APPENDIX I: SERVICES SUMMARY ITEMS AND OBJECTIVES
1. SERVICES SUMMARY INCENTIVE OBJECTIVES
1.1 The use of a Fixed-Price Incentive (FPI) performance based contract structure is intended to provide a positive profit incentive for effective cost control. This vehicle is intended to motivate the contractor to implement cost control strategies without sacrificing quality or performance. The performance thresholds specified in subsection 2 (below) will be used as a basis for quality assurance and customer satisfaction to review if Option year contract continuation is maintained.
1.2 Contract line item numbers (CLIN) are to be established as follows:
CLIN 0001
Page 3 of 8 Appendix I
Notes:
1. X represents the year of the contract whether Basic or Option year.
The following table defines the Performance Based Objectives that will be used to evaluate overall Contractor technical and management performance beyond basic cost control for this FPI contract. The result of the below referenced metrics shall provide the foundation for evaluation of the awarding of follow on Option year efforts beyond the Basic contract award period and also be used in the submittal of CPARS evaluations.
Because of the interdependency of total cost, the Contractor’s technical performance, and defined contract delivery goals, the cost incentive (or total contract cost) will also be weighed against circumstances evaluating superior technical performance or delivery results when the cost of those results outweigh their value to the Government. Any case that may fall into the area where cost is being offset by superior technical performance or delivery results will be negotiated with the Government prior to incurring cost impacts.
