STATEMENT OF WORK (SOW)

REPAIR BUILDING 2379 STORM DAMAGE

Project Number: CZQZ16-0015

Cannon AFB, New Mexico

04 May 2016

1. BACKGROUND: Building 2379 is located in the southwest region of Cannon Air Force Base (CAFB), New

Mexico. The steel frame building is approximately 6 years old and serves as the Remote Piloted Aircraft/

Launch and Recovery Element (RPA/LRE) Facility. Currently, the metal envelop of the building is unable to adequately prevent water infiltration. Moreover, the north end of the building (labeled Maintenance Bay Room

101 in the construction drawings) is insufficient in its ability to adequately maintain the existing fire suppression above 40 degrees Fahrenheit, per NFPA 13 §8.16.1.1, leaving the system susceptible to freezing during the winter months. Lastly, all exterior light poles are currently non-functional.

This became physically apparent during the 26th-27th December 2015 snow storm. During the storm, with wind gusts in excess of 80 mph, moisture was able to penetrate light poles glass lens, damaging luminaires of all four light poles, just north of building 2379, and a significate amount of snow accumulation was observed on the roof and north end of the building. As temperature drop below 20 degree Fahrenheit, in the Maintenance Bay, the sprinkler head on the northeast corner of the room froze, ultimate, causing a breakage in the system with water spraying the entire room for a duration of approximately 30-60 minutes. The sprinkler has since been fixed. However, the system still remains exposed to future freezing. To exacerbate the building interior water damage, as temperature increase a couple days following the storm, the snow began to melt. All throughout the building several areas within the existing ceiling grid showed evidence of water damage, with the worst area occurring in the office spaces in Room 104 and 105, where this existing carpet was completely drenched. After a thoroughly inspecting the roof, it was determined source of the water infiltration was inadequate seals on the metal roof panel/ flashing connection. Additionally, a significant amount of water began seeping through the exterior wall panel/concrete base interface, causing water to pool along the entire Maintenance Bay. In recent months, additional rain storm have exposed the severity of this water seepage, with 1-2 inches of standing water over the majority of building during constant heavy rain fall, exposing expensive electrical equipment wiring to water and jeopardizing the life-safety of personnel inside.

In order to bring the facility to bring the facility back to a per storm damage condition, it is necessary to replace all damage luminaries on exterior light poles and replace all interior water damage material. Additionally, to avoid a reoccurrence of this issue, it is necessary to achieve a weather-tight seal around the entire envelop of the building and add an HVAC system to Maintenance Bay. This project, in its entirely, will address the above stated building deficiencies.

2. OBJECTIVES: The objectives of this SOW consist of construction services necessary to complete the following:

2.1. Repair metal roof to achieve a weather-tight seal.

2.1.1. Remove existing ridge cap, approximately 74 LF, and replace with new ridge cap in order to provide complete weather-tight seal. New ridge cap shall be 22 gauge and shall be installed per manufacture’s recommendation.

2.1.2. Remove existing rake flashing on the north and south end of the structure, approximately 106 LF (53

LF each side), and replace with new rake flashing to provide a weather-tight seal. New rake flashing shall be 22 gauge and shall be installed per manufacture’s recommendations.

2.1.3. Replace existing gutter and downspout system on the east and west ends of the structure. The existing mechanically-fastened gutter system is approximately 74 LF with a cross section 3” by 5” on each side. The structure has six total downspouts approximately12 LF long and a 2” cross-section.

The current system need to be increase by 25% to properly divert water capacity during heavy rain fall and avoid overflow and water seepage through the metal roof/wall panel interface. Gutter/ downspout system shall be 22 gauge and shall be installed per manufacture’s recommendation.

2.1.3.1. The installation of drip edge flashing along the entire length of the gutter system will be necessary.

2.1.4. Remove and replace existing penetration flashing (total of 5 roof penetrations) to achieve a weather-tight seal. New penetration flashing shall be specifically for metal roof use.

2.1.5. Remove and replace what is remaining of the rigid foam sealant on the metal roof/wall panel interface (on the back side of the gutter system).

2.2. Repair metal structure base to prevent water infiltration during heavy rain fall.

2.2.1. Remove all obstruction around the building perimeter and pressure wash base to prep wall panel/flashing interface as well as flashing slab interface for sealant to achieve a water-tight barrier.

2.2.1.1. Apply the sealant, per project specifications, to the exterior and interior areas of the structure.

2.2.1.2. Sealant must be able to adhere to both metal and concrete, to achieve a water-tight seal

2.2.2. Remove and replace all exterior door threshold and weather-stripping on all exterior doors

2.2.3. The personnel metal door closes to the roll-up door on the eastern side of the structure will be removed and replace with new, insuring that new window matches existing door to the best extent possible.

2.2.3.1. Because colors vary from manufacturer to manufacturer, contractor shall provide color samples for Government to approve. Ideally, the new door color should match the existing adjacent personnel doors to the best extent possible

2.2.4. Remove and replace interior and exterior weather-stripping on two existing overhead roll-up doors

2.3. Repair weather damage within the structure (Refer to construction drawings for room names and numbers)

2.3.1. Remove and replace any water damaged ceiling tile. The ceiling tile area encompasses approximately

1700SF. Existing ceiling tiles are 2’x2’. Contractor shall account for the replacement of 10% of the ceiling tile system to be replace. Any on the tiles not utilized shall be turned other to the government at the completion of the project.

2.3.2. Remove existing carpet in office rooms labeled 104 and 105.

2.3.2.1. Install new Vinyl Composition Tile (VCT) in both rooms, insuring that new flooring matches surrounding flooring to the best extent possible. Remove and replace base boards for both rooms.

2.3.2.1.1. Because colors vary from manufacturer to manufacturer, contractor shall provide color samples for Government to approve. Ideally, the new VCT tile color should match the surrounding flooring to the best extent possible.

2.3.3. Remove and replace all vinyl insulation in the Maintenance Bay (Room 101). New replacement shall have an R-Value of 30. The roof square footage is approximately 1350SF and the total wall square is approximately 1700SF.

2.3.3.1. Install support steel bands to properly the insulation to the ceiling and walls.

2.4. Insulate and ventilate Storage Room (Room 107)

2.4.1.1. Provide a new 2’x2’ ceiling grid system, ceiling tiles, insulation to the approximately 90SF room.

2.4.1.2. Extending existing ducting to a new ceiling grid mounted diffuser.

2.4.1.3. Remove and Reinstall existing light fixture

2.4.1.4. Remove existing personnel door and replace with new wooden door with louver. Room currently does not have a return vent, therefore a louver will be necessary

2.5. Remove and replace existing arm bracket and install new luminaries on all light poles just north of building 2379.

2.5.1. Lights are high pressure sodium, 1PH, 208V 250W.

2.5.2. Test conductors and photocell, to ensure system are in good working conditions.

2.6. Install HVAC system in Maintenance Bay (Room 101) to include ductwork, diffuser, return vents, louvers, thermostat, refrigerant piping, controls, power supply, and concrete pad, as specified in the construction drawings.

2.7. Provide power supply to two installed 250 V, 30-amp outlet at room 101

2.7.1. L6-30 receptacles are already in place on the north wall of the Maintenance Bay.

2.7.2. Contractor shall account for all new electrical conductors, conduits, safety switches, buck-boost transformer and circuit breakers required to connect the existing receptacles to the existing electrical panel, and shall install per the construction drawings guidance.

3. PROJECT LOCATION: Cannon AFB is located in Curry County, approximately six miles west of Clovis, NM. BUILDING 2379 is located on South Aderholt Loop.

4. PERIOD OF PERFORMANCE: This Period of Performance for construction shall be eighty (80) working days or less. This time frame excludes Weekends and Federal Holidays.

5. MEETINGS: The contractor shall attend one project Pre-Construction meeting within five (5) working days of

Notice-to-Proceed and one post-survey briefing following the site visit. The contractor shall prepare and distribute meeting minutes from each meeting.

6. GOVERNMENT FURNISHED PROPERTY: Upon the Contractor’s request, if available, the Government will provide electronic and/or printed copies documents and correspondences pertinent to the Work. It is the contractor’s responsibility to verify/validate the current existing conditions. Any deviations from provided AS-

BUILTS shall be reported. In addition, the Government will provide assistance with base passes, identification badges, and registrations.

7. GREEN PROCUREMENT PROGRAM: In performance of this contract, DBE shall use Environmental

Protection Agency (EPA) designated recycled content products, Information Technology (IT) Energy Star products/appliances, Federal Energy Management Program (FEMP) Designated Energy Efficient Low Stand By

Power products/appliances, U.S. Department of Agriculture (USDA) Bio based/Bio preferred products, Environmentally preferable products, Electronic Product Environmental Assessment Tool (EPEAT) registered products, Water Sense or other water efficient products, non- or Low Ozone depleting substances under the

Significant New Alternatives Policy (SNAP), non or Low toxic or hazardous constituents (e.g. non-VOC paint) and any other environmentally sustainable product/method, to the greatest extent possible.

CONSTRUCTION REQUIREMENTS

8. BASE ACCESS AND SECURITY: The Contractor shall ensure that all employees comply with all security requirements imposed by Cannon Air Force Base (CAFB) when entering, occupying and departing the base. All contractor personnel shall be screened for security clearances as determined by CAFB.

9. PROTECTION OF GOVERNMENT PROPERTY: The Contractor shall use reasonable care to avoid damaging government-owned property including buildings, equipment and vegetation at CAFB. If the

Contractor causes damage to any government-owned property, the Contractor shall replace or repair the damage at no expense to the government. If the Contractor fails or refuses to make such repair or replacement, the cost may be deducted from the contract price.

10. REMOVAL OR DISPOSAL OF GOVERNMENT PROPERTY: Unauthorized removal or disposal of government property is a crime. Government property includes all materials and equipment purchased directly or indirectly by any agency of the federal government for any purpose. No government property is to be removed or disposed without written permission from the AF Contract Officer Representative (COR) and

CAFB Police Department listing each item and quantity of materials and equipment to be removed or disposed.

11. SAFETY: The Contractor shall comply with UFGS 01 35 26 Governmental Safety Requirements and the

Occupational Safety and Health Administration (OSHA).

11.1. Contracts are subject to job site inspections by OSHA and Air Force representatives. In the event of a conflict between the OSHA standards and Air Force requirements, the most stringent shall apply.

Resolution of OSHA citations for violations of OSHA standards is a Contractor responsibility and shall provide for no basis of a claim against the Government.

11.2. All construction materials and equipment shall not block facility egress points and emergency vehicle access.

12. DAILY WORK SCHEDULE: Workdays shall be from 0700 to 1600, Monday to Friday. Weekend and

Federal Holiday work is not permitted unless otherwise approved by the Contracting Officer (CO). The

Contractor shall provide written notification to the Contracting Officer (CO) three (3) calendar days lead time for proposed work schedule changes. The Prime Contractor superintendent shall remain on-site at all times during construction when workers are present.

13. CONSTRUCTION WASTE MANAGEMENT: The Contractor shall recycle and/or salvage nonhazardous construction and demolition debris. Construction debris shall be contained on-site, collected and disposed off-site each day or as often as conditions dictate. The Contractor shall develop and implement a construction waste management plan that, at a minimum, identifies materials to be diverted from disposal and whether the materials will be sorted on-site or off-site. Submit the Waste Management Plan to the COR for the project record.

14. CONSTRUCTION SITE MANAGEMENT: The Contractor may limit access to the work area to contractor personnel and essential, authorized Air Force military and civilian personnel. All construction activities shall be conducted in a safe manner to minimize risk of injury or property damage.

15. WORKMANSHIP: The work for this project shall be executed in the best and most workmanlike manner by qualified and efficient tradesmen who are skilled in their respective trades. Certified journeymen in each respective trade, or apprentices under the direct supervision of certified journeymen, are required for the performance of the work of each trade.

16. COORDINATION: The Contractor shall coordinate the work of all trades in a manner that will result in a professional and expeditiously completed project. The work shall be in strict accordance with prevailing industry standards and manufacturer’s instructions.

17. ADMINISTRATION: The Contractor shall prepare submittals as required by the project specifications, the contract for construction or as requested by the COR. Submittals may include but are not limited to product data, installation and maintenance instructions, shop drawings, calculations, samples and test reports. Submittals shall be presented to the COR for review and approval at least ten (10) working days prior to purchase or installation. Failure to present submittals to the COR in a timely manner will not justify any claims for a schedule delay or added costs.

18. VERIFICATION OF DIMENSIONS AND CONDITIONS: The Contractor may visit the premises to become thoroughly familiar with details of the work and working conditions, verify dimensions in the field, and shall advise the COR of any discrepancies before starting the work.

19. DELIVERY AND STORAGE: All equipment and materials delivered and placed in storage shall be stored with protection from the weather, humidity and temperature variation, dirt and dust, and any other contaminants. Store all materials in a secure, clean and dry location. Contractor shall submit a location with dimensions for government approval.

20. TEMPORARY FENCE: When job site fencing is required, the Contractor shall provide temporary screened fencing around the site perimeter and site signage as determined by the Air Force and the COR.

21. CONSTRUCTION DELIVERABLES:

21.1. PROJECT SCHEDULE: Construction (AF 3064 and Gantt) – no later than five (5) working days of the

Notice to Proceed for construction, the DBE shall provide a comprehensive, legible project schedule in

PDF format indicating all major milestones, submittals, critical path items and the anticipated completion date for all construction activities. The Construction Schedule project schedule must be approved by the government prior to the start of construction activities, and shall be updated monthly or as events require.

The schedule must be in the form of an AF 3064 and Gantt chart, and sufficiently detailed to enable tracking of construction progress and the anticipation of critical tasks.

21.2. CONSTRUCTION QUALITY CONTROL (QC) PLAN: Submit no later than five (5) working days of the

Notice-to-Proceed for construction. The quality control plan shall meet all requirement specified in UFGS

01 45 00.00 10 Quality Control.

21.3. AS-BUILT CONSTRUCTION DRAWINGS AND SPECIFICATIONS: Upon completion of construction, provide as-built drawings and specifications incorporating any departures from the original contract documents. Additionally, each page of the as-builts shall be labeled “As-Built.”

21.3.1. Electronic As-built Drawings and Specifications: Provide 2 CDs of electronic drawing files in a format compatible with AutoCAD 2010 including all external references required to view and print the drawing files properly. Include all necessary *.ctb, *.pc3 or similar files needed to properly set line weights for printing. Drawing files should be organized in general accordance with the

Department of Defense A/E/C CAD Standard (ERDC/ITL TR-12-X) available in PDF format on many federal websites. In addition, provide drawings in PDF format for on-screen viewing and reproduction. Provide final project specifications in PDF and Microsoft WORD *.doc or * rtf format.

21.3.2. The file naming convention and file structure shown in the As-built Submittal Guidelines shall be used in lieu of what is found in the Department of Defense A/E/C CAD Standard.

21.3.3. Hardcopy As-built Drawings and Specifications: Provide two (2) full size and two (2) half size printed copies of the as-built drawings.

21.4. OPERATION AND MANTAINANCE MANUALS: Provide O&M Manuals(two (2) hard copies and two (2) electronic copies on 2 CDs) including all warranties, vendor contacts, relevant product data including proper maintenance and operation, and pertinent shop drawings describing all installed materials, systems and equipment in the project. Manuals must be organized by CSI specification sections.

21.5. GEOGRAPHIC INFORMATION SYSTEMS (GIS): All new facilities and utilities shall be located by the Contractor in an electronic format that is compatible with the current base GIS software and includes descriptive information required by the Air Force. When the Contractor is unable to provide GIS information as described, the Contractor shall notify the PM so that other arrangements can be made. In such cases, the Contractor is required to assist Air Force agents or personnel in the generation of GIS information if requested by the PM. Subject to change, the following are the basic requirements for GIS information to be delivered to the Air Force on CD:

21.5.1. DATUM – WGS84

21.5.2. Coordinate System – UTM

21.5.3. Units – Meters

21.5.4. Data in attribute Table will be SDSFIE version 2.6 Compliant

21.5.5. Shapefile Geodatabase format

21.6. REAL PROPERTY RECORDS: Prior to completion of the project, provide a 1354 with as much detail as possible. This document will assist the government in capturing all Real Property items into our base inventory.
