Purpose and Scope
• This is a requirement for a Multiple Award Construction Contract (MACC)
• Provide a vehicle for executing a broad range of maintenance, repair and new construction of buildings, facilities, or base infrastructure, performed under a design/build or bid/build process.
• Work will be performed at MHAFB, off-base Small Arms Ranges, Grasmere Range Complex, Saylor Creek Range Complex, Juniper Butte Range Complex, associated Emitter Sites, Rattle Snake Radar Site, and other MHAFB off-base facilities, as well as Gowen Field, Boise, ID.
• The work is required in support of the Base Civil Engineer Squadron (CES) activities
• The individual requirements will vary in size and complexity at the TO level
• Shortened response time may be required
Estimated Dollar Threshold
The total estimated dollar threshold of this acquisition is $90M for a five (5) year ordering period. This contract will have the following minimum/maximum parameters based on new contract vehicles and historical data from prior mission requirements.
• Maximum contract value: $90,000,000.00
• Minimum contract value: $2,000.00
• Minimum task order amount: $2,000.00
• Maximum task order amount: $15,000,000.00
Offeror Capabilities The successful offeror must posses the following capabilities:
• Sufficient resources to provide a broad range of maintenance, repair, construction and design;
• Ability to manage a design/construction multi-discipline, multi-task program;
• Ability to provide adequate construction staff, technical support staff, and key management;
• Ability to provide 10%, 35%, 65%, 95% and 100% design with stamps on certain elements of construction;
• Adequate bonding capacity for single and multiple task order workload
Delivery or Performance Period Requirements
• The Ordering Period for this contract is one (1) - five (5) year ordering period;
• Each TO awarded under the MACC defines the individual requirement POP.
• The POP for each task order is driven by the nature and complexity of the project, construction season, and lead time for particular construction materials and statutory limitations for new construction
Section L- Instructions, Conditions, and Notices to Offerors
• Offerors must follow the instructions contained in Section L.
• Noncompliance may result in ineligibility.
• Proposals must be received by at the address specified in Section L no later than 1:00 PM MST on 12 July 2019.
• Offers received after the exact time set for receipt of offers will be considered late and therefore ineligible for award.
• Communications: Exchanges of source selection information after submission of proposals will be controlled by the Contracting Officer. Email may be used to transmit such information.
• Proposals shall be submitted to the Government in three separate sections as set forth below:

• Proposal information: Sections I, II, and III shall be submitted electronically on CD-Rs or DVDRs.
• Proposals shall be in the English language and all monies shall be proposed in United States dollars.
• Each page containing proprietary information should be so marked.
• Proposal Submission: Submission of the initial proposal packages via electronic mail will not be accepted.
• Please be aware of base pass procedures and possible gate delays.
• Please follow the specific instructions as provided in Section I, II, III.

Section M- Evaluation Process
• Step 1: The Government organizes all proposals in order of price proposed for the sample project from lowest to highest.
• Step 2: Review proposals to ensure compliance with Section L, Instruction to Offerors.
• Step 3: Determine whether clarification is required.
• Step 4: Beginning with the lowest priced proposal and continuing in order of price, the Government evaluates proposals for both Technical Acceptability and Past Performance. NOTE: This evaluation process continues until eight (8) proposals have been found Acceptable for Technical and Past Performance.

• Step 6: The eight (8) proposals found to have an Acceptable rating for Technical and Past Performance have their Price proposal evaluated, using one or more of the techniques defined in FAR 15.404-1, in order to determine if they are reasonable and realistic. NOTE: For a price to be determined reasonable and realistic, the offeror’s sample project total evaluated price (TEP) will not deviate more than 20% (+/-) from the average price of all proposals found Acceptable for Technical and Past Performance.
• Step 7: Of the eight (8) proposals that are determined to be Technically and Past Performance Acceptable, and Price Reasonable and Realistic, the five (5) proposals with the lowest price are chosen for contract award. NOTE: The remaining three (3) of the eight (8) evaluated will be reserved for on-ramping.
Number of Contracts to be Awarded
• The Government intends to award to a target of five (5) contracts.
NOTE: The Government reserves the right to award more than or fewer than the target number of five (5) contracts as a result of this solicitation.
• The Government reserves the right to award the sample project to the awarded firm providing the lowest price for the sample project, subject to the availability of funds.
• The Government requires a minimum acceptance period of 120 calendar days available to the Government for awarding the sample project. NOTE: At the time of award, the Government will issue a task order for the minimum guarantee amount to all of the contractors awarded a contract under the MACC.
On/Off Ramp Procedures
• Purpose: To ensure an adequate number of contractors are available to achieve effective competition;
• All Contract holders are expected to participate;
• Contractors unable to participate shall provide written notice to the Contracting Officer;
• Anniversary of contract award: Government will evaluate each contractor’s participation rate.
On/Off Ramp Procedures
• Failure to participate or marginal/unsatisfactory participation may result in off-ramping;
• Government reserves the right to on-ramp contractor(s) to maintain a pool of up to five contractors;
• Three previously evaluated contractors to submit proposals on the next task order. The lowest-priced technically acceptable of the three previously evaluated contractors is on-ramped.
Sample Project
Performance criteria: Design and install repairs to the existing electrical service, HVAC, and lighting for the administrative portion of Building 927 (PMEL). Project shall include providing a Design Analysis and providing and installing material as a construction project.
Interior photographs will be allowed of existing conditions at Bldg 927 for use in design of work.
Sample Project
Please meet at the bus outside.
Individuals will be taken in groups due to the size of the site.

Important TIPS
