C4I Performance Indicators
Equipment/System Reliability Rate (Er)

Available Time (AT): 24 hours a day, 7 days a week, unless otherwise specified by the government.
Down/Red Time (DT): System is non-mission capable to include all delays.
Excusable Equipment Time (EET): Government approved system down time includes:
Preventive Maintenance: Used to record that time the C-E equipment or channel is not active in its assigned mission due to performance of scheduled preventive inspection(s). When a deficiency is discovered as a result of the Preventive Maintenance Inspections (PMI) and prevents the completion of the PMI, the PMI work order shall be closed and a new work order shall be opened to document corrective actions. The PMI shall be reopened or rescheduled after the deficiency has been corrected (See Note).
Training: Used when the equipment or channel cannot perform its assigned mission due to government approved training (See Note).
Note: When the sum of total system downtime per calendar quarter for preventive maintenance and training reaches 24 hours, any additional time for training or preventive maintenance shall be chargeable unless approved in advance by the government.
Government Authorized: Used only when directed or authorized by the government to shut down equipment or delay work due to personnel safety, interference with other equipment, parts delay, or higher headquarters requirements. A comment explaining the cause of the shutdown (e.g., personnel safety hazard, document, and directive) is required.
Awaiting Parts: Delay for each work order shall be limited to 72 hours, unless approved by the government.
Commercial Power Failures: Used to record the time the equipment or channel is not capable of performing its assigned mission due to lack of commercial or unstable commercial prime power source.
Modification or Relocation: Used when an active equipment item is removed from its assigned mission to comply with Government-approved modification or relocation.
Depot Maintenance: Used to record those periods that the equipment is not operational due to scheduled depot. To include but not limited to jobs accomplished by Engineering and Installation (E&I), Central Repair Authority (CRA), or Mobile Depot Maintenance (MDM) teams.
Jamming, Intentional or Non-intentional: Used when a communications facility is experiencing interfering electrical signals which prevents the equipment from performing its assigned mission. CAUTION: Do not enter classified information as comments.
Damage or Deterioration: Used to record those periods that the equipment is not performing its assigned mission due to uncontrollable equipment damage, which is not the result of equipment malfunction and is beyond the contractor maintenance activity’s control (e.g., natural disasters, vandalism, or riot).
Documented Software Error: Used to record those periods of time that the equipment is not performing its assigned mission due to the occurrence of a documented software problem.
Atmospheric Disturbance or Weather: Used when equipment cannot perform its assigned mission due to severe weather or atmospheric conditions, such as anomalous propagation, high wind, hurricanes.
Equipment Restoral Priority: AFSOUTH A6 with coordination from the 429 EOS/CC will provide the outage restoral priorities for all C4I systems.

I-2 Equipment/System Status
Equipment Status Codes: Use the following to describe operational status for the following systems:
System: Intrusion Detection System (IDS), to include subsystems for Access Control and CCTV for Curacao FOL
Green: System is fully operational and mission capable
Amber: System is degraded and some subsystems are not operational. Refer to table 1-1 for amber status of IDS subsystems..
Red: System is non-mission ready when services or subsystems for IDS, access control and CCTV are down. CCTV is non-mission when force protection cannot see the flight line or the perimeter area of the FOL or Fire Department. Access control is non-mission ready when users cannot access resources need to perform their jobs. IDS is non-mission capably when Force Protection cannot secure the FOL area when sensors are down and system will not alert so Force protection personal can responded to secure the FOL. Secure areas are non-mission ready when user cannot alarm or de-alarm secure area and when alarmed the sensors and BMS work to detect intrusion. Refer to table 1-1 for red status of IDS.
System: CCTV for Aruba FOL
During warm status (warm status is when no personal are at Aruba) the contractor will check on the CCTV at Aruba on a daily basis. If any issues are found the contractor will open a job and then place that job in hold status till a DoD person travels to Aruba to get the system repaired.
During operational status the contractor is not required to check on the CCTV system.
System: NIPRNET Curacao
Green: All systems are fully operational and mission capable.
Amber: System is degraded and some subsystems are not operational. Refer to table 1-2 for amber status of NIPRENT subsystems. If more than 30% of authorized computers/laptops are down the system is amber. If more than 30% of the authorized printers are down the system is amber.
Red: System is non-mission ready when services or subsystems of NIPRNET are down; refer to table 1-2 for red status. If more than 70% of authorized computers/laptops are down the system is red. If more than 70% of the authorized printers are down the system is red.
System: NIPRNET Aruba
During warm status (warm status is when no personal are at Aruba) the NIPRNET router, switch and all computers will stay powered on. They will be monitored from Curacao to check status on a daily bases. Laptops and printers will be powered off during warm status. Computer systems will be monitored from Curacao and all systems will be IA compliant. If a systems fails or cannot be compliant contractor will open a job and place that job on hold till a DoD C4I technician arrives to bring the system back on line.
During operational status there will be a DoD C4I technician on site to work any issues for Aruba. Contractor is still responsible for computer systems to be IA compliant and work with the DoD technician for C4I outages. The DoD technician is responsible for all systems to bring back on line. Contractor is only responsible for making sure the computers are updated for IA compliant and the Aruba NIPRNET router and switch are IA compliant.
System: SIPRNET Curacao
Green: All systems are fully operational and mission capable.
Amber: System is degraded and some subsystems are not operational. Refer to table 1-3 for amber status of SIPRNET subsystems. If more than 30% of authorized computers/laptops are down the system is amber. If more than 30% of the authorized printers are down the system is amber.
Red: System is non-mission ready when services or subsystems of SIPRNET are down; refer to table 1-3 for red status. If more than 70% of authorized computers are down the system is red. If more than 90% of the authorized printers are down the system is red.
System: SIPRNET Aruba
During operational status the contractor is required to work with the DoD C4I technician for any SIPRNET connectivity issues and computer issues.
During warm status (warm status is when no personal are at Aruba) the contractor is not required to support Aruba.
System: JWICS Curacao
Green: All systems are fully operational and mission capable.
Amber: System is degraded and some subsystems are not operational. Refer to table 1-4 for amber status of JWICS subsystems. If 2 of the authorized computers are down the system is amber. If more than 1 of the authorized printers are down the system is amber.
Red: System is non-mission ready when services or subsystems of JWICS are down; refer to table 1-4 for red status. If more than 3 of authorized computers are down the system is red. If all of the authorized printers are down the system is red.
System: Phone switch (VOIP)
Green: All systems are fully operational and mission capable.
Amber: System is degraded and some subsystems are not operational. Refer to table 1-7.
Red: Red status, refer to table 1-7.
System: VOIP Aruba
During operational status the contractor will support with troubleshooting and bring all VOIP phones on line.
During warm status (warm status is when no personal are at Aruba) the contractor will monitor the VOIP phones and if any drop off line contractor will open a job and then put job on hold till a DoD person travels to Aruba to bring the VOIP’s back on line. .
System: TACSAT, Radios (HF/UHF/VHF), LMRs
Green: All systems are fully operational and mission capable.
Amber: Refer to table 1-5 for RELM radio systems, refer to table 1-11 for TACSAT radio systems and refer to table 1-13 for Zenitel systems.
Red: Refer to table 1-5 for RELM radio systems, refer to table 1-11 for TACSAT radio systems and refer to table 1-13 for Zenitel systems.
System: TACAN
Green: System is fully operational and mission capable.
Amber: System has limited or degraded mission capability. Refer to table 1-5 for systems.
Red: System is non-mission capable. Refer to table 1-5 for systems.
System: INMARSAT, IRIDIUM, VTC & Giant Voice
Green: System is fully operational and mission capable.
Red: System is non-mission capable. Refer to table 1-6 for INMARSAT & IRIDIUM systems, refer to table 1-8 for Giant Voice systems, refer to table 1-12 for VTC systems.
System: TADIL
Green: System is fully operational and mission capable.
Amber: Any RF, interface, modem, voice, or antenna system that limits or renders the TADIL partially mission capable. Refer to table 1-10 for TADIL systems.
Red: Any RF, interface, modem, voice, or antenna system or condition that renders the TADIL non mission capable. Services to key users/facilities, as identified by FOL CC, are disabled or non-operational and deemed mission critical. Refer to table 1-10 for TADIL systems
