often very reluctant to complete new Past Performance Questionnaires (PPQ) for projects that either have a government-provided final CPARS or CCASS evaluation, or for projects that already had PPQs completed on prior requests that were returned to the Offeror.
