LOSC, QUESTIONS FROM INDUSTRY
Question Gov’t Response
1.
Can you identify any Collective Bargaining Agreements (CBAs) that are currently in place with the current Call Henry contract?
The CBAs were posted to Federal Business Opportunities site, FBO.GOV, on 13 May 2016.
2.
Do you have a status update for solicitation #FA4610-15-R-0002? Has an RFP been released, or is one still under consideration?
If an RFP has not yet been released, do you have a projected release date?
Draft RFP posted on 27 Apr 16 and PWS and appendices posted on 20 Apr 16 and Atchs 5-11 posted on 13 May 16. We are projecting another draft in Aug 16, based upon incorporating the applicable recommendations we received from the questions received on our previous draft RFP.
3.
PWS 2.2.11 through 2.2.14 should be sub-paragraphs to PWS 2.2.10. These requirements should be numbered 2.2.10.1 through 2.2.10.4.
Concur. PWS revised to change 2.2.11 through 2.2.14 to 2.2.10.1 through 2.2.10.4.
4.
PWS 2.3.7 should be a sub-paragraph of PWS 2.3.6, and it should be numbered 2.3.6.1.
Concur. PWS revised to change para 2.3.7 to subparagraphs 2.3.6.1 – 2.3.6.4.
5.
PWS 2.5.2 through 2.5.4 should be sub-paragraphs of PWS 2.5.1, since they provide details of OPSEC that are required by the statement, “The contractor shall:” at the end of 2.5.1.
PWS 2.5.2-2.5.4 revised to subparagraph 2.5.1.1, 2.5.1.2, and 2.5.1.3
6.
PWS 6.1.2 through 6.1.6 should be sub-paragraphs of PWS 6.1.1, since they provide details on items that the transition plan “shall” contain.
Concur. PWS revised to change paragraphs 6.1.2.-6.1.6. to sub-paragraphs 6.1.1.1-6.1.1.5 under sub paragraph 6.1.1.
7.
PWS 7.2.10 through 7.2.17 should be sub-paragraphs of PWS 7.2.9, since they provide details of the security awareness requirements identified in 7.2.9 and that are required by the statement, “the contractor shall:” at the end of 7.2.9.
Revised PWS paragraphs 7.2.10 and 7.2.11 as subparagraphs to 7.2.9. All others are not subparagraphs to 7.2.9.
8.
PWS 8.8.2 and 8.8.3 should be sub-paragraphs of PWS 8.8.1.
Concur. The PWS revised paragraphs 8.8.2 and 8.8.3 to sub-paragraphs 8.8.1.1 and 8.8.1.2.
9.
PWS 8.8.6 through 8.8.10 should be sub-paragraphs of PWS 8.8.5.
Concur. Revised the PWS to change 8.8.6-8.8.10 to subparagraphs 8.8.5.1-8.8.5.3 of para 8.8.5.
10.
PWS 3.2.1 - numbering the list of launch support areas implies a Level 4 PWS. Recommend using bullets here to be consistent with 3.2 and 3.3 bulleted lists.
Concur. Updated the PWS, Section 3.2.1 to use bullets to standardize with section 3.2.1.
11.
PWS Paragraphs following “4.” and “5.” Follow a level 1 PWS but are given level 3 PWS numbers—recommend deleting the “0.” and numbering 4.1, 4.2, 4.3 and 5.1, 5.2, etc.
All Level 3 lines listed in “4.” And “5.” have been incorporated into the larger Level 1, 4, and 5. paragraphs.
12.
Making the paragraph numbering precise is important because PWS formatting and numbering flows into WBS, proposals, CWBS, eventually into financial reporting.
Agree.
13.
PWS 2.3.12: Is CDRL A023 the referenced CDRL in this paragraph?
Correct. Updated to reference CDRL A023 and removed “in order to maintain JOCAS II certification.” See Para 2.3.3 for update.
14.
PWS 2.4.5: Will the LOSC contractor be responsible for clearing “all non-essential” personnel or clearing “all non-essential LOSC” personnel? The former is a more substantial task.
Updated para 2.4.4. to reflect LOSC contractor responsible for “all non-essential LOSC” personnel.
15.
PWS 2.5.3: An OPSEC plan is required; however we did not find a related CDRL in Attachment 2.
There is no CDRL related to the OPSEC Plan. An OPSEC Plan is required per Para 2.5.1.2. of the PWS.
16.
PWS 2.7.7: A requirement for a “Business Plan for Pillar Point” is indicated. Please clarify this requirement.
Updated wording. A joint Business Plan is submitted to the San Mateo County for all hazardous materials located at PPAFS. Both RGNext (LISC contract) and LOSC are required to submit their inputs to 30 CES/CEIEC who then submits the plan to the county and acts as the primary POC. Latest Business Plan submitted by 30 CES/CEIEC will be added to the Bidders Library for reference.
17.
PWS 3.1: Since the SVPP is only specifically addressed here, does that mean that the SVPP is only operated for CLIN X005 Launch Support? There are no CLIN 5 buildings in Appendix A; we did not find the SVPP in the Appendix A, CLIN X001 list. Will M&R of the SVPP be CLIN X005 or CLIN X001 and added to Appendix A? Further, we do not find SVPP equipment in the Appendix B Equipment List nor the Generator tab of Appendix C,D,E,F.
The SVPP is Building 525 and is listed in appendix A, CLIN X004. The M&R of the SVPP will be charged to CLIN X004 and operation support will be charged to CLIN X005.
18.
PWS 3.1.1: A requirement to provide operations support to the SVPP beyond normal duty hours is stated. Does this requirement only apply to the SVPP? This is the interpretation since this statement is a subparagraph to 3.1 SVPP. We recommend moving current 3.1.3 and 3.1.4 to the environmental PWS 2.7. Note: CDRL A004 should probably remain with PWS 3.1 and/or referenced in PWS 4.2.
The PWS at Para 3 has been revised to reflect 24/7 operational support. Operational support applies to and SVPP operations, Launch Operations, and Landing/Recovery Support. Recommendation noted.
19.
PWS 3.1.4: Data requirements for CDRLs A005 and A006 are addressed only for SVPP. Are these data requirements applicable for other LOSC P&E?
Correct. CDRLs A004, A005, and A006 are exclusive to the SVPP.
20.
PWS 3.2.1 (item 2): For rental generators, if required, is the rental cost to be included in the LOSC cost proposal.
The use of rental generators is not part of the standard operating process. However, if under extraordinary circumstances the use of a rental generator is required at one of the CT sites or PPAFS, the contractor will be expected to provide operational support.
21.
PWS 3.3: For Landing/Recovery support, please clarify the types of support that will be required of the contractor.
Landing/Recovery support includes providing on-site standby support for facility/equipment listed in the appendices for the sites listed in section 3.3. For example at CT3 support will be operations of the generator, DCC would be standby coverage, and the remaining locations will be on-site standby in the event of an anomaly with any of the P&E that LOSC provides maintenance for.
22.
PWS 3.4 and PWS 4.16: These appear to be redundant requirements. Recommend deleting one or the other.
PWS revised, removed 3.4. 4.6, Emergency Response is now 4.18
23.
PWS 4: Is the $10,000 limit applied on a per work order basis? If PWS 4.17.1 failure analysis is required, is that effort part of the same work order and the $10,000 limit applied to the combined work order and failure analysis labor? In the event of an emergency and the $10,000 limit is approached, does support stop until a Task Assignment is processed or the CO provides direction?
The $10,000 limit is applied to labor only on a work order basis. We expect the contractor will be able to evaluate the cost of a work order and make the determination if it can be handled under CLINs 1-4 or requires a TA PRIOR to starting work. If, during a repair the estimated cost of repair exceeds $10K, the contractor shall submit a TA. Emergency repairs associated with this situation shall be elevated to the CO.
24.
PWS 4.4.1: Is there a current ladder inventory? If so, can you please provide the list?
Paragraph 4.6.1 of the PWS has been revised to require the contractor to develop and a ladder inventory. The inventory will be submitted as part of CDRL A008.
25.
PWS 4.6.1: Does this mean the contractor supplies all water to Santa Ynez Peak, (i.e. more than just drinking water)?
Yes, the contractor supplies all water to Santa Ynez Peak.
26.
PWS 4.7.2: Will the contractor be responsible for M&R of systems that use ODS refrigerants? We note that a 45 SW ODS Management Plan is referenced—should this be a 30 SW plan?
Yes, the contractor is responsible for the M&R of systems that use refrigerants if those items are listed on the Appendix B.
Correct. PWS para 4.9.2 was revised to correctly identify the 30 SW Ozone Depleting Substance Management Plan.
27.
PWS 4.7.5: Is Direct Digital Control System (DDC) at VAFB a proprietary system? Please provide more information, i.e. network, software, protocols, distribution, ability to expand beyond HVAC.
Para is now 4.9.5. Yes, this is a proprietary system. The network is on the VAFB LAN, other information will have to be provided by the R&O section of 30 CES when available. A listing of DDC systems can be found by doing a search in Appendix N.
28.
PWS 4.7.3, 4.8.6, 4.8.7: Has the initial data set for APIMS been established or will this be a task for the contractor?
The initial data set has been established for APIMS. The contractor will be responsible for uploading data as required.
29.
PWS 4.11: We only find one Cathodic Protection System in the appendices—located at Oak Mountain—is this correct?
Cathodic Protection record keeping is currently being performed at B525 and B1829.
30.
PWS 4.18: States CDRL A003 is to be submitted for “inspections of all P&E.” We understand the requirement for cranes, elevators, pressure vessels and other systems requiring inspection for certification and safe operation. But “all P&E” will translate to hundreds if not thousands of A003 submissions per year. Is that the Government’s intention?
Para is now 4.20. The government’s expectation is to get one submittal a year that lists all P&E and provides a condition code and/or readiness level that correlates with the contractors RCM program. Current contract uses 4 different condition codes: Inactive, Down for Repair, Operating Upgrades suggested, Operating No Repairs Needed
31.
PWS 4.12 and 4.21, Appendix B, Equipment List and Appendix C,D,E,F, Generator Tab: First, our interpretation is that the generators indicated in the Equipment list are portable and the generators listed in the Generator tab of Appendix C,D,E,F are fixed at the indicated facility. Is that correct? We recommend that PWS 4.12 and 4.21 be merged into a single PWS section. Some requirements apply to both generator types and need only be stated once. Differing requirements can be provided in sub-paragraphs. Is there a need for the term Portable Diesel Electric Unit (PDEU) versus simply portable generator?
Updated. Appendix G has been revised from Government Furnished Property to Generators. . Government Furnished Equipment is now Appendix L. Generators have been removed from the equipment list as they should all be documented in Appendix G. The only portable generators are the GJOE and PDEUs 1-5.
Paragraph 4.12 revised from 4.12 Generators to 4.12. Elevators. Generators are at para 4.14. Paragraph 4.21 revised from 4.21 Portable Diesel Electric Units (PDEUs) to 4.21, Certification.
32.
PWS 4.18.1: Is there a prescribed frequency for the periodic facility maintenance inspections?
In accordance with Para 4.20 P&E requires annual inspections (could be combined with inspections required for CDRL A003) or when conditions associated with a building or equipment changes.
33.
PWS 4.19.1 and CDRL A007: Does the Government want an individual CDRL A007 delivery for each and every certification or a consolidated CDRL A007 including all certifications?
There is no specific requirement for how the CDRL is submitted, however, a consolidated certification spreadsheet would be acceptable.
34.
PWS 4.23: This section is labeled “Weather Towers” but review of Appendix B indicates there are other tower types: boresight, camera, and antenna. Suggest deleting “Weather” from paragraph title.
Agree. Revised para 4.24 from Weather to 4.24 Towers.
35.
PWS 4.26: Please provide specific contractor requirements for mechanical systems.
Para 4.26 revised from 4.26 Mechanical Systems to 4.26 Electrical Systems. This section no longer includes mechanical systems.
36.
PWS 5 and Appendix I, 1.2: PWS 5 indicates all task assignments are CLIN X007 while Appendix I indicates task assignments could be CLIN X005 or CLIN X007. Please clarify.
Task Assignments will be used for both CLIN 5 and CLIN 7. Para 5, Task Assignments revised to clarify “...tasks for Other Services and Launch Support…”
37.
PWS 6.1.9: Please indicate facilities in which contractor will have a majority presence and have Facility Manager responsibilities?
Para 6.1.4 lists B525, B11162, and 861.
38.
PWS 6.6 and 8.8.6: Please provide more information on the MOCC and the VOSC and relationships to the contractor. Is the VOSC interface only applicable to MDA work orders?
Para 6.6. Additional information regarding the MOCC can be found in 30SWI 13-203. The VOSC interface is only applicable to MDA Work Orders. The VOSC is a 24/7 manned MDA coordination center.
39.
PWS 6.8.2: The sentence, “IWIMS is a Civil Engineer CCMS” appears anomalous. Should it read, “IWIMS is a Civil Engineer CMMS”?
Correct, CCMS should be CMMS. Changes have been made to section 6.8. The government has better defined their requirements for the inputs required into IWIMS while reducing the requirements on the contractor’s CMMS. It is expected that all work order reporting info will be in IWIMS. At a minimum the contractor will need to include the following info on a CMMS: Central Data Library, RCM data, financial data.
40.
PWS 6.8.2: When is NexGen deployment at VAFB anticipated?
NexGen is targeted for deployment in Summer 2017.
41.
PWS 6.8.2: If the transition to NexGen occurs after the new LOSC begins performance, who will be responsible for migrating data from IWIMS to NexGen during the deployment?
Specifics on the NexGen transition are still pending. If migration of historical data falls on the LOSC contractor, that work will be performed as a Task Assignment under the LOSC.
42.
PWS 6.8-6.8.5: Assuming LOSC begins while IWIMS remains the VAFB Civil Engineer system, is there a capability to import/export data to/from IWIMS to retain data synchronization (i.e. daily) with the CCMS? (We assume a network connection between CCMS and IWIMS would not be allowed.)
No, there is no capability to import or export from IWIMS. Manual entry will be required for IWIMS (and potentially the follow-on). Substantial changes have been made to CMMS database requirements. Please review the latest PWS.
43.
PWS 6.8.2: “Contractor provided computer”—we understand this as the LOSC will furnish the computer(s) that will login to IWIMS via the VAFB network. Is this correct?
Correct there will be 2 computers furnished with the IWIMS system loaded onto them. If more is required a request can be made to the Program Manager.
44.
PWS 6.8.2: We find a limited number of computers in the GFE list—if the LOSC requires more computers, we assume these will be contractor-provided as well. Is there a process to connect contractor computers to the VAFB network? Will LOSC employees have access to VAFB email or do we provide our own email capability?
There are ~59 computers listed on the GFE list. Additional computers can be requested if needed. We expect the contractor to utilize the NIPRnet with the exception of any systems used for Corporate activities. Air Force email accounts shall be the primary system of use for interaction with government representatives.
45.
PWS 6.9.2: Does LOSC provide the drawing software, (i.e. AutoCAD)?
No the government does not provide drawing software. The Contractor shall provide their own software and software licenses. New requirements associated with software added in section 6.14 of the PWS.
46.
PWS 6.13: “Access must be through the AF and MDA firewalls” indicates the LOSC CCMS will operate outside the AF and MDA “fire walls.” Is this correct, (i.e. the LOSC will establish its own network on VAFB, firewalled from the VAFB network)?
The CMMS shall be set up on the NIPRnet.
47.
PWS 6.8 and 6.13: There is a strong relationship between the CCMS and Work Order Reporting. Recommend these be sequential PWS sections to avoid the fragmentation that may translate to the proposals.
Updates have been made to these sections of the PWS. Please review the latest draft copy for changes.
Work Order Reporting will be handled via CE’s IWIMS system listed in section 6.13. CMMS requirements are listed in 6.8. Overlap between the two has been reduced justifying the separation between the two sections.
48.
PWS 6.13.5: Priority 1 table: The meaning of “All/only unscheduled (24 hrs)” is unclear.
Revised para 6.13.5. Priority 1: Emergency Repairs (table) a) from “all/only unscheduled (24 hrs)” to read, “Para 6.13.5 Priority 1. Emergency Repairs: a) Unscheduled work that mitigates emergencies (24 hrs)”.
49.
PWS 6.13.5: Priority 2A table: Two terms are used alternately, “Physical Plant” and “Utility Plant.” Is there a distinction between the two “plant” types?
Physical Plant Operations include maintenance of base utilities.
50.
PWS 7.0: Please define the acronym “non-PME” which we did not find in acronym or glossary appendices.
PME definition was added to Glossary. Glossary is now Appendix O. PME is defined as 30 SW Range equipment documented on the LTRS CI tree that directly supports launch (radars, telemetry systems, CT sites, etc.). PME operations and maintenance is handled by the LTRS Integrated Support contract (LISC).
51.
PWS 7.2 and Appendix J: LOSC O&M responsibility for various communications systems is listed in Appendix J. Will additional details on equipment type, manufacturer, quantities, etc. be provided? What is DICES? Will LOSC require a COMSEC account/sub-account and COMSEC custodian?
The responsibility for the various communications systems is to operate and maintain those systems. Appendix J identifies the systems named. Details such as equipment type, mfg, and quantity, will be provided at contract award. DICES is Digital Integrated Communications Electronic system. Section 7.2 will need a COMSEC subaccount and custodian assigned. DICES has been added to appendix K acronyms and abbreviations.
52.
PWS 7.2 and Appendix J: O&M responsibility for film cameras is indicated. Will the contractor have responsibilities for film purchase, film processing, editing, copying, and film library?
Section 7.2.23 has been deleted. Section 7.2.19, Provide photography support and document facility conditions and milestones and protocol events.
53.
PWS 7.2.10: Please define the acronym “GMSV” which we did not find in acronym or glossary appendices.
GMSV stood for Ground Based Mid-Course.
Defense Site Operations Vandenberg has been removed and replaced with the more general, “MDA”.
54.
PWS 7.2.18: Please provide further details as to the duties associated with an alternate Weapon System Safety Officer and any required training/certifications associated with this position.
The requirement for a Weapon System Safety Officer has been removed from the PWS.
55.
PWS 7.2.19: Please provide further details as to the duties associated with an alternate Convoy Commander and any required training/certifications associated with this position.
The requirement for an alternate Convoy Commander has been removed from the PWS.
56.
PWS 8.1: Some of the facilities listed in the matrix are included in Appendix A, Tab 2, some are not (i.e., 460, 980, 1912, 1909F, and 1978). Should these facilities be added to Appendix A,
Tab 2? Are the facility requirements 8.1.1 through 8.1.4 the only LOSC requirements for these 29 facilities or do other PWS 4 requirements also apply such as electrical, plumbing, lighting, HVAC, etc? Is the contractor the facility manager for any of these facilities?
Deleted the MDA Facilities for section 7.0, Table at 8.1 and referenced Appendix A.
The CLIN 2 Building List relates to both Para 4 and Para 8 requirements. . The LOSC contractor will not be the facility manager for these facilities.
57.
PWS 8.1 Facilities Matrix and Appendix B, Equipment list: Per PWS 8, facility requirements for these facilities map to CLIN X002. However, the Facility 460 power distribution system is on the CLIN X001 Equipment List. Is this correct? The CLIN X002 list in Appendix B only lists equipment for Facilities 1912, 1909F, and 1914I; no equipment is indicated for other facilities in the matrix. Is this correct?
Facility 460 has been removed from the appendices.
58.
The provided draft information included “WROCI Configuration Management Plan.” The plan appears to be dated as current contracts are not addressed such as LISC and ROS as well as LOSC. We assume this plan or an update will be applicable to PWS 7.2 comm system changes, improvements, and modernizations. Is this a correct assumption? Are there other LOSC PWSs this document or its replacement will be applicable to?
All references to the WROCI Configuration Management Plan have been removed from the PWS.
59.
There is no CDRL A002 in the Attachment 2, CDRL package.
CDRL A002 is currently Reserved (no requirements.)
60.
Appendices A, B, C, D, E, F: Appendix A assigns facilities to CLINs X001 through X004. Appendices B,C,D,E,F and the generator Tab provides facility location for the various P&E. Is it correct to assume equipment M&R maps to the same CLIN as the facility?
Yes, the equipment M&R and facility map to the same CLIN.
61.
Appendices C,D,E,F: There is a Tab provided for Generators which is not assigned an Appendix letter and therefore not referenced in the PWS. Recommend the generator tab be assigned an Appendix letter and be referenced appropriately in the PWS. Further, the generator list is an image rather than an actual worksheet. There appear to be comments to some cells which are not accessible. The column adjacent to and right of the image is incomplete and its relevance is not explained.
Generator tab is now appendix G. Picture has been removed and generators are listed directly in Excel.
62.
Section B CLIN X000l through X0008 reference FY while Section F referenced POP as CY. Recommend changing FY or CY to be consistent with the other.
Schedule B and Schedule F are not in conflict. Schedule F is not reflecting a Calendar Year. Schedule F reflects the period of performance. The Government funding is on a fiscal year basis and the performance period of performance crosses fiscal years.
63.
L-4.2 Volume II Technical Capability page limit: Are the following included in the 75 page limit: Resumes and the Cross Reference Table.
The Resumes and Cross Reference Table do not count against the 75 page limit.
64.
L-5: Please clarify who receives the Protected version of the Price/Cost Volume. Does it go to DCAA?
L-5 revised to provide further clarification.
65.
L-5.2 Affordability - is it correct to assume that the $6.54M for X00l, X002, X003, X004, and X006 is for the first year contract POP? Why is X006 included in this amount when it is CPFF and the other CLINs referenced are FPI?
$6.54M is the annual budget for CLINs X001, X002, X003, X004, and X006. The $6.4M is not the cost of the first year PoP. Although X006 is CPFF Launch Support requirements are included in the PWS, therefore it will be evaluated as part of the total evaluated price.
66.
L-5 Table 1 column Overhead Percentage: In L-5.7.1.8 there is a reference to providing a breakdown showing fringe benefits rates. Recommend that this column be split to show OH and Fringe separately.
Agree. Table 1, Breakdown of Rates, was revised to reflect separate columns for Overhead and Fringe.
67.
L-5 Table 2: Where is table 2 referenced in section L-5?
L-5.7.1.8 has been revised to describe Table-2 information.
68.
L-5.7.1.15 Fixed Price Incentive: Please provide more information on this type of bid other than the FAR?
Our basic guidance on the Fixed Price Incentive Contract is the FAR, DFARS, etc. The basic elements of a Fixed-Price Incentive (Firm Target) contract type are 1) Target Cost, 2) Target Profit, and 3) Target Price (sum of the target cost and profit. There is also a ceiling price (maximum that can be paid to the contractor). 4) There is also a profit adjustment formula or share ratio Under-target costs, and Over-target cost. See FAR 16.403-1, DFARS 216.403-1.
69.
L-5.7.1.16 Downward Pricing: Given the fact that this is a services contract with established SCA and CBA rates, please reconsider the downward pricing requirement.
It is the Air Force’s goal to achieve downward pricing for the out years, due to gained efficiencies or innovation by the contractor. This does not prohibit future adjustments for SCA or CBA increases.
70.
L-6.2: Where at VAFB is the Technical Reference Library? Additionally, what are the hours of access? Is an appointment needed?
The Tech Ref library has been removed. All applicable data will be provided in the bidder’s library at FedBizOpps.
71.
L-6.4.2 (3): Please list the staff certification requirements by job position.
Mandatory staff certifications are required for the Pressure Vessels (see section 4.10.1) and LPS (AFI 32-1065).
72.
L-7.3 (4) (ii) & (iii): Is a 11 x 17 page considered 1 page or 2 pages in the page count.
11X17 page will be considered 2 pages.
73.
M-1.1 LPTA: This type of source selection is not conducive to the Air Force receiving best-in-class services. Historically it has resulted in employees as well as the customer bearing the blunt of a cost shootout. Evaluating a contractor as acceptable based on just meeting minimum requirements in no way achieves your goal to ensure the high performance confidence levels required for Range support of equipment and facilities is maintained. Please consider this solicitation to best value.
LOSC does involve complex services, however, a complete risk analysis was made during the Acquisition Strategy, and it was determined that risk existed in the critical areas of the requirements, however, the risk was mitigated in each instance.
74.
M-2.6 (a) Total Evaluated Price: The sum of the FPIF CLINs Ceiling Price shall constitute the total evaluated price; however, in L-5.7.1.5 and in Table 2 CLIN X006 which is CPFF is included. But M-2.6 (b) has a different definition for the total evaluated price. Please clarify which CLINs are included in the total evaluated price.
The RFP at M-2.6(a) and (b) have been revised to clarify the TEP. TEP is correctly defined in M-2.6(a). M-2.6(b) now provides info on non-TEP CLINs. L-5.7.1.6 and Table 2 CLIN X006 is correct.

82.
CLIN X001 PWS 6.8.1: Is the CCMS GFE; because the PWS only states that the Contractor shall use and does not state to provide the CCMS? If provided as GFE, what is the CCMS software (E.g., Maximo)? Is there a cost to the Contractor to maintain the CCMS license and if there is does this cost fall under CLIN X008?
30 CE’s IWIMS system is GFE. The CMMS is to be provided and maintained by the LOSC contractor. All licensing requirements listed in 6.14.3 shall be followed. Database maintenance would fall under CLIN X001, costs associated with CMMS licenses would be charged to CLIN X008.

There is no requirement for a Past Performance Volume or for sending a PPQ to validate past performance claims. How will the Air Force evaluate and validate technically acceptable performance if the contractor is not required to provide proof that they have ever performed the PWS?
Past Performance is not being evaluated as part of this RFP. Please Review sections L&M for evaluation criteria.
The solicitation will be evaluated using Lowest Price Technically Acceptable (LPTA) Source Selection procedure IAW FAR 15.101-2. Best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. Non-cost/price factors are not used to rank proposals under LPTA. Satisfactory performance is required under LPTA. Determination of Responsibility will be conducted prior to contract award for the apparent contract awardee validating the awardee meets all pre-conditions set forth in FAR 9.104-1.

Will the Government provide copies of the Compliance Documentation called out in PWS Para 9.1?
Majority of the Compliance Documentation can be pulled from the Air Force E-Publishing website: http://www.e-publishing.af.mil/ If you are unable to pull the required compliance document from E-Pubs please submit your request to the PCO.

Pages 2 through 38, Section B: Fill-in lines for Estimated Cost are missing.
Our Contract Writing System, PD2, does not provide fill-in lines for Estimated Cost in Section B. A Word version of Schedule B will be posted and it will have the fill-in for estimated cost.
93.
Section B: CLINs X008 state “Contractor to furnish all materials, equipment, and other Reimbursable Items in support of CLIN X001.” CLINs X002, X003, X004, X005, and X006 state “provide labor and supervision” with no mention of materials. We understand materials, equipment, and other reimbursable will be included in the Task Assignments.
a). Do offerors propose materials, equipment and other reimbursable items for CLINs X002, X003, X004, X005, and X006 or are these costs also included in CLIN X008?
b). Regardless of answer to a) above, where is the line drawn between organic LOSC labor and subcontract support. There is potential for conflict/abuse if this line is not clearly understood. A potential example is subcontracting for elevator inspections—in this example, not organic LOSC “labor and supervision”—but would be “other reimbursable items in support of CLIN 001” (and perhaps CLINs X002, X003, and X004)—and is a PWS 4.10 requirement.
a). CLIN X008 covers the material costs for CLINs X001-X004 and X006.
b). The subcontracts to perform the basic contract would fall under the applicable CLIN. In this instance of Pressure Vessels, e.g. para 4.10, the contractor will build the cost into CLIN X001.
94.
Section B and PWS 5.1: CLINs X007 state “provide labor and supervision” with no mention of materials, equipment and other reimbursable items but PWS 5.1.2, which maps to CLINs X007, states “includes…..materials/subcontract costs.”
Revised CLINs X007 to include materials/subcontractor costs”.
95.
Section B, PWS 2 and PWS 4: Section B CLIN X001 states “perform services described in PWS 4” only. PWS 2 states PWS 2 Program Management costs map to CLIN X001.
Revised CLIN X001 to include “paragraph 2, Program Management”.
96.
Section B, CLINs X002: The item states services described in PWS 4 only but PWS 8 also maps to CLIN X002.
Revised CLIN X002 to include “paragraph 8, MDA Facility/RP Requirements”.
97.
Section B CLIN X006 and PWS 7: Will workload indicator data be provided to assist with basis of estimate development?
Additional workload data will be added to the bidder’s library for Launch Support/Task Assignments.
98.
The RFP uses inconsistent terminology regarding contract type for LOSC CLINs X001 through X004. Examples are:
Page 46, G-3 SUBMISSION OF INVOICES, a. “the Fixed Price CLINs”
Page 57, 52.216-16 INCENTIVE PRICE REVISION--FIRM TARGET (OCT 1997)
Page 112, 52.216-1 TYPE OF CONTRACT (APR 1984), “a Firm Price Incentive (Firm Target),….contract”
Page 120, Table 3 CLIN Breakout summary, “Fixed Price Incentive Firm Target”
Page 121, L-5.7.1.15, “Fixed Price Incentive-Firm Target CLINs”
Page 128, M-2.6, a. “all Fixed-Price-Incentive (FPIF) CLINs” Appendix I: Services Summary Items and Objectives, 1.1, “Fixed-Price Incentive (FPI)” We do not believe the term “fixed price” is correctly applied here since cost revision occurs if the actual costs do not equal the target cost, there is incentive to control actual cost to less than actual, and the government shares in cost risk if costs exceed target cost up to the ceiling cost.
CLINs X004-X004 are Fixed-Price-Incentive type CLINs.
G-3 was revised to reflect Fixed-Price Incentive CLINs
Revised 52.216-1 to reflect “Fixed-Price Incentive (Firm Target)”.
Revised Table 3, CLIN Breakout Summary to “Fixed-Price Incentive (Firm Target) Revised L-5.7.1.15 to reflect “Fixed-Price Incentive (Firm Target)” Changed as follows: “Fixed-Price Incentive (Firm Target)” Revised M-2.6 to “Fixed-Price Incentive (Firm Target)” Revised Appendix I, Services Summary Items and Objectives, 1.1 to Fixed-Price Incentive (Firm Target). The term fixed price is applicable here because IAW FAR 16.204, Fixed Price Incentive Contracts this contract type provides for adjusting profit, and establishing the final contract price by a formula based on the relationship of final negotiated total cost to total target cost. .
FAR 16.403-1 refers to Fixed-Price Incentive (Firm Target) Contacts. CLINs X001-X004 are Fixed-Price Incentive (Firm Target) CLINs.

Page 40, Clause 52.246-11 states “The Contractor shall comply with the higher-level quality standard of ISO 9001:2015 or latest version.” Page 123, L-6.4.3 states “The contractor shall ensure that the QMS complies with International Organization for Standardization (ISO) 9001-2008 or an equivalent standard.” We believe you intended ISO 9001:2015 in both places since the 2015 standards supersedes the 2008 standard.
L-6.4.3 was revised to reflect “(ISO) 9001-2015”

Page 115, L-3: If a company had their accounting system reviewed and approved by DCAA in connection with a Pre-Award Survey for a different USAF RFP within the past year, will they still be required to provide information for another DCAA/DCMA review as part of the Pre-Award survey for the VAFB Launch Operations Support Contract?
Section L-5 has been revised to reflect that the Introduction to the Price/Cost Vol (I) should include a cover sheet that contains the name, address, and telephone number of the DCAA Office that is responsible for the offeror’s audit review including whether the DCAA office approved the Offeror’s estimating system. If an agreement was reached with government representatives on use of forward pricing rates/factors, identify the agreement, include a copy, and describe its nature.

Page 116, page limit ** note: The note indicates the Property Management Plan, Quality Plan, and Mission Essential Plan are not included in the page count. There is no Property Management Plan nor Mission Essential Plan required to be submitted in accordance with the current instructions.
The Quality Plan is referred to as Quality Control Plan in L-6.4.3 and Quality Management Plan in CDRL A011.
Revised the note regarding the page limit to remove Property Management Plan and Mission Essential Plan.
Revised L-6.4.3. to Quality Management Plan.
102.
Page 122, L-6.2 & Page 123, L-6.4.3: These sections address a “Quality Control Plan” and state the requirement for the offerors to present a “Quality Control Plan for Government review and approval.” The CDRL Package includes a requirement for CDRL A011, Quality Management Plan.
Are these the same? If so, we believe Quality Management Plan is the better terminology.
For L-6.4.3, is the requirement for the proposal to provide an overview of the proposed Quality Management Program or the submission of CDRL A011?
If the requirement is to submit CDRL A011 with the Volume II, is the QMS Plan to be integrated into the proposal structure or be a standalone document/attachment to Volume II L-6.2 and L-6.4.3 has been revised to a Quality Management Plan
L-6.4.3. requires the contractor to submit a Quality Management Plan
The CDRL A011, Quality Management Plan, is not part of Volume II.
103.
Page 122, L-6.3: The requirement for a cross reference matrix is specified. The cross reference matrix is normally not included in the page count. However, the cross reference matrix is not included in the items exempt from page count listed on page 116.
Revised the note ** for L-4.2 to include Cross Reference Matrix in the exception to the page limitation.
104.
Page 122, L-6.4.1 and Page 123, L-6.4.2(4) and related Section M-3.2.1 evaluation factors:
a). L-6.4.1 states “first day of Option 1” is one year later than the base period.
b). L-6.4.1 and L-6.4.2 breaks the LOSC phase-in and program management activities into two separate but overlapping Section L instructions. Recommend either 1) make L-6.4.1 purely phase-in and L-6.4.2.purely program management following phase in (our preference); or 2) eliminate the current L-6.4.1 because of redundancy to L-6.4.2.
c). M-3.2.1 maps exclusively to L-6.4.2—there is no evaluation factor for L-6.4.1. This indicates elimination of the current L-6.4.1 may be your preferred approach.
Revised L-6.4.1 to “first day of the basic contract” Revised L-6.4.1 changed to “Phase-in” Revised L-6.4.2 changed to “Organization and Staff”
M-3.2.1, para d refers to phase-in.
105.
Page 124, L-6.5.6(a) and Page 132, M-3.2.8(a): Reference to phrase “relative experience in taking over existing, large equipment inventory RCM programs.” The statement implies that the “existing” RCM program is mature and that the challenge is “taking over the existing, large inventory RCM program” and the preservation of the RCM work accomplished by the predecessor contractor. Is that a correct understanding of these references?
RCM data completed by the incumbent contractor will be provided to the winner of the contract during the 30 day phase-in, but this does not relieve the contractor of meeting the RCM requirements listed in section 4.3. If incumbent data can be used, great. If not, or existing data does not meet the full requirement of the current requirements the contractor will need to complete that work.
106.
Page 124, L-6.5.6(a) and Page 132, M-3.2.8(a): A requirement for RCM staff members to have “certification to run a RCM program” is indicated. Should this be a training and experience requirement versus a certification?
RCM certification is highly recommended but not required. If the offeror can demonstrate a solid understanding of RCM without certification that would still be deemed acceptable.
107.
Pages 125 and 126 reference Section H either directly (L-7.7) or indirectly (L-7.1-3 and L7.5) but no Section H.
There is no Section H. All references to Section H have been deleted.
108.
Page 124, L-6.5.4, PWS 2.7 and Appendix H: Environmental requirements are specified in PWS 2.7, the Program Management section of the PWS. PWS 2.7 also directs compliance with Appendix H, LOSC Environmental Requirements, detailing a large breadth of environmental requirements for the LOSC. L- 6.5.4, the instructions for the environmental content of the proposal, is located in the Operations Subfactor rather than the Program Management subfactor. L-6.5.4 also appears to narrow the discussion of environmental management approach to the operation of generators. Additionally, L-6.5.4(c) addresses LOSC environmental staff and experience, a program management activity. We appreciate the fact that large scale generator use may have environmental challenges in Santa Barbara County but believe this approach shortens the breadth of the environmental program discussion. We suggest:
a). Add instruction(s) to the Program Management Section L that addresses the breadth of the environmental approach including environmental staffing requirements.
b). Delete the current L-6.5.4 or replace with instructions pertaining to generator operation or some other O&M aspect of the PWS such as PWS 7 MDA Comm.
As stated, Appendix H, LOSC Environmental Requirements details a large breadth of environmental requirements for the LOSC. The offerors must comply with these requirements. It is felt however, that it is critical to the operation of the generators that we ensure the offerors have the correct environmental staffing with experience in working in California or Santa Barbara, and that the contractor demonstrates their knowledge of impacts from large scale generator use.
