About this file
This is a Contractor Response Matrix (CRM) documenting industry feedback on the draft Request for Proposal (dRFP) for the Facility Readiness and Maintenance Execution (FRAME) contract, along with Government responses to clarify requirements and resolve inconsistencies.
FRAME is a follow-on, non-personal services maintenance and repair contract with the Department of the Air Force Space Command for Vandenberg Space Force Base (VSFB) and associated geographically-separated locations. The contract is a 100% Small Business Set-Aside under NAICS 561210 (Facilities Support Services, $47M size standard) and covers maintenance, repair, modification, and modernization of over 130 facilities and property/equipment supporting space, defense, and test missions. The scope includes facility infrastructure systems (water/gas mains, roads, generators, power distribution, HVAC, waste systems, roofing), sustainment projects, launch operations support, and inspection/testing/certification of cranes and elevators. Performance begins April 1, 2028, with two 5-year ordering periods through December 16, 2037. The contract structure includes multiple CLINs: FFP CLINs (X001-X007 for baseline maintenance and repair), CPIF CLINs (X002-X003), CPFF CLINs (X009 for launch operations), Cost-No-Fee CLIN (X008 for materials), and separately priced task orders (X010). Key clarifications from Government responses address accounting system requirements (no pre-award DCAA audit mandated if system is adequate at award), Forward Pricing Rate Agreement requirements (existing FPRA not required as condition of award), past performance evaluation criteria (5-year recency window, Program Management citations restricted to prime contractor except for JV/mentor-protege arrangements), cybersecurity requirements (NIST SP 800-171 and SPRS score details to be clarified), security clearance requirements (facilities with Secret clearance requirements to be identified in Appendix I), and CMMS requirements (contractor must provide API-capable system with Government remote access; manual data entry into Government's NextGenIT system required; data migration from incumbent's Capella system during 90-day phase-in). Additional clarifications cover GFP/GFE/GFM baseline inventory (most recent listing posted; materials priced using Government plug number), labor cost allocation (direct costs to organization-specific CLINs; materials to cost-reimbursable CLIN X008), corrosion control workload factor (12,000 hours annually for Range facilities only; backlog to be addressed through separate task orders), launch support planning (300 launches per year planning basis; 30-day normal advance notification; simultaneous events expected as tempo increases), and cost/price volume requirements (detailed BOE and Cost/Price Workbooks, Section A/B pricing schedules to be released well ahead of final RFP; Government will not prescribe common FTE denominator; offerors must provide sufficient supporting detail for cost realism evaluation). The CRM includes 112 numbered items plus supplemental RFI responses addressing CMMS integration, historical maintenance data, and operational relationships between contractor systems and Government systems.

Item # Document Name Page # Pararaph # Line # Was (Original Language) Action (Suggested Change) Rationale Response (Government Only) 1 Attch 8 Section L - draft.docx / Draft RFP Package N/A (Word draft / package-level) Vol. 2 BOE; Vol. 4 Cost/Price; Vol. 5 Contract Documentation “The Offeror shall provide a detailed Basis of Estimate (BOE) ... by completing and submitting Attachment L-1, Basis of Estimate Workbook.” / “The Offeror shall use Attachment L-3, Cost/Price Workbook, for its Cost/Price proposal.” / Section L also requires completion of the model contract/SF 33 and Section B pricing. Please provide draft copies of Attachment L-1 (BOE Workbook), Attachment L-3 (Cost/Price Workbook), and the draft Model Contract/SF 33/Section B pricing schedule for industry review, or confirm that these items will first be issued with the final RFP. If they will first be issued with the final RFP, please allow sufficient proposal preparation time for offerors and major subcontractors to populate, validate, and reconcile the mandatory workbooks. These documents are mandatory proposal inputs, but they are not included in the current draft package provided for industry comment. Their absence prevents meaningful review of staffing, CLIN pricing, formula structure, rate requirements, and proposal compliance risk. The Basis of Estimate and Cost/Price Workbooks, Model Contract/SF 33/Section B are in currently in-work and will be posted to SAM.gov at the earliest opportunity. The Government's intent is to release both well ahead of the release of the Final RFP.
2 Attch 1 FRAME PWS - draft.docx / Attch 8 Section L - draft.docx N/A (Word drafts) PWS 2.3.3 Cost Accounting System / Section L Cost/Price, Accounting Systems PWS: “Maintain an acceptable accounting system as defined in R-DFARS 252.242-7999, which will be subject to a DCAA pre-award audit to verify compliance...” Section L: “The Government does not anticipate requesting accounting system reviews before contract award.” Please reconcile these provisions and state whether a DCAA pre-award accounting-system adequacy audit/determination is a condition of award for (a) the prime offeror and (b) each subcontractor proposed to perform cost-reimbursement work. Please also clarify the required proposal treatment for an otherwise adequate system that has never previously been audited by the Government. The two draft provisions appear inconsistent and materially affect responsibility, teaming, accounting-system preparation, schedule, and the ability of small-business offerors/subcontractors to compete. An adequate accounting system is required to award any cost-reimbursement contract under RFO Part 16. While neither the RFO nor R-DFARS expressly mandates a pre-award accounting-system review in every case, the Government cannot award a cost-reimbursement contract without first determining that the system is adequate. Consequently, if the apparent successful offeror (or any subcontractor proposed to perform cost-reimbursement work) does not already possess a Government-determined adequate accounting system at the time of proposal submission, a pre-award survey—including a DCAA review as necessary—will be required before award.
An otherwise adequate system that has never previously been audited by the Government will be treated the same way: a pre-award determination of adequacy will be required if the offeror is selected for award.
The PWS should not have include language regarding pre-award activities and has been revised to remove the language in Paragraph 2.3.1 that stated the system “will be subject to a DCAA pre-award audit to verify compliance with the R-DFARS system criteria.”
3 Attch 1 FRAME PWS - draft.docx / Attch 8 Section L - draft.docx N/A (Word drafts) PWS 2.3.3 Task Order Fee / Section L Table 5 Forward Pricing Rates PWS: “For task orders under [CPIF X002/X003 and CPFF X009], the Contractor shall propose labor using Government-approved Forward Pricing Rate Agreement (FPRA) rates.” Section L requires offerors to propose forward pricing rates and states accepted rates become binding maximum allowable rates for future task orders. Please clarify whether an offeror or applicable subcontractor must possess an existing Government-approved FPRA as a condition of award/performance for CPIF/CPFF task orders. If no existing FPRA is required, please confirm that the forward pricing rates accepted through this procurement (with required substantiation) may be used for future task-order negotiations. Many small businesses do not maintain formal FPRAs. The current language could be read to require an existing FPRA even though Section L provides a process for proposing and substantiating forward pricing rates. The Government confirms that an existing Government-approved Forward Pricing Rate Agreement (FPRA) is not required as a condition of award or performance for the CPIF (X002/X003) or CPFF (X009) CLINs/task orders.
The forward pricing rates proposed in accordance with Section L (including required substantiation) and accepted by the Government during this procurement will be incorporated into the basic contract and will become the binding Forward Pricing Rates for all future task order negotiations under CLINs X002, X003, and X009. These accepted rates will function as the Government-approved rates for the life of the contract.
The PWS language will be revised to remove any implication that an existing FPRA is required.
| 4 | Attch 8 Section L - draft.docx | N/A (Word draft) | Volume 4 – Cost/Price, Indirect Rate Substantiation | “The Offeror and its major subcontractors must provide a clear basis of estimate and narrative rationale... If an approved FPRA or FPRR does not exist, the Offeror must provide a minimum of three (3) years of historical incurred cost data (pools and bases)...” | Please define “major subcontractor” for purposes of the indirect-rate substantiation requirement and confirm whether commercial/FFP specialty-trade subcontractors that will not perform cost-reimbursement work are exempt from providing three years of pool/base history when their pricing is supported by current quotations or other appropriate commercial/subcontract pricing data. | The threshold and applicability materially affect subcontractor willingness to participate, proprietary-data handling, proposal workload, and cost/price compliance. | Section L will be revised to clarify this requirement. |
| 5 | Attch 8 Section L - draft.docx | N/A (Word draft) | Volume 5 – Section K Representations and Certifications | “If the Offeror or teaming partner/subcontractor is a small business, they shall ensure certification as a small business under North American Industry Classification System (NAICS) 561210.” | Please clarify whether this requirement is intended to apply to all small-business specialty-trade subcontractors (e.g., HVAC, fire protection, elevator, crane/hoist, pressure-vessel/NDE firms) whose principal NAICS may be trade-specific, or only to the prime offeror/JV/teaming entities being represented as small under NAICS 561210. If the former is not intended, please revise the language to avoid requiring specialty subcontractors to certify under an inapplicable NAICS. | Requiring every small specialty subcontractor to certify under NAICS 561210 may unnecessarily restrict qualified trade participation and could conflict with how specialty firms are normally classified. |
The NAICS Code is determined at the requirement level. The prime contract’s NAICS code and size standard do not automatically flow down to subcontracts—and this means that just because a business qualifies as small under the prime contract’s NAICS code does not necessarily mean that the prime can count the business as small for subcontracting purposes.
The prime contractor must assign to each subcontract, and to each solicitation, if a solicitation is utilized, the NAICS code and corresponding size standard that best describes the principal purpose of the subcontract (see [13 C.F.R. 121.410]). A formal solicitation is not required for each subcontract, but the contractor must provide some form of written notice of the NAICS code and size standard assigned to potential offerors prior to acceptance and award of the subcontract.
Section L will be revised to remove the wording that indicated subcontractors must certify under NAICS 561210.
| 6 | Attch 8 Section L - draft.docx / Attch 9 Section M - draft.docx | N/A (Word drafts) | Section L 4.1/4.2 Past Performance / Section M Past Performance Relevancy | Section L states past performance will be evaluated for the Offeror and team members performing at least 5% of proposed contract value, but also states the Government will not consider Program Management citations from any company other than the prime Offeror except for the stated JV/mentor-protégé/qualifying-affiliate circumstances. | Please confirm that the 5% team-member evaluation rule is subject to the prime-only limitation for the Program Management subfactor, such that a non-JV subcontractor/teaming partner performing 5% or more cannot supply the Program Management relevancy citation. If that is the intent, please make the limitation explicit in the general team-member language for clarity. | This interpretation directly determines whether offerors must structure a JV/mentor-protégé/qualifying-affiliate arrangement to rely on another entity’s Program Management record and therefore affects teaming decisions before final proposal preparation. | Yes. For the Program Management subfactor, the Government will evaluate past-performance citations only from the prime Offeror, except where the solicitation permits consideration of citations from a joint venture member, mentor-protégé joint venture member, or qualifying affiliate that will have meaningful involvement in contract performance. The Government will revise Section L to make this limitation explicit. | |
| 7 | Attch 1 FRAME PWS - draft.docx | N/A (Word draft) | PWS 2.1 Personnel | “Provide employees with, at a minimum, SECRET clearance eligibility. (Note: Access to the Local Area Network (LAN) and restricted areas will be granted only to those contractors with a favorable Tier 1 investigation.)” | Please define “SECRET clearance eligibility” for this requirement. Specifically, confirm whether every contractor/subcontractor employee must (a) hold a currently adjudicated Secret eligibility, (b) be eligible to obtain Secret but need not currently hold it, or (c) only personnel assigned duties requiring classified access must hold Secret eligibility, with other personnel subject to Tier 1/base-access requirements as applicable. | The requirement materially affects recruiting, staffing availability, specialty subcontractor participation, transition planning, and cost. | The Government will clarify the security clearance requirements in the PWS and indicate which facilities have security requirements in Appendix I. | |
| 8 | Attch 1 FRAME PWS - draft.docx | N/A (Word draft) | PWS 3.8.4 Contractor-Owned Information Systems and CUI Safeguarding | “Maintain a valid security assessment score in the Supplier Performance Risk System (SPRS) prior to contract award and throughout the period of performance.” | Please specify the cybersecurity pre-award requirement, including the required NIST SP 800-171 assessment type/level, any minimum SPRS score, whether CMMC certification is required and at what level, and the clauses that will control this requirement in the model contract. | The draft requires a valid SPRS score before award but does not identify the minimum acceptable score, assessment type, or CMMC requirement. These items affect pre-award eligibility, system remediation, subcontractor flowdowns, cost, and schedule. | The Government team is researching cybersecurity requirements and will revise this PWS section to provide clarity in an upcoming release of the draft PWS. | |
| 9 | Attach 1 - FRAME PWS draft | 9 | 2.1.8.2 | 1 | N/A | Add new first sentence similar to: "Identify planned work tasks and locations to facility owners and SLD 30/Safety if they are expected to occur during launch/landing operations and within launch/hazard closure areas." | It is increasing likely that "neighboring operations personnel" will be required to continue working within Impact Limit Lines or other similar closure areas during launch/landing/hazardous operations. SLD 30/Safety is the process owner for those advance notifications, so they can update their safety risk model analysis during these operations. This also acknoweldges that FRAME personnel may be required to perform non-emergency duty within closure areas, which may place them at higher-than normal levels of risk, but within acceptable limits established by the government (DoW/USSF or DOT/FAA). This seems like the most logical place to add this statement, since 2.1.8.1 addresses the related issue of having to schedule around closure areas/periods for those tasks not deemed necessary to perform during launch/landing operations. | Added Paragraph 2.7.7. Coordinate the planned task, work location, anticipated duration, and required personnel with the applicable Facility Manager or facility owner and SLD 30/SE in accordance with current Government procedures prior to performing planned work during launch, landing, testing, or other hazardous operations within an established launch or hazard closure area. Provide required personnel accountability or manning information in the format and timeframe directed by the Government. Personnel and equipment shall not remain or perform work within an Impact Limit Line or other restricted launch/hazard area during closure periods unless specifically authorized by the Government in accordance with applicable safety and range procedures. Authorization is not guaranteed and is subject to mission risk assessment. |
| 10 | Attach 1 - FRAME PWS draft | 41 | 5.1.1 | 2 | N/A | Add new second sentence similar to: "Provide manning list, IAW current guidance, to SLD 30/Safety for any personnel who will be performing duties within launch/hazard areas during closure periods." | It is increasing likely that "neighboring operations personnel" will be required to continue working within Impact Limit Lines or other similar closure areas during launch/landing/hazardous operations. SLD 30/SE is the process owner for those advanced notifications, so they can update their safety risk model analysis during these operations, and to help inform any potential emergency reponse actions. Previously this was a by-name list of all personnel, but recently that was changed to just be a total number of personnel by location, so the suggested wording allows flexibility to adapt to any future policy/process changes. | A new paragraph will be added under PWS 5.1 (Launch Support) requiring the Contractor to coordinate planned work locations and provide manning information (in the format and timeframe directed by the Government) to SLD 30/SE for any personnel who will be performing duties within launch/hazard areas during closure periods. Personnel and equipment shall not remain or perform work within an Impact Limit Line or other restricted launch/hazard area during closure periods unless specifically authorized by the Government in accordance with applicable safety and range procedures. Authorization is not guaranteed and is subject to mission risk assessment. |
| 11 | Attach 1 - FRAME PWS draft | 41 | 5.1.5 | New | N/A | Should Bldg 7025 be included in the Launch Support list? | Bldg 7025 is typically a launch-mandatory asset, so not including it in this list makes it unclear how infrastructure system troubleshooting/repair responsibilities would be allocated between 30 CES and FRAME during countdown (launch/landing) operations. | The program office is in coordination with the 2d Range Operations Squadron to determine if Building 7025 will be added to the Launch Support list in the final PWS. If so, the PWS will be revised and posted. |
| 12 | Attach 8 Section L - draft | 10 | 4.3 | 321-322 | For the purpose of this source selection, recent present/past performance is defined as contracts performed within three (3) years from the issuance of this solicitation. | For the purpose of this source selection, recent present/past performance is defined as contracts performed within five (5) years from the issuance of this solicitation. | Facility maintenance and repair services at specialized launch facilities, such as Vandenberg Space Force Base, requires specialized operational experience which limits competition. By expanding the past performance window from three to five years, SLD 30 will allow offerors to submit highly-relevant past performance citations and enhance competition. | The Government will define “recent past performance” as contracts performed within the last five (5) years from the date of proposal submission. This change is intended to facilitate competition while still providing the Government with relevant and meaningful past performance information. The Government will revise Section L and Section M to reflect a five-year recency period for past performance. |
| 13 | https://sam.gov/workspace/contract/opp/6b2f3b3465f040cead9a1861c88adfe2/view | N/A | N/A | N/A | FRAME follow-on acquisition is 100% Small Business Set-Aside. | FRAME follow-on acquisition is 100% 8(a) Set-Aside. | Based on interested vendors attending the Industry Day/Site Visit, an 8(a) competition type will streamline the number of offerors to contractors possessing very relevant past performance, technical/management capability, and financial stability/depth of resources to effectively operate the FRAME PWS with substantial confidence in a critical launch environment. | The Government does not want to unnecessarily restrict competition. |
| 14 | Attach 8 Section L - draft | 8-9 | 3.5.1 | 264-270 | The Offeror shall provide a detailed Basis of Estimate (BOE) for all proposed staffing under CLINs X001 through X007 by completing and submitting Attachment L-1, Basis of Estimate Workbook. | Please provide link where offerors can download Attachment L-1 BOE Workbook. | It does not appear the document was included in the dRFP. | Section L, paragraph 4.5, requires offerors, except as provided in Section L, paragraph 4.4, to submit a minimum of one (1) and a maximum of three (3) past-performance citations for each technical subfactor. The solicitation does not establish a separate |
| 15 | Section A, Section B | N/A | N/A | N/A | The Government did not provide Sections A or B in the dRFP document. The PWS is vague identifying which function track by CLIN. | Please provide Sections A and B, clearly identify the CLIN structure, and clearly identify which PWS functions fall under FFP, CPIF, and CPFF. | It does not appear these documents were included in the dRFP. | Sections A and B are in currently in-work and will be posted to SAM.gov at the earliest opportunity. The Government's intent is to release both well ahead of the release of the Final RFP. In the meantime refer to the CLIN structure in the Industry Day briefing for CLIN types. |
| 16 | Attach 8 Section L - draft | 5 | 1.2.4 | 134-135 | Text inside graphics, matrices, spreadsheets, focus boxes, and tables shall use single-line spacing and shall be 10-point Arial font. | Text inside graphics, matrices, spreadsheets, focus boxes, and tables shall use single-line spacing and shall be 10-point Arial or Arial Narrow font. | Current font and font-size requirements negatively impact legibility of required complex graphics. | Section L will be updated to change minimum font size for graphics to 8-point font and graphics will be defined as photographs, drawings, diagrams, charts, illustrations, figures, tables, and other visual or graphic representations included in the proposal volumes. |
| 17 | Attach 8 Section L - draft | 21 | 6.1.1 | 605-612 | The Offeror shall provide its own Organizational Conflict of Interest (OCI) analysis and submit the results of that analysis as part of its proposal by completing page 1 of Attachment L-4 (disclosure and analysis form). | Please provide link where offerors can download Attachment L-4. | Referenced document does not appear to be included in the dRFP. | Attachment L-4, ORGANIZATIONAL CONFLICTS OF INTEREST (OCI) DISCLOSURE AND ANALYSIS FORM, is currently captured in Section L starting on page 29. |
| 18 | Attach 8 Section L - draft | 22 | 6.2.1 | 653-658 | The Offeror shall provide only the cover sheet for the attachment and an acknowledgement statement on the second page, which states the following: |
| “Offeror acknowledges that Attachment 3 – GFP Attachment Space Launch Delta 30 will be updated during the phase-in period whereby the incumbent contractor will update the GFP listing in order for both the Government property personnel and the incoming contractor personnel to validate GFP to be contractually transferred between the current contract and the newly awarded contract. Attachment 3 will be added to the newly awarded contract during the phase-in period thru bilateral modification.” | N/A | Requirement for this statement indicates GFP inventories may vary from those provided in the RFP. Will the awarded contractor have the opportunity to revise their price to address changes to GFP? | There will not be an opportunity for Offerors to revise their proposals regarding Government Furnished Property (GFP). If any replacement of GFP is required after award, it will be accomplished under the cost-reimbursable CLIN X008 (Cost No Fee). | ||||
| 19 | Attach 9 Section M - draft | 16 | 4.1.4 | 500, 515-516 | • | Proposals exceeding these fee limitations will be deemed unreasonable and unawardable. |
| Over-proposing of unwanted tasks and associated costs will NOT result in a probable cost adjustment but may result in an unreasonableness determination. | N/A | The Government's explanation of their Cost Realism Evaluation, which typically evaluates whether an offeror's price is unrealistically low, appears to focus on whether an offeror's price results in an unreasonableness determination for being too high. Will the Government clarify their definitions of cost reasonableness and cost realism? | Aspects of the cost reasonableness determination were integrated into the realism section. These sections will be revised to properly align the content. | ||||||
| 20 | Attach 9 Section M - draft | 17-18 | 4.1.7 | 550-556 | Insufficient details to support the determination of price reasonableness, cost realism, or the presence of unbalanced pricing, initially or subsequently, may be used as a basis for excluding the Offeror’s proposal from the competitive range and further consideration for award. The burden of proof to demonstrate price reasonableness, cost realism, and complete consistency across all pricing volumes rests solely with the Offeror. | N/A | Will the Government quantify what it considers to be sufficient supporting detail? | The Government will not quantify a specific definition of “sufficient supporting detail.” Sufficiency is evaluated based on whether the data submitted enables the Government to perform the analyses required by Section M, paragraphs 4.1.2 through 4.1.6. Section L identifies the minimum cost/price volume requirements. The burden of proof remains with the Offeror to provide adequate supporting detail. However, language will be added to Section L stating that if the Contracting Officer determines additional information is needed to complete the evaluation, the Offeror shall be required to submit that data. | |
| 21 | Performance Work Statement (PWS) Facility Readiness and Maintenance Execution (FRAME), 5 Sep 26 | 7 | 2.1 | 223-228 | General Program Management. The Contractor shall: Provide all qualified personnel, equipment, tools, materials, supervision, training, processes, other items and services necessary to meet all contract requirements. Ensure that supplied resources comply with all applicable regulatory and certification requirements. | Provide applicable Contract Line Item Number (CLIN) to which costs for program management, engineering services and administrative costs apply. | PWS identifies costs for various CLINs, none of which appear to apply to management and administration. At least two positions, Program Manager and Project Controller (Business Manager), are required positions. | Contract-wide program management costs, including the Program Manager, Project Controller/Business Manager, and administrative support necessary to manage overall contract performance, shall be included in CLIN X001, Program Management & Corrosion Control. |
Costs that are directly attributable to a specific customer requirement, facility, task order, or other CLIN shall be proposed and charged to the applicable CLIN or task order, as appropriate.
The Government will provide a PWS-to-CLIN crosswalk in the final Section B to clarify the allocation of PWS requirements and associated costs
| 22 | Performance Work Statement (PWS) Facility Readiness and Maintenance Execution (FRAME), 5 Sep 26 | 10 | 2.2.1 | 324-333 | 2.2.1. Task Order Management; 2.2.1.1 Submit written proposals for all Task Order Requests for Proposal (TORPs). All submitted proposals must address and satisfy all Government requirements and objectives detailed in the respective TORP. | Provide historical task order numbers by type, hours and costs for the last three 12-month periods. | Provides bidders historical levels of effort for task orders. | The Government will provide historical data on project task orders and associated costs in the bidders’ library. | |

Assist the Government Accountable Property Officer (APO) by maintaining physical custody and providing inventory updates for all Government-furnished equipment (GFE) IT assets. | Provide the GFE IT assets provided to the contractor other than the two items provided for the NextGenIT CMMS. | The amount of GFE IT provided will determine how many IT assets must be Contractor-provided. | Refer to the GFP listing that has been posted in conjunction with the CRM responses | |
| 28 | Performance Work Statement (PWS) Facility Readiness and Maintenance Execution (FRAME), 5 Sep 26 | 17 | 2.6.1.1 | 614-616 | 2.6.1.1 Government Property (GP) and Government Furnished Material (GFM) Inventory. Ensure that Government Property is inventoried and reported on a semi-annual basis. GP includes all GFP and CAP in the Contractor’s possession (including subcontractors) associated with this contract. | Provide the inventory of GP associated with this contract. | The inventory of GP provided will determine what property the Contractor must price in its proposal. | Refer to the GFP listing that has been posted in conjunction with the CRM responses | |
| 29 | Performance Work Statement (PWS) Facility Readiness and Maintenance Execution (FRAME), 5 Sep 26 | 17 | 2.6.1.2 | 619-621 | 2.6.1.2 Government Furnished Material (GFM) by National Stock Number (NSN). Ensure that inventory levels meet program requirements and Government inventory in excess of authorized amounts is identified IAW with R-DFARS PGI 245.103-73. | Provide the inventory of GFM associated with this contract. | The inventory of GFM provided will determine what materials the Contractor must price in its proposal. | The Government will not provide a line-item inventory of Government Furnished Material (GFM) with the solicitation. GFM inventory varies and is not fixed at the basic-contract level. To ensure a common pricing baseline, the Government will provide a plug number for materials. All Offerors shall include that plug number in the Cost/Price Volume and shall not independently estimate or price GFM. | |
| 30 | Performance Work Statement (PWS) Facility Readiness and Maintenance Execution (FRAME), 5 Sep 26 | 17 | 2.6.1.6 | 647-648 | 2.6.1.6 GSA Vehicles. | Note that paragraph 8.1.8 identifies three facilities: 525, 861 and 11162 where the Contractor has majority presence. However, Appendix I, Master Building List tab, only identifies 525 and 861. | Appendix O will be eliminated and facilities will be listed in Appendix I. As of now the contractor will be assigned 861 (12,658 sq ft) for office space after transition and 11162 (8000 sq ft) for warehouse space. The Government is planning to seek another building to either make up for that loss of space in 525 or consolidate warehouse space in a larger facility. For PWS Paragraph 2.9.2. the Contractor would be responsible for 2-3 facilities. | ||||||||
| 33 | Performance Work Statement (PWS) Facility Readiness and Maintenance Execution (FRAME), 5 Sep 26 | 34 | 4.6.10 | 1351-1353 | 4.6.10. Corrosion Control Workload Factor: Due to the severity of corrosion at VSFB, perform corrosion control per the following workload factor under CLIN X001: |
Workload Factor Unit Corrosion Control 12,000 Hours/ year Confirm if MDA facilities are included in the 12,000 hour workload factor for corrosion control. Explanation of what's included in the 12,000 hour workload factor will enable bidder to better understand the scope of corrosion control. The 12,000 hour workload factor only applies to facilities and systems listed in Appendices I-N that are associated with CLIN X002, Range. Therefore, the workload factor does not apply to MDA facilities. We will make sure this is clear in Section B and/or a future version of the PWS.
| 34 | Performance Work Statement (PWS) Facility Readiness and Maintenance Execution (FRAME), 5 Sep 26 | 35 | 4.10.1 | 1391 | 4.10.1. Provide water delivery services to Santa Ynez Peak (Building [Bldg]. 7). | Clarify where water delivery is to be made. | According to Appendix I, Building 7 does not contain a water tank. | PWS Paragraph 4.10.1. will be removed. | |
| 35 | Performance Work Statement (PWS) Facility Readiness and Maintenance Execution (FRAME), 5 Sep 26 | 37 | 4.18 | 1491-1496 | 4.18. Grounds Maintenance. Perform grounds maintenance and access road maintenance at PPAFS. | ||||
| 4.18.1. | Mow grass and vegetation inside the fence line and a 10’ wide path along the outside the fence line where safely possible. | ||||||||
| 4.18.2. | Keep all v-ditches free from vegetation, dirt, and debris. | ||||||||
| 4.18.3. | Control weeds along paved roads and parking lots | Provide extent of grounds at PPAFS, i.e., length of roads to be maintained, number and length of ditches, paved roads and parking lots. Except for some entries pertaining to fences, Appendix I does not provide this information. | Understanding the full grounds maintenance workload will enable bidder to better estimate and price this factor. | The Government confirms the following regarding grounds maintenance: |
- Concrete-lined open ditches and swales follow the contours of the perimeter road and bluff-top pads.
- Dispersed parking pads and vehicle pull-outs are situated adjacent to key facilities. There are no large standalone commercial-style parking lots.
- The total site area is approximately 48–55 acres, of which the Contractor is required to mow 12 acres.
This information is provided for informational purposes only. The Contractor remains responsible for performing all grounds maintenance in accordance with the PWS.
| 36 | Performance Work Statement (PWS) Facility Readiness and Maintenance Execution (FRAME), 5 Sep 26 | 38 | 4.25.3.1 | 1544-1547 | 4.25.3.1 If a routine inspection identifies a "Critical" structural deficiency, structural compromise, or requires a structural engineering load calculation for modifications, a comprehensive structural analysis stamped by a licensed Professional Engineer (PE) registered in the State of California shall be required to design the repair or modification as a separate task order under PWS 4.31. | Confirm if any tower currently has a critical structural deficiency. | Tower conditions will enable bidder to better understand and price maintenance and repair of towers. | The SLC-3 weather tower #54 is currently being assessed to determine if there are any structural issues, but no towers have been identified as having structural deficiencies. If a structural analysis or correction is required the Government's expectation is that this work would be awarded as a separate TO under CLIN X010 based on the cost exceeding the $15,000 threshold. | |
| 37 | Performance Work Statement (PWS) Facility Readiness and Maintenance Execution (FRAME), 5 Sep 26 | 39 | 4.28 | 1563-1565 | 4.28. Propane Delivery at PPAFS. Provide ongoing propane delivery for the heating system at PPAFS building 13. Coordinated deliveries to ensure tank never drops below 10% capacity. | Clarify the capacity of the propane tank. | |||
| Clarify the condition of the tank, which Appendix I identifies as needing repair or replacement (2017 comment). | Tank capacity will enable bidder to better understand the required filling schedule. | The site uses a leased 1,000-gallon propane tank at PP013 that is filled by Amerigas on a weekly to bi-weekly schedule. The propane is used almost exclusively for the boiler at that location. During winter months, a three-week fill cycle would likely be insufficient. Amerigas delivers the propane directly and bills the Government through the materials CLIN (CLIN X008). | |||||||
| 38 | Performance Work Statement (PWS) Facility Readiness and Maintenance Execution (FRAME), 5 Sep 26 | 40 | 5.0 | 1614-1616 | 5. Operations (CLIN X009). The contractor shall provide operations support to meet all Operation Directives and user requirements. This support includes, but is not limited to, the activation, monitoring, configuration, and on-site operation of all necessary equipment to support processing and launch operations. Operational support shall be available 24 hours a day, 7 days a week, 365 days a year. The duration of support for any single operation may range from a few hours to multiple weeks. | Provide historical workload for launch operations by type, hours and costs for the last three 12-month periods. |
Clarify if launch operations support is expected to increase in the follow-on contract. The historical workload for launch operations is essential in determining the ongoing expected workload required to meet contract requirements. The Government will provide historical launch operations data, including the number of missions by type and associated support hours, in the bidders’ library.
30 CES has historically required 2 FTEs each for HVAC, Electrical, and Power technicians to staff the Disaster Control Center during launch support. A standby presence is also required at Pillar Point Air Force Station (PPAFS) when applicable, although no specific number of positions is mandated for that location.
Launch operations support will likely increase as launch tempo rises over the period of performance, but the amount is unknown since only a portion of the launches require launch support services.
| 39 | Performance Work Statement (PWS) Facility Readiness and Maintenance Execution (FRAME), 5 Sep 26 | 42 | 6.3 | 1670 | 6.3. Corrosion control to include all exterior panels and enclosures. | Clarify if corrosion control on MDA facilities is included in the 12,000 workload factor cited in 4.6.10. | Explanation of what's included in the 12,000 hour workload factor will enable bidder to better understand the scope of corrosion control. | The corrosion control workload factor only applies to facilities that are associated with CLIN X002 Range as listed in Appendix I. This will be clarified in an upcoming release of the RFP. | |
| 40 | Performance Work Statement (PWS) Facility Readiness and Maintenance Execution (FRAME), 5 Sep 26 | 46 | 8.1.8 | 1825-1828 | 1.1.1. Facilities. Use facilities assigned by the Government. Be responsible for the performance of all required office and personnel moves and submission of requests for facility and communications improvements. Appoint FMs for all buildings where the contractor has a majority presence in building. At the start of the contract this will apply to buildings 525, 11162, and 861. | Confirm the buildings where the contractor has a majority presence. | Appendix I does not identify Building 11162 in the master building list. | See above response to comment in Row 33. Building 11162 will be included in Appendix I. | |

| 44 | Will the contractor bill each supported customer separately, or will all customer work be billed through the primary contract customer? | The Contractor will submit all invoices to Wide Area Workflow by task order. Each invoice will break out expenses by CLIN and SLIN. This will be used to charge each customer the appropriate amount of funds for the support provided. | |||||||
| 45 | How will labor and material costs be allocated among the multiple supported organizations? | Labor costs for baseline maintenance and repair work will be allocated directly to the specific organization’s CLIN (CLINs X002 through X007). Each supported organization will have its own dedicated CLIN for labor. |
Material costs in support of baseline maintenance and repair efforts under CLINs X002 through X007 will be charged to a SubCLIN associated with the particular organization. These material SubCLINs will appear under the overarching cost-reimbursable CLIN X008 (Cost No Fee).
| 46 | What Government-Furnished Equipment will be provided? | The current GFP list has been posted to SAM.gov |
| 47 | Will the Government provide cranes, forklifts, manlifts, vehicles, and other large equipment, or must these be contractor furnished? | The Contractor must provide cranes, forklifts, manlifts, vehicles, and other large equipment necessary to complete maintenance and repair activities unless an existing crane can be used to support the activities and the owner of the crane concurs with its use. If a GSA vehicle can be leased in support of baseline maintenance and repair activities (CLINs X002-X007) then the expense can be submitted under CLIN X008. The most likely scenario for large equipment being required is a project under CLINX010, where the cost of the vehicle would be included under the separately priced TO. |
| 48 | Is the contractor responsible for maintaining the entire approximately 8 miles of gas lines? | Maintenance of the gaseous nitrogen pipeline is not within the scope of FRAME |
| 49 | Who is responsible for operation and maintenance of the nitrogen plant? | AirGas USA, LLC is responsible for the operation and maintenance of the Gaseous Nitrogen Plant. The plant is outside the scope of scope of the contract. |
| 50 | Will the Government/EOD organization retain full responsibility for UXO identification, clearance, and disposal? | Yes |
| 51 | Please provide the complete RPIE/asset list. | Reference Appendices I-N for the lists of RPIE items. |
| 52 | Please confirm the approximately 1,065 RPIE asset count discussed during the site visit. | The reference to 1,065 is the total number of line items on the prior GFP listing. The current GFP listing has 949 items. Reference Appendices I-N for the lists of RPIE items. |
| 53 | Approximately how many positions will require Secret clearances? | The Government will identify which facilities require a Secret clearance on Appendix I. The systems associated with those facilities will be listed in the appendices. The Contractor will need to determine how many positions require clearances based on the Contractor's approach. |
| 54 | Which labor categories require Secret clearances? | The Government will identify which facilities require a Secret clearance. The systems associated with those facilities will be listed in the appendices. The Contractor will need to determine which labor categories require clearances based on the Contractor's approach |
| 55 | Will cleared employees be required to provide continuous 24/7 coverage? | The contractor is not required to have personnel onsite, but will need to be on call in the event that a P1 issue needs to be addressed off-shift. |
| 56 | What equipment fuel will be Government furnished? | The Government pays for fuel used in GFP, CAP, GSA vehicles, and generators (including temporary generators ordered under CLIN X008). |
If the Contractor provides its own equipment or brings in subcontractor equipment for sustainment projects, the Contractor is responsible for the associated fuel costs and shall charge those expenses to CLIN X010.
| 57 | What is the exact electrical-maintenance boundary between the contractor and Government CE organization? | Refer to the Definition of Electrical Systems in Appendix B, Glossary |
| 58 | Does contractor electrical responsibility terminate at transformers, switchgear, or another defined point? | Refer to the Definition of Electrical Systems in Appendix B, Glossary |
| 59 | What medium-voltage work is anticipated to be performed by the contractor? | Medium Voltage work only applies to PMIs and projects at PPAFS |
| 60 | How does the Government define a launch-support event for estimating and billing purposes? | Launch Support events are addressed under PWS Paragraph 5 to include a note that lists examples of launch-related activities. Individual task orders under CLIN X009 will be awarded for launch support events. When support for launches and launch-related activities are required SLD 30/PM will notify the Contractor and initiate the process for awarding a task order for the support required. The contractor would be give the scope for the individual TO at that time. |
| 61 | What response-time standards will apply to mission-critical corrective-maintenance calls? | Response time standards for calls is provided in PWS Paragraph 3.7.4. |
| 62 | What liability requirement is changing from approximately $10,000 to $15,000, and how will that requirement be administered? | The increase from $10,000 under LOSC to $15,000 under FRAME refers to the threshold at which a Maintenance/repair action would no longer fall under the baseline CLINs X002-X007 and instead be accomplished under a separate task order under CLIN X010, or under special circumstances under CLIN X009. Refer to paragraphs 4 and 4.31.1.1 of the PWS. The $15,000 threshold applies to CLINs X002 - X007, which are labor CLINs. Materials needed to accomplish these activities falls under CLIN X008. Therefore, the $15,000 threshold applies only to the labor portion of a maintenance or repair action. |
| 63 | What facilities or systems associated with the existing power plant will remain within the contractor's scope after the plant is sunset? | None |
| 64 | Please confirm if the UPSs are including in the scope of this contract and provide the quantities and details. | In most cases UPS systems are addressed outside organizations: |
- AC UPS fall under the purview of PCCIE
- UPS for Western Range mission equipment falls under the purview of the Space Force Range Contractor (SFRC) contractor
- DC UPS support communications equipment falls under the purview of SLD 30/SC
However, Appendix I calls out a small number of UPS. The Government will update the PWS to reflect a clear requirement with respect to UPS.
| 65 | If the UPSs are included, will battery replacement be part of the firm fixed price? | If batteries are required to be replaced the labor would be covered by FFP CLINS (X004-X007) if the labor cost is under $15,000 threshold as identified in PWS Paragraph 4. In that case the batteries would be purchased under CLIN X008. If the labor cost exceeds $15,000 then the labor and batteries would be priced as a separate task order under CLIN X010. | ||
| 66 | Attach 8 Section L | 10 | Please clarify if there is a minimum number of recent/relevant contract citations? | Section L, paragraph 4.5, requires offerors, except as provided in Section L, paragraph 4.4, to submit a minimum of one (1) and a maximum of three (3) past-performance citations for each technical subfactor. The solicitation does not establish a separate minimum number of submitted citations that must be determined by the Government to be both recent and relevant. |
The Government will assess recency and relevancy of submitted citations in accordance with Sections L and M. Consistent with Section M, an offeror without a record of recent/relevant past performance, or for whom available information is too sparse to support a meaningful confidence assessment, will receive a Neutral Confidence rating.
67 Please clarify the Government's expectations regarding Computerized Maintenance Management System (CMMS) requirements under this contract.
a. Will the successful Offeror be granted direct access and appropriate licensing to the existing Space Launch Delta 30 (SLD 30) CMMS used for mission asset and maintenance tracking?
b. During the Industry Day presentation, it was stated that the successful contractor is expected to provide a CMMS solution that interfaces with Government networks and existing maintenance management systems. Please confirm this requirement.
c. Please identify the CMMS currently utilized by the incumbent LOSC contractor, including the following information, if available:
| • | Software platform and version |
| • | Number of active users/licenses |
