DESIGN BUILD STATEMENT OF WORK (DBSOW)
(Design Requirements)
1. INTRODUCTION
This document provides the Facility Sustainment, Repair, and Modernization (FSRM) Design Build Statement of Work (DBSOW) for the replacement of the existing Water Cooled chiller and pumps with an appropriately sized air cooled chiller and pumps at JBSA-FSH Building 4196.
The DBSOW development was accomplished by 502d CES/CENME design with input from 502d OPS/Engr and 502d CES/CEPDI .
The project scope is described below and supporting specifications or other documentation are in the Appendices.
The following is a summary of the basic project information:
Project Number: JBSF170263 Project address: Joint Base San Antonio-Fort Sam Houston (JBSA-FSH), 2250 Engineer St., Bldg. 4196 , Fort Sam Houston, TX
2. PROJECT DESCRIPTION
2.1. General Description
The objective of this Statement of Work is to provide for the design, procurement and construction for the removal and replacement of existing Water cooled chiller and cooling tower, and associated pumps and equipment with an air cooled chiller sized to cool the portions building 4196 presently served by the existing water cooled chiller.
See FIGURE 1: VICINITY MAP, for location of the project site. See FIGURE 2: PROJECT SITE MAP, which illustrates the project site location and surrounding area.

2.1.1. Current Situation
The existing, 250 Ton water cooled chiller, was originally designed and installed to provide cooling for users in B4196 AND B4197. Over the years, the area served by this chiller was reduced to two (2) approximately 40,000 ft2 bays of B4196 containing primarily office spaces.
The piping to other areas has been abandoned and separate chillers provided to the other areas, rendering the chiller oversized. The current chiller failed in 2013 and a temporary 170 Ton chiller was connected and is currently providing cooling for the affected portions of B4196.
2.1.2. Narrative
Design and construction shall comply with the requirements contained within Appendix A of the Design Build Statement of Work (DBSOW). The design and technical criteria contained and cited in this DBSOW along with the technical specifications to be developed from the Unified Facilities Guide Specifications (UFGS) establish minimum standards for design and construction quality. The Designers of Record shall use the Unified Facilities Guide Specifications (UFGS) and the requirements contained in this DBSOW to fully develop the technical specifications and construction drawings. The objective of this solicitation is to remove the existing water-cooled chiller, cooling tower, pumps and piping and obtain a new air-cooled chiller, properly sized to meet the needs of existing cooling loads and tenants served by the cooling loop.
The building and site drawings included in this DBSOW illustrate the conceptual design of the project. Conceptual drawings shall be a guide to the DB Contractor to meet Tenants basic functional requirements.
3. DESIGN REQUIREMENTS, CODES AND STANDARDS
3.1. Applicable Criteria
Applicable design and construction criteria is specifically indicated, but not limited to that mentioned in this Section. Criteria shall be taken from the most current references as of the date of issue of the DBSOW to the contractor for proposal, unless noted otherwise. Referenced codes and standards are minimum acceptable criteria. Administrative, contractual, and procedural features of the contract shall be as described in other sections of the DBSOW. The design requirements located within the DBSOW represent the minimum quality and quantity acceptable for the proposals and project submittals. The standards, documents, and criteria referenced within this DBSOW, although not all attached, are modified to the extent indicated within this section, and shall be the most current version.
