Sol FA4610-15-R-0002, LOSC Industry Day 18 Aug 16.

Comment: The UPS system seen at B1768 is not part of the LOSC contract. LOSC does not M&R UPS systems.

# Question Answer

1. Phase-in period is 3 Jun 17 through 2 Jul 17.

Will June and July be partial payment months?

Phase-in will be limited to one month. Phase-in is 3 Jun – 2 July, and partial payments will be made for Jun and Jul.

2. How often do generators run? Operation of the power plant is driven by launch customer requirements. The uncertainty of this requirement is the reason CLIN X005 is a plug number and is not evaluated as part of the Total Evaluated Price.

From a ceiling standpoint the Permit-To-Operate, located at Bidder’s Library, posted 16 Aug 16, item #8, states, “the combined hours of operation of the turbines on natural gas shall not exceed a total of 2,908 turbine hours per calendar quarter…”

3. Is Power Plant scheduled to shut down in 10 years?

That has been discussed, there is nothing set at this time, and if it is that will not be done under this contract since this is a 5 year contract.

4. How is operations support funded, by launch customer, 30 SW or ??

The Power Plant, Building 525 is listed in Appendix A CLIN 4 and day-to-day M&R is funded by 30 LCG.

When the SVPP is brought online in direct support of a launch campaign the work will be assigned via a task assignment (TA) and funded by the launch customer.

5. Is this plant considered prime or back-up power during operations?

The SVPP can be used for both prime or back-up power, but is often prime when supporting operations.

6. Is the plant only natural gas or does it have diesel capability?

SVPP has the capability to run on both diesel and natural gas, but due to environmental requirements it’s almost always run on natural gas. Diesel would only be used in an emergency situation.

7. Who maintains generators? A list of generators maintained by the LOSC contractor can be located in Appendix G. All other generators are maintained in-house by 30 CES.

8. Is contractor repairing the J, A & E turbine corrosion?

There is an ongoing project under the current LOSC contract to replace the existing stacks on units A and E from the first horizontal flange of the catalyst bed to the stack outlet. This project will be completed prior to Phase-In.

# Question Answer

9. Will we be able to see the comm room/equipment?

Due to scheduling conflicts we were not able to include Bldg 1768 comm room in our site visit. However, a list of the MDA Launch Communication Systems can be found in Appendix J.

10. What level security clearance is required? After further discussions with MDA it was agreed we can downgrade the Facility clearance requirement to Secret.

The need for a Top Secret facility clearance is no longer required. The DD254 has been updated to reflect this change. (See posting 13 Sep 16, item #13.)

11. What about the UPS at Bldg 1768, does this contract maintain them?

UPS are maintained by a separate contract out of Hanscom AFB (HAFB).

12. Are the generators diesel fuel? With the exception of the Cummins GTA28 at B475 (Propane) all other generators in appendix G are diesel.

13. How many hours per year are generators approved for?

The majority of generators are limited to 50 annual hours.

Emergency-run hours are not counted against the annual limit but must be approved by 30 CES. Please see the Permit to Operate (PTO) for individual requirements for each generator. The PTO is listed in the Bidder’s Library and listed both in Section 9, Supporting Documentation and referenced in Appendix H – Environmental Requirements.

14. Will the SCADA install project at B8510 transition to the follow-on LOSC?

No, the, MDA SCADA project installation will be completed prior to transition. SCADA monitoring will not be required at Bldg 8510, however. M&R of the SCADA system will be part of the LOSC contract. B8510 is listed in Appendix A.

15. What is the interaction with the LISC contract? Launch and Test Range System (LTRS) Integrated Support Contract (LISC) is responsible for Prime Mission Equipment (radars, CT sites, telemetry systems, MFCC, etc.). They are also the designated Facility Manager for some of the bldgs LOSC services. Coordination with LISC will be required, but there is no overlap in equipment covered by the two contracts.

16. What are the hour restrictions on the generators? All generator run time restrictions are documented in the Permit to Operate (PTOs).

17. How big is the generator at B8510? The generator at B8510 is 1100KW.

18. There is no TAB 2 on NOTE 3 of workload data spreadsheet

CLIN X006 workload data (Tab 2) has been posted to FedBizOpps on 13 Sep 16, Item #20, Bidder’s Library, LOSC Workload Data.

19. There are two different timelines for the offer we submit to be valid, 270 days or 190 days?

The RFP is being amended to correct the offer submittal acceptance to 270 days.

20. Which ISO standard is to be used? Two are called out. 2008 and 2015?

The RFP has been amended to correct the ISO standard to 2015.

21. CACRL listing is not included?? The RFP has been amended to update Appendix L to include a listing of Test Equipment, hand tools, and CLIN X006 GFP and CA/CRL. There are only two CA/CRL items.

22. Question and Answer #42; PWS 6.8: Again, perhaps our question was not precise. Your response was that there is no capability to import or export from IWIMS.

a) Is there a capability to generate electronic reports from IWIMS that are limited to LOSC work orders with related information for a range of dates?

b) Does the 30 SW currently have the license for Maximo/TRIRIGA/NexGen?

a) Yes, there is a capacity to generate electronic reports from IWIMS limited to LOSC work orders for a range of dates.

b) No, currently there is no plan to use Maximo or NexGen. TRIRIGA will be replacing CE’s current CMMS (IWIMS) no earlier than Spring 2017. When implemented the government will have licenses and will provide two copies to the LOSC contractor. Additional licenses can be requested if required. We currently do not have a license for TRIRIGA.

23. Attachment A, Facility Responsibility List:

a. Can the facility list be provided in Excel format?

b. There are numerous facilities on the Master Building List, pages 8-18 that are not included on the CLIN x001, x002, x003, or x004 pages. We assume this is a master list encompassing more than LOSC responsibility. Is this correct?

c. Please provide more details on Facility XUMU # 974. Is this a single facility?

d. Facility #763 is listed three consecutive times but appears to be three distinct facilities.

Please clarify.

e. Facility #1777 is on both the CLIN 1 and CLIN 2 list although with different descriptions.

Is this one or two facilities?

a. The facility listing will be provided in excel format, file name is Appendix A - Building Listing 13Sept16.

b. No, our intent was to provide a list only for LOSC.

After making the changes below the master list should match the facilities listed in CLINs X001, X002, X003, and X004.

c. B974 is the main employee work area for the Hypergolic Storage Facility. The LOSC contractor will be responsible for certification of the PVs at the HSF, the 974 building itself is not covered for M&R and has been removed from Appendix A.

d. B763 is one facility. The Master Building List description for B763 has been updated and repeat entry’s removed. (only listed in CLIN 2)

e. B1777 is one facility and is listed in CLIN 2. CLIN 1 reference has been deleted from the Master Building List.

24. Section L, para L-4.1 table and footnotes, para L-

5. There is inconsistency with the number of electronic Price/Cost Volumes. The table and footnote do not address the electronic copy that will be sent to the cognizant DCAA office. Will it be protected or unprotected? L-5 Does not include the requirement for a protected copy in addition to the unprotected copy.

RFP Section L, para 5, has been revised to reflect provide a protected copy to the cognizant DCAA office.

25. CDRLS: Inconsistency and confusion with Blocks 10, 12, 13. Examples: A009 due 15 May with quarterly frequency and subsequent submissions 15 DARP; A029 with weekly submission frequency; A011 see Blk 16 with no related information in Block 16.

CDRL A009 first submission has been changed to reflect

60 DAC.

CDRL A029 frequency has been changed to reflect One time and revisions.

CDRL A011 first submission has been changed to reflect 60 DAC with a frequency of One time and revisions (must be reviewed annually).

These changes have been included in Amendment 0002 to the RFP.

26. Re. Missing workload indicators: While the Government has provided a complete list of equipment and facilities, the workload indicators (WLI) data normally provided with a RFP of this nature are minimal. As a simple example, PWS paragraph 4.3.5.4 requires a FMECA for assets over $100K, yet there are no data provided that would allow calculation of the expected number of analysis. A more complex example is the lack of historical statistics for unscheduled (repair) actions. An estimated launch rate and scrub rate would also help cost estimation. Without adequate Government provided WLIs, it will be challenging to apply contractor metrics to determine adequate staffing. Will the Government be providing additional WLIs?

Data on FMECA for assets above $100K is not available.

However, LOSC 2015 Service Calls is provided in the bidder’s library to assist the offerors. Service calls with an Urgent (UR) and Emergency (EM) priority are unscheduled repair actions. EM priority WOs have a two hour response time requirement and may require OT.

WLIs associated with launch rates and scrub rates are not applicable. Launch workload will be covered under CLIN X005 and is not considered as part of the total evaluated price. The Government at L-5.2 provided their budget for task assignments and Other Services/Task Assignments (CLIN X005 & X007) is between $2M-$4M per fiscal year (includes material costs). Launch rate and scrub rate information is provided in slides 12-13 of the Industry Day Presentation.

27. Re. L-5.7.1.7.2, Table 1.

a) Since CBA labor category rates for the CLIN x001, x002, x003, and x004 are subject to the FAR 52.222-43 rate adjustment clause, they will not be escalated past the rates provided for 10/1/2018 for these CLINs. The instructions for Table 1 requests escalation for all the option periods. Will the Government please extend Appendix A and provide a normalized escalation rates for the purpose of filling out Table 1?

a) Para L-5.7.1.7.2, Table 1 requests the information necessary for evaluation of the Forward Pricing Rates in accordance with M-2.6.

b) The Government has included the Davis- Bacon General Decisions. Because of the broad nature of potential Task Assignments for CLIN x007, it is unclear if the Government is expecting D-B labor categories in Table 1. Does the Government expect to see D-B categories priced in Table 1? If so, please provide a normalize escalation rate.

c) Section M-2.6c says that the Table 1 rates will not be used in the Total Evaluated Price calculation. Do these rates play any role in the Section M award evaluation? Is it correct to assume that there would be a negotiation of the FPRA (Table 1) after award?

b). The FPRA rates for LOSC are being used to establish baseline for pricing TAs. The FPRAs allows the Government and contractor to save time in pricing the TA. The offeror determines what labor categories or groups of categories to use in Table 1. The RFP requires the contractor to escalate the labor rates into the out years. The escalation rate is not identified in the RFP.

The offerors will establish that rate. The rate can be established via the historical rate increases in the CBA.

c) The government will evaluate IAW M-2, the CPFF CLINs X005 & X007 proposed rates for Task Assignments using various cost analysis techniques IAW FAR 15.404-1(c)to ensure a fair and reasonable and realistic rates.

28. Re. Tables 2 & 3 Cost Volume Instructions:

a) Is it correct to assume that the data requested for Section L paragraph L-5.7.1.8, Table 2, do not include Fee?

b) Assuming a. is correct, then Table 2 data would flow directly to the “Target Cost” and “Est Cost” fields in L-5.7.1.9 Table 3. Is this correct?

c) It is unclear what data are to go in the Table 3 column headed as “Cost Reimbursables”. Please clarify.

a) Table 2 is a Roll-Up Summary of the total of all CLINs and should include fee.

b) Table 2 is a Roll-Up Summary of the total of all CLINs, to include fee. Table 3 is a CLIN Breakout Summary and reflects the cost elements to be provided for the FPI and CPFF CLINs. For example, for the FPI CLIN the offeror is being asked to provide the Target Cost, Target Profit, Target Price, and Ceiling Price. The offeror is being asked to provide the total estimated cost, and then the fixed fee for the CPFF CLINs.

c) Table 3. That Cost Reimbursable column has been deleted from Table 3.

29. Document "LOSC Workload Data", refers to CLIN 6 workload data in the heading, but does not contain such data. Please provide the missing CLIN 6 Tab 2

CLIN X006 workload data (Tab 2) has been posted to FedBizOpps on 13 Sep 16, Item #20, Bidder’s Library, LOSC Workload Data. .

30. Section L, para L-3. We previously asked a question regarding L-3 which is addressed at #100 in the 12 Jul 2016 Question and Answers.

Perhaps our question was not clear as the response refers to paragraph L-5. Paragraph L-3 states “the offeror may be required to participate

According to the DCAA Contract Audit Manual, if a prior preaward survey of a prospective contractor’s accounting systems has been performed and it is relatively current, it should serve as the basis for the current in a pre-award survey…” which is a non-trivial task occurring concurrent with end-game proposal development or Evaluation Notice response preparation. Our question is: will a satisfactory pre-award survey conducted in mid- 2015 in concert with another AF acquisition satisfy this potential requirement?

examination. DCAA would determine if the 2015 preaward survey is relatively current.

31. This is a Lowest Price Technically Acceptable acquisition. Our understanding of the Section M Basis for Contract Award is that a price evaluation is performed on all proposals before conducting a technical evaluation on the lowest price proposal. The Cost evaluation consists of verifying proper downward pricing, balanced pricing between CLINs, proposed rates for CLINs x005 an x007, and cost realism for CLIN x006. The Total Evaluated Price will consist only of CLINs x001, x002, x003, x004 excluding

CLIN 0001.

a. The lowest price responsive proposal must meet proper downward pricing, balanced pricing between CLINs, and cost realism for CLIN x006. Is this correct?

b. The proposed rates for CLINs x005 and x007 do not influence the Total Evaluated Price based on M-2.6c. “…will not be used in the government’s computation of Total Evaluated Price…” Is this correct?

a. The proposals will be evaluated in accordance with Section M of the RFP.

b. The TEP and its relation to the various CLINs is clearly defined in Section M. The TEP will be evaluated in accordance with Section M.

32. PWS 7.2 is titled “MDA Launch Comm Requirements (CLIN X006)” and PWSs 7.2.1 through 7.2.8 plus 7.2.17 describe communications requirements for support to MDA. However, PWS 7.2.9 through 7.2.15 security work, and PWSs 7.2.16, 7.2.18 and

7.2.19 describe other requirements that appear to be beyond the scope of Comm. Are these requirements related only to comm? If these are not comm requirements, we recommend PWSs

7.2.9 through 7.2.15 be reorganized under a 7.3 MDA Security Requirements and 7.4 Other Support to MDA? And also please provide the associated workload data.

The PWS was revised with amendment 0001, to revise paragraph 7.2 to read: MDA Launch Customer Requirements. SubParagraphs 7.2.1, System Operations, Maintenance, and Sustainment and 7.2.2, Maintenance Support and Security Services have been added.

33. CLINs x001, x002, x003, x004 are described as, “All Labor and Supervision necessary …”. Is it correct to assume that vendor provided services are part of the normalized price given for the “Other Reimbursable” CLIN x008? An example would be elevator certification from a State certified inspection vendor.

The offerors should comply with the description for x001, x002, x003, and x004 in pricing their proposal.

34. RFP instruction L-5.7.1.7 requires, “All cost and price information shall be traceable by WBS code at the CLIN level for the base and all option years.” Is it correct to assume that the Government expects a presentation of data that has Labor category and the element of cost (EOC) build-up at the lowest level for each CWBS associated with each CLIN for each year?

Paragraph L-5.7.1.7 addresses FPRA rates. Its subparagraphs describe what information should be included in the cost associated with the offerors cost breakdown. L-5.7.1.7 also includes a table to assist the offeror in presenting the proposed cost data.

35. RFP instruction L-5.7.1.7 also requires, “The costs associated with the Offeror’s labor approach as proposed in Volume II – Technical shall be cross referenced to Price/Cost section including chapter, page, paragraph, etc. and identify the labor categories with the associated hours/rates and the Offeror’s established work breakdown structure (WBS) code.” While there is a requirement for the Technical Volume to present labor by organization breakdown structure (OBS) and CWBS, there is not a requirement to include the CLIN breakout.

Compounding the conundrum about how to cross reference is illustrated in question 6 above which shows that the Cost Volume does not have a roll-up by OBS.

To meet the cross-reference instruction L-5.7.1.7, will it be sufficient to include a Volume 2 reference to the cost table similar to Item 6, even though the reconciliation will only be possible at the contract period and total headcount level?

Volume 1 and Volume 2 have separate submission requirements. Paragraph L-5.7.1.7 requires cost information related to the FPRA. Para L-5.7.1.7 requires specific information relating to CLINs X005 & X007.

36. Re. Omission of CBA rate tables in the final RFP: The CBA rate schedule and CBA text that was provided in the earlier Draft RFP was not included in the documents released as the “Final RFP.” Is it correct to assume the information from May 13 is still valid and should be used for final price estimation?

Appendix 9 was inadvertently omitted from the 15 Aug RFP. However, the documents were posted with amendment 0001 on 13 Sep 16.

37. PWS paragraph 4 states, “The contractor shall provide maintenance and repair (M&R) support for all P&E associated with buildings listed in Appendix A, and as listed in appendices B-G & J.” Appendices M and N are not included in this requirement.

a. Is it correct to assume that the equipment given in Appendix N is covered by the requirements of PWS paragraph 4.0?

b. Is it correct to assume that Appendix M is informational, only, since there are many discrepancies in the correlation between Appendices A and N?

a. Appendix N is the P&E associated with buildings listed in Appendix A. Therefore, Appendix N is covered by Paragraph 4 of the PWS.

b. Appendix N usually provides the most detail on the facilities listed in Appendix A. If information for a facility cannot be found in Appendix N then the offeror should reference Appendix M.

38. Appendix B contains a section labeled as the Master Equipment List and then there are sections for each of the CLINs. Listed below are equipment items in the Master that are not assigned to a CLIN. Are these equipment items to be included in the PWS M&R requirements?

If so, please provide the CLIN assignments.

1631s: Added to CLIN1 as part of the Amendment 0001 posting to FBO on 13 Sep 16.

12006: Added to CLIN 1 as part of the Amendment 0001 posting to FBO on 13 Sep 16.

21202s: Added to CLIN 1as part of the Amendment 0001 posting to FBO on 13 Sep 16.

525: The generator was removed because it is included in Appendix A 8314s: The power supplies were removed because they are listed in Appendix G 9320 The Air compressor: was added to CLIN 1 as part of the Amendment 0001 posting to FBO on 13 Sep 16.

9327s: The electrical system, heater and mechanical systems were added to CLIN 1 as part of the Amendment 0001 posting to the FBO on 13 Sep 16.

42. Appendices C, D, E, F, and G provide CLIN assignments for each line item. Is it correct to assume that these assignments take precedent over assignments derived from Appendix A?

There should not be any contradictions between CLIN listings in C, D, E, F, and G and Appendix A. If there are Appendix A takes precedent.

43. L-6.5.2 South Vandenberg Power Plant (SVPP)

b. Discuss Offeror’s approach to maintaining the GE Series Six Programmable Logic Controller, South Vandenberg power grid/substation configuration (including the multiple substation configuration scenarios used), the use of dual-fuel injection systems and fuel switching procedures, load bank operation, and permits necessary to operate SVPP.

Please provide "multiple substation configuration scenarios" as stated in L-6.5.2 b.

Amendment 0001, released on 13 Sep 16, Section L-6.5.4.

deleted the requirement for multiple substation configuration

44. The following questions concern the workload files and permit references in PWS Section 9.1 recently provided by the Government:

a. 1-LOSC_Workload_Data_r1_7_26_16.pdf (Q1-Q2)

b. 7-LOSC_2015_Service_Calls_7_26_16.pdf (Q3-Q4)

c. PWS Section 9.1 (Q5)

1. After converting the Workload_Data file to an Excel spreadsheet, an analysis was completed.

There were 6,145 entries that totaled to 36,424 labor hours. Using a rough figure of 1,820 productive hours per Full Time Equivalent (FTE), this equates to approximately 20 FTE.

The following questions arise:

a. There were over 100 Facilities that did not map through Appendix A to a CLIN. Is it correct to assume that all of the facilities in this file are to be part of this contract? The totals given above assume that they are and a pro-forma CLIN mapping was accomplished.

b. This table does not include a code to identify the “WO Type”. Is the Preventive Maintenance program included in the 6,145 entries? It would be beneficial if the type of work being performed could be identified.

c. The introduction to these data says that “Requirements for existing contract do not match 100% with the follow-on requirements.

Additional requirements have been added to the follow-on that aren't reflected in this data. This information is provided for informational purposes only.” Having sound workload data is a critical component of the staff estimating process. What is the Government’s assessment of the work scope covered by the 20 FTEs from this table?

1. The information provided in Workload_Data file represents hours spent at each location. The information was provided to help give the offerors an understanding of the locations that will require the most effort. The hours are not all inclusive and only identifies direct labor hours for work at the site. The hours do not include management, logistics, engineering support, etc.

a. A complete scrub of the Appendix was completed.

All buildings should be correctly mapped to a CLIN.

The facilities to be included in the contract are those identified in RFP documents.

b. Preventative maintenance performed on location would be included in the hours listed. Any preparation work, e.g. ordering of parts, is not included in the workload data.

c. The workload provided will give the offeror’s a sound understanding of the M&R required at each location.

This information can then be used as a base to develop an overall cost for M&R of facilities and equipment for CLINs 1-4. The LOSC Workload Data_r1 file in the bidder’s library has also been updated to include workload data associated with CLIN 6 work.

45. There are a little over 1,600 Service Call records.

How does this count correlate to the 6,145 records in the Workload_Data file?

The current contract Prioritizes work as Emergency, Urgent, and Routine. The follow-on contract revises the classifications to priority 1-4B. The data provided reflects that Service Calls with a priority of Emergency have the same 2 hr response time requirement as the Priority 1 follow-on and were provided to give offerors insight into the hours of support that may be required for Priority 1 service calls.

46. The Service_Calls file does not include hours but does include material cost. Is it correct to assume that all of the material costs is included in CLIN x008? On the other hand, does the 36,424 hours from the Workload file represent the labor expended for the Service calls?

Yes, material costs for service calls is covered by CLIN X008. The workload file would include any on-sight work performed in support of a service call.

47. Please provide a key for the “WO TYPE” column in the Service_Calls file.

The Service Calls file has been updated to include all definitions:

WO Type:

RPR= Repair PMNT = Preventative Maintenance OMNT = Other Maintenance

48. PWS Section 9.1 list a small subset of the known PTOs for generators and boilers operating at VAFB and the PWS does not include reference to Title V requirements. Are the un-listed PTOs and Title V LOSC compliance requirements? If so, please provide an update in PWS Section 9.1.

Section 9.1 has been updated. In 9.1 I, removed PTO 6117, 13342, 9223, and 12820 and Added PTO 13968.

Those old PTOs have all been rolled into 13968. 30 SW has one, large PTO that covers all the various equipment on base and at PPAFS. As new equipment is brought on or changes made to a specific piece of equipment the new/changed equipment gets an Authority to Construct (ATC) and then individual PTO. Every three years the new, individual PTOs are rolled into the larger base-wide PTO. The current basewide PTO has been included in section 9.1. Any individual PTOs or ATCs that effect LOSC equipment will need to be followed per Appendix H.

49. Will the government please provide clarification on all buildings and associated CLIN’s referenced within Appendix N in Appendix A? For example, in Appendix N, building 1886 is shown at Vandenberg, but there is no associated building in Appendix A to link to a CLIN.

A review has been accomplished and the Appendixes has been completed and buildings that do not link to an Appendix A have been removed or moved to Appendix B.

50. Will the government please provide launch support workload data to include number of launches, types of launches, and any additional, relevant workload?

Launch Support data is provided in slides 11-13 of the Industry Day Slides. While this information may be useful for planning manning levels, the launch support itself is covered by CLIN X005 and is not part of the Total Evaluated Price.

51. Reference PWS 6.8. Can the Government clarify if the CMMS will be government provided? If yes, what CMMS software is the Government planning on acquiring? Please identify the brand`, what version will it be?

30 CES current CMMS is IWIMS, however, there is a planned transition to TRIRIGA no earlier than Spring 2017. All requirements listed in PWS 6.13 must be met using 30 CES’s CMMS. It is our assumption that the contractor will establish a separate CMMS to track additional information other than what is listed in section

6.13 (Central Data Library, RCM data, financial data, etc).

If this is correct the contractor will need to ensure their CMMS follows the requirements listed in PWS 6.8.

52. Reference PWS 6.8. Will the contractor be allowed to extract data (electronically or flat file) from the government provided CMMS?

Electronic extraction from IWIMS is not available. The winning contractor will receive flat files for all the data on Capella, Call Henry’s CMMS being used for LOSC.

53. Reference 6.8.2. If the CMMS is to be contractor provided, can the Government please clarify if the contractors CMMS must reside on the NIPRnet, and provide specifics on the minimum requirements for the CMMS?

30 CES currently uses IWIMS and there is a planned transition to TRIRIGA expected to happen no earlier than Spring 2017. All requirements listed in PWS 6.13 must be met using IWIMS and TRIRIGA upon its implementation in Spring 2017. We expect the contractor to establish a separate CMMS to track additional information other than what is listed at section

6.13 (Central Data Library, RCM data, financial data, etc).

If our assumption is correct the contractor will need to ensure their CMMS meets the requirements listed in PWS 6.8.

54. Reference L-5.7.1.9. Will the Government provide additional instructions for populating Table 3? For Example:

-Should Est cost and Fee be backed out of the government plug numbers given in Table 2 for CLINs X005, and X007?

-Should Target Price or Ceiling Price be used for the Fixed-Price Incentive Total?

The plug numbers are inclusive of cost and fee.

The Total Target Price is the cost the offeror is proposing for the FPIF. The Ceiling Pricing is identified as 120% of target cost.

55. Reference PWS 1.1.2. Will the Government provide a listing of AGE assets covered by this contract?

A definition for AGE can be found in Appendix O:

Glossary. LOSC does not cover any of the traditional AGE associated with the Vandenberg AFB flight line.

56. Reference DD254. Facility clearance is required at the level of “TOP SECRET”, what if contractor do not have the facility clearance? Will government sponsor the Facility clearance or not?

After further discussions with MDA it was agreed we can downgrade the Facility clearance requirement to Secret.

Facility clearance needs to be obtained NLT the end of the 30 day phase-in period.

57. Reference PWS 3.2.1. Bldg 8510 Generators.

Will the generator used to support building 8510 be Government owned or rental? Are we to bid the cost of the rental into our price?

The generators in Bldg 8510 are Government owned.

Rental generators would only be used in emergency situations in the event the government generators were not working. If existing generators break, contractor will be authorized to rent via the material CLIN

58. Reference PWS 6.13.5. Do we have an anticipated date for transition from IWIMS to IBM TRIRIGA? If the transition occurs during performance of the contract will training be provided?

The anticipated transition to TRIRIGA is Spring 2017.

The incumbent contractor will receive training on

TRIRIGA.

59. Can the Government provide clarification on what the annual workload of service calls is?

(Non-preventive Maintenance Related)

Currently the LOSC classifies work priority as Emergency, Urgent, and Routine. The classification will change under the follow-on contract to priority 1-4B. On the current LOSC, the Service Calls with a priority of Emergency have the same 2 hr response time requirement as the Priority 1 in the follow-on contract.

We provided the service calls workload information for offerors insight on the amount of after hour support that may be required to respond to Priority 1 service calls.

60. Per Section L 5.7.1.7.2, it states that rates provided for CLINS x005 and x007(Which are CPFF CLINS) are not subject for adjustments after award. This implies that these rates are “fixed”, which under FAR 52.222-43, fixed hourly rates would be subject to an equitable adjustment. Please confirm that this is what is intended.

FAR Part 2 defines FPRA rates as provisional rates for pricing contracts for modifications. These rates will be applied to the Task Assignments only. These rates allow the government and the contractor to put the Task Assignments in place in an expeditious manner, therefore, we are asking the offerors to escalate the rates in the outyears.

61. Reference Solicitation FA4610-15-R-0002, CDRL A025 RCM Plan: (1) Block 12 Date of 1st Submittal references Blk 16, however Blk 16 does not designate Date of 1st Submittal. What is the correct Date of 1st Submittal? (2) Blk 16 in a comment regarding Blk 8 contains a reference to submittal of the Environmental Protection Plan.

Please clarify the reference to the EPP in CDRL A025.

Block 12 has been revised to show 365 Days After Contract (award). Blk 8 has been updated to remove the inadvertent reference to the EPP.

62. Reference Solicitation FA4610-15-R-0002, Section M, M-2 Price/Cost (Factor 1): After the un-numbered introductory paragraph section M-2 jumps directly to paragraph M-2.4 (i.e., there is no paragraph M- 2.1, 2.2, or 2.3). Is this a numbering error or is there information missing from this part of the RFP?

Amendment 0001 to the RFP FA4610-15-R-0002 corrects the omission of pertinent Section M-2 paragraphs. The amendment was issued 13 Sep 16.

63. Reference Solicitation FA4610-15-R-0002, RFP page 40, Clause 52.246-11; & Section L, paragraph -6.4.3; & PWS 2.6, 2.6.2; & CDRL A011. (1) Clause 52.246-11 requires ISO 9001- 2015 or equivalent quality system; (2) Section L paragraph 6.4.3 sets ISO 9001-2015 as the standard for equivalency. (3) However, PWS 2.6.2 & CDRL A011 do not mention ISO 9001-2015 and specifically set ISO 9001-2008 as the standard for equivalency. Question is in 3 parts:

(a)If the Contractor’s Quality Management System is compliant with ISO 9001-2008 will it be considered equivalent to ISO 9001-2015 (as required in Clause 52.246-11 & Section L) and will it be acceptable?

(b) If the contractor’s QMS is compliant with ISO 9001-2015 will it be considered “equivalent” to ISO 9001-2008 (as required by the PWS & CDRL A011) and acceptable?

(c)If the contractor is currently transitioning from ISO 9001-2008 to ISO 9001-2015, will it be considered “equivalent” to ISO 9001-2008 & 9001-2015 and acceptable?

FAR Clause 52.246-11 was inadvertently omitted during a recent review of the RFP. It will be added back into the contract with Amendment 0002.

(a) Corrections were made to reflect ISO 9001-2015 in Sec L, and will be revised in the PWS with Amendment 0002.

(b) The requirement is 9001-2015 and all documents have been revised.

(c) The documents are all being revised to reflect ISO 9001-2015.

64. Reference Solicitation FA4610-15-R-0002, CDRL A011 Quality The CDRL, block 12 Date of 1st Submission says "See Blk 16”. Blk 16 does not indicate Date of 1st Submission. Please clarify.

CDRL A011, Blk 12 was updated to reflect 30 Sep in Amendment 0001, dtd 13 Sep 16.

65. Reference Solicitation FA4610-15-R-0002, PWS, page 28 of 33, paragraph 8.2 Quality Program:

this paragraph requires compliance with MDA- QS-0001-MAP, MDA’s Quality Assurance Provisions. We are unable to find MDS-QS-0001 MAP in any part of the solicitation nor in the Bidders’ Library. Please refer us to where we can find the document or provide the document.

The requirements to comply with MDA-QS-0001-MAP has been removed. Para 8.2 of the PWS is now reserved.

66. Reference Solicitation FA4610-15-R-0002, Section L, paragraph L-5.7.1.7.2 that states in part “…Escalate the Forward Pricing Rates Agreements FPRs) for the out years as adjustments will not be made after award….”

Please explain this statement.

(1) Service Contract Act and Collective Bargaining Agreements (CBA) often are revised (usually upward) during the term of a contract and such adjustments are normally valid reasons for price adjustments. Is the Government saying it will not honor such adjustments as SCA/CBA revisions in the out years, even though the adjustments may be caused by Government-directed SCA, or SCA-incorporated CBA revised wages and/or benefits?

(2) Is the Is the Government asking contractors to guess/estimate what such adjustments (e.g.

SCA adjustments or CBA negotiations) will have on the rates/price of the contract and to escalate rates based on their estimates/guesses and adjust the out year rates/prices accordingly?

(3) If the Government has determined not to adjust rates in the out years that are caused by Government-issued SCA revisions or valid “arms length” CBA negotiations, please cite the FAR clause(s) that support such decision.

(1) FAR Part 2 defines the FPRA rates as provisional.

See the response to question 60 above.

(2) These rates are provisional rates that will allow the Government and Contractor to put the TAs on contract in an expeditious manner.

(3) The requirements applies only to the x005 and x007 CLINs. The rates are provisional.

67. Reference Solicitation FA4610-15-R-0002, PWS, Section8, MDA Facility/RP requirements (CLIN X0002), paragraph 8.2 GMD Quality Program that states: “8.2 GMD Quality Program. The Contractor shall develop, implement and maintain the GMD Quality program at the Prime Contractor and for all mission critical suppliers in compliance with MDA-QS-001-MAP, MDA Assurance Provisions (CDRL A011). “ This question is in three (3) parts”:

(1) This PWS states the contractor is responsible for “the GMD Quality program”-this seems to mean the Contractor is responsible for a quality program that covers all aspects of the GMD, not just Contractor supported MDA/GMD activities.

Does this PWS require the contractor to develop, implement and maintain a quality system for the entire GMD process for the Government, or a quality program only for the work for which the contractor is responsible?

(1) The requirements in paragraph 8.2 have been removed. Paragraph 8.2 of the PWS is now reserved.

(2) The PWS states the contractor is responsible for a quality management program “for all mission critical suppliers”. Does this mean for all mission critical suppliers that support the contractor, or for all mission critical suppliers that support anyone, i.e. the contractor and all other activities that support the GMD?

(3) The PWS seems to indicate MDA-QS-001- MAP, MDA Assurance Provisions is CDRL A011.However, CDRL A011 is the contractors Quality Management Plan. Please explain.

(2) See response to 1 above.

(3) The requirements reflected in Para 8.2 of the PWS have been removed. Para 8.2 is now reserved.

68. Reference Solicitation FA4610-15-R-0002, paragraph 4.8.1: Does the government require the contractor to perform NDI inspections on pressure vessels currently in caretaker status?

Paragraph 4.10.1 of the 12 Sep 16 PWS states that NDI is to be performed on “active” and caretaker” status pressure vessels.

69. Reference Solicitation FA4610-15-R-0002, paragraph 7.2: Are incumbent MDA launch communications personnel covered under a Collective Bargaining Agreement? If so, please provide the CBA.

The MDA personnel are either under the SCA or exempt status.

70. Reference Solicitation FA4610-15-R-0002, Appendix N: We don’t see the note referenced by the asterisk on “ALL LOSC FACILITIES” in App N.

(1)What does All LOSC Fac’s entail?

(2) What are the approximate quantities of systems and equip for each of these lines?

The “ALL LOSC FACILITIES” was in one of the versions of the draft RFP. Amendment 1 of the RFP, the Notes section in Appendix N contains specific notes related to the particular equipment in question.

(1) The reference to LOSC facilities was deleted from Appendix N.

(2) See (1) above.

71. Reference Solicitation FA4610-15-R-0002, Appendix A: There are several facilities listed in App A but with no equipment listed in App N, B-G, or J. Examples: 51, 305, 701, 730, 900, 960, 988, 1937, etc. What is the expected support at these facilities?

Appendix A & N have been carefully reviewed, and all equipment should be aligned. If equipment is not listed in Appendix N please refer to Appendix M for additional data on the facility. Para 4 of the PWS provides explicit instructions on M&R and the contract requirements.

72. Reference Solicitation FA4610-15-R-0002: We understand the current LOSC cost limitation for reimbursable Task Assignments is $5k in labor only (CLIN X001), whereas the new LOSC cost limitation is $10k CLIN X001.

Is the $10K limitation correct for the new contract?

In accordance with Para 4 of the PWS, any M&R exceeding $10,000 in labor costs will be funded under CLIN X005 as a Task Assignment.

73. Reference Solicitation FA4610-15-R-0002, Appendix N: In App N, SLC-3 fence removal and re-installation during launches at SLC-3 is listed. PWS par. 3.2.1 approximates 600 linear feet of fence to be removed.

(1) What is the type of fence?

(2) Are there any security FOIDs attached that the LOSC contractor is responsible for removing/disabling?

(1) The SLC-3 fence is chain link with barbwire on the top.

(2) There are FOIDs on the fence but removal and re-install of the FOIDs is the responsibility of 30 SFS. The LOSC contractor will coordinate with 30 SFS when removing the fence so 30 SFS can ensure the FOIDs are removed prior to removing the fence.

74. Reference Solicitation FA4610-15-R-0002, Appendix E: In App E, there are elevator line items which are grayed out. Are we to assume these are not active systems?

Appendix E was reviewed and revised as part of Amendment 0001, issued 13 Sep 16. Appendix E currently reflects active elevators only.

75. Reference Solicitation FA4610-15-R-0002, Appendix N: The 13460 elevator listed in App N is not listed in App E with the other elevators.

(1) Why? And,

(2) Will the Government verify there are no other occurrences in which the lists do not correspond?

(1) The B13460 elevator is line 25 of Appendix E.

(2) The majority of discrepancies associated with the appendices were discovered during the Draft RFP posting. However additional edits to the appendices are based on questions received after Final RFP posting are required and will be posted to FBO.gov

76. Reference Solicitation FA4610-15-R-0002, Appendix N: There are several line items in App N for fire extinguishers under the building “VAFB”. What are the quantities involved for these lines?

The quantity of fire extinguishers is identified in the notes section, and the quantities have been reviewed and updated as part of Amendment 0001, posted on 13 Sep 16.

77. Reference Solicitation FA4610-15-R-0002, Appendix N: Under facility “SLC-3” in App N it lists “Facility” and “Load/Weight” yard in the line description and nothing further.

What systems and responsibilities are involved at this facility?

Appendix N has been revised as part of Amendment 0001, posted 13 Sep 16. The line items for “Facility” and “Load/Weight” yard at SLC-3 have been deleted.

78. Reference Solicitation FA4610-15-R-0002, App B, CLIN X004 tab lists animal and security fences/gates for the facility “VAFB”.

What do these lines entail and can you please provide quantities?

M&R for fences and gates is covered in PWS, paragraph4.23. The quantities associated with the 771 Animal Security Fence and the 774 Security Fence have been added to the Notes section.

79. Reference Solicitation FA4610-15-R-0002, Paragraph M-2.6 States “Total Evaluated Price will be calculated as follows: “Calculate the total Ceiling Price for all Fixed-Price Incentive (Firm Target) CLINs 1001, 1002, 1003, 1004, 2001, 2002, 2003, 2004, 3001, 3002, 3003, 3004, 4001, 4002, 4003, 4004, 5001, 5002, 5003, 5004,6001, 6002, 6003 and 6004; and calculate the totals for Cost Plus Fixed Fee CLINS X006. The sums of the Fixed Price Incentive (Firm Target) CLINs Ceiling Price and CPFF CLINS X006 shall constitute the total evaluated price.”

a - According to The Schedule B Total Ceiling Price is 120% of the Target Cost. Therefore, if the Total Evaluated Price is the sum of the Total Ceiling Prices for CLINS X001, X002, X003, X004 and the Total Estimated Cost Plus Fee for CLIN X006 then the government would not be considering the Offeror’s FEE for CLINS X001, X002, X003, X004.

b- If The Schedule B Total Ceiling Price is really 120% of the Total Target Price then how does the Government intend to treat the Above/Below share Ratio?

c. Will the Total Ceiling Evaluated Price be compared to the Government’s budget?

a. The Incentive Fee is not considered in the TEP.

b. The Total ceiling Price is 120% of the Total Target Cost not Price. The Government intends to evaluate all offerors as identified at M-2. The share ratio will be applied in accordance with FAR 52.216-16.

c. The Government will evaluate the TEP IAW M-2.3.

80. Reference Solicitation FA4610-15-R-0002, Paragraph L-5.7.1.12 states “the Contractor Shall” Use the below share ratios, target profit rate, and ceiling rate for bidding Fixed-Price Incentive (Firm Target) CLINs. FPI CLINs will be evaluated at ceiling price.

- Over/Under Target Share Ratio: (Government Share/Contractor Share)…
