Statement of Work (SOW) for: Repair Electrical and HVAC, Building 927, QYZH 16-0012
1. Performance criteria: Design and install repairs to the existing electrical service, HVAC, and lighting for the Administrative portion of Building 927 (PMEL). Project shall include providing a Design Analysis and providing and installing material as a construction project.
2. Construction requirements:
a. Replace the two main electrical panel boards (MDP-1 and MDP-2) which service the building. The panel boards and their associated circuit breakers are antiquated and have reached the end of their service life.
Replace with newer type switchgear, based on existing loads.
b. Replace the existing 4-wire conductors, between the existing pad-mounted transformer and the existing panel boards, as needed to accommodate the new switchgear.
c. Replace the two existing heat pump systems which service the administrative area of Building 927 with correctly sized units. Modify existing duct systems and controls using zone dampers to provide individual temperature control at each room. Current systems are nominal 3 ½ ton units.
d. Replace existing ceiling grid light fixtures with dimmable LED fixtures and controls.
e. Replace existing ceiling grid and acoustic tile systems in the affected areas with a 2x4 grid. Tiles to be Armstrong “Optima Tegular Second Look 2x4” or approved equal.
3. Design Analysis requirements:
a. Architectural:
1. Provide reflected ceiling plan of existing ceiling.
b. Electrical:
1. Provide analysis of existing panel configuration, and rationale for proposed replacement configuration.
2. Provide sizing calculations for new conductors between existing pad-mounted transformer and new panels.
3. Provide lighting calculations for new LED lighting system.
c. HVAC:
1. Provide a detailed heating and cooling load analysis of current occupancies. Calculations shall be performed using Trane “Trace”, Carrier “Block” or equivalent software. Manual calculations or “Square-footage” calculations shall not be allowed. Determine airflow rates required for each zone. It is expected the existing duct system can be substantially reused.
2. Provide selection calculations for new heat pump systems.
3. Provide “single-line” duct layout for revised ducting system.
d. Catalog Cut-sheets
1. Provide catalog data as per the Schedule of Material Submittals (Attachment 1)
4. Additional Technical requirements:
a. HVAC Heating and Cooling: Design for indoor winter temperature of 70 degrees (with setback of 55 degrees) and summer temperature of 73 degrees (with setback of 80 degrees).

b. Fire Protection: Retain and protect for reinstallation all fire alarms, detectors, and similar equipment.
The fire alarm system shall remain operational throughout the construction period.
c. Government personnel access: Provide continuous access to the areas which are not in contract throughout the construction period, with the exception of the period of the building electrical power outage.
5. Specific specification requirements: No Specifications will be required to be submitted.
6. Specific construction drawings requirements:
a. Provide construction design drawings in PDF format, with three hardcopy in 11” x 17” size.
b. Provide “As-built” drawings in both AutoCAD 2014 format and PDF format 14 days prior to construction completion.
7. Perspective drawing requirements: None
8. Topographic and/or Cadastral Surveys requirements: None
9. Geographic Information System (GIS) requirements: None
10. Construction phasing requirements:
a. Demolition of existing HVAC and electrical components shall not start until replacement material has been delivered to the job site.
b. Electrical outage to the areas not in contract shall be limited to 14 calendar days.
11. Design Level requirements: Design to 35%
12. Submittal requirements: See the attached Schedule of Material Submittals (Attachment 1).
13. Sketches, Design Drawings, Specifications and Design Analysis: See attached Sketch (Attachment 2) for the areas of work.
14. Existing As-builts: Available “As-builts” for the area of work are attached. Note that the provided HVAC drawings do not reflect the current configuration of the system.
15. Known Hazardous Materials: Asbestos Containing Materials (ACM), lead based paint (LBP), mold, and mercury, or other hazardous material are not expected to be in the way of construction.
16. Work location: The work is not in an airfield, controlled area, and/or restricted area.
17. Workhours requirements: Work shall be performed during normal duty hours: 0700-1630, Monday through Friday. Requests for weekend work, or work outside the normal duty hours, shall be coordinated in advance with the Contracting Officer.
18. Government Furnished Materials (GFM) or Government Furnished Equipment (GFE): None
19. Government equipment or materials on the project site that require special protection:
a. Existing 400 Hz Frequency Converter, currently placed on a pallet in front of the two existing air handlers, shall be disconnected by the Contractor and temporarily stored in the adjacent mechanical area, then reconnected after HVAC work is completed.
20. Maximum TO Period of Performance: 210 days. Electrical outage to the building to be limited to two weeks.
21. Time and date required for proposal submission: 30 days after issuance.
