SECTION 10
INSTALLATION MANAGEMENT
NEXGEN INFORMATION TECHOLOGY (IT):
IWIMS – currently there are approximately 49 users of IWIMS in the organization, that includes both government and contractor users.
ACES – currently there are approximately 217 users of ACES in the organization, that includes both government and contractor users. Modules that are routinely used are ACES-FD, ACES RP, ACES-PM, ACES-Unit Scheduler, ACES-Furnishings Management and ACES-Housing Management.
GeoBase – currently consists of 3 properly configured work stations for the GeoBase Manager and Technicians to complete updates IAW current higher headquarters and AF guidance and policy. Currently approximately 6 Data Managers at various organizations around the base are being assisted / supported.
Aerial photographs of Vance AFB and Kegelman AAF for the Common Installation Picture (CIP) are completed every 3 years with the last one being January 2012.
SECTION 11 OPERATIONS
WORK CLASSIFICATION:
Emergency, urgent, and routine work requests include maintenance and repair work (historically) less than 50 man-hours for each one.
1. Operations include work that is continuous in nature; i.e. boiler & chiller operations, EMCS control desk, digging permits, pool maintenance, equipment maintenance, etc.
2. Work orders, planned work is historically greater than 50 but less than 250 man-hours, unless otherwise approved by the Government.
UTILITY SYSTEMS (Utilities are not currently privatized):
VAFB:
• Electrical Primary overhead (O/H)– 170,314 LF-12,500 volts
• Electrical Primary underground (U/G) – 104,643 LF
• Electrical Secondary O/H – 25,839 LF
• Electrical Secondary U/G – 118,626 LF
• Electrical distribution Primary & Secondary is broken down into 4 circuits
• Gas Mains – 54,026 LF, 95 % is steel wrapped line the rest in polyethylene pipe. The gas lines maintain 16 lbs of pressure, and there are 105 regulators. Pipe diameter ranges from 1 to 8 inch. .
• Water Mains – 103,753 LF, 95% is cast iron with the remainder being DR14. Pipe diameter ranges from 1 to 10 inches. The average city water pressure is 60psi. There are 60 water main valves and 159 fire hydrants.
• Above Ground Water Storage – 800,000 Gal
• Sanitary Sewer Mains – 58,485 LF, 95% is Vitrified Clay Pipe (VCP) with the remainder being Schedule 40. Pipe sizes ranges from 4 to 12 inches. VAFB has 2 lift stations.
• Storm Water Drainage – 136,146 LF Kegelman AAF:

ENTRY GATE DENIAL BARRIERS: Delta DSC 501 active vehicle barriers. There are 2 active vehicle barriers at the main gate and 3 at the west gate. The barriers are tested on the 3rd Wednesday of every month. Perform tests are to check overall operation, look for hydraulic leaks, check hydraulic and nitrogen pressure, flashing lights, fast rate of erection, inspection of the barrier hinge, heaters, cleanliness, and proper drainage and loop detectors. Day and time of inspections requires final coordination with 71st Security Forces Squadron.
HEATING VENTILATION AIR CONDITING (HVAC): 100 facilities have HVACs system, a/c, furnaces, fans, air driers, air compressors, etc. Honeywell building automation systems, water treatment for all closed loops, heat and cooled. Refrigerant management has a total of approximately 415 items.

SECTION 18 FIRE EMERGENGY SERVICES:
FIRE EMERGENCY SERVICES (FES):
Vance AFB FES consists of one fire station located adjacent to Base Operations along the flightline. ARFF response vehicles enter directly onto the airfield and structural fire response vehicles enter onto Elam Road which runs north and south on the cantonment side of the base.
The station has a full kitchen and individual sleeping quarters for firefighters. Additionally there is a training room, physical fitness room, and day room for staff use. The Emergency Communications Center (ECC) consists of Fire Alarm Communications Center (FACC) personnel co-located with Security Forces Squadron personnel in Bldg 314 with the Alternate FACC being in the Fire Station, Bldg 140.
Kegelman Auxiliary Airfield (AAF), a GSU of Vance AFB is located approximately 40 miles northwest of Enid, OK and can be accessed via State Highway 132 north and US Highway 64 west; travel time is approximately 45 minutes. Kegelman AAF is located near the town of Jet, Oklahoma located in east-central Alfalfa County. The airfield is less than one mile from the Salt Plains National Wildlife Refuge and the Great Salt Plains Lake. The airfield is active from dawn to dusk for flying training exercises, primarily T-6A touch-and-go’s. Kegelman AAF FES consists of one fire station with a small full kitchen and no sleeping facilities. Kegelman AAF has no live-fire training facilities. Kegelman AAF is daytime use only; there is no airfield lighting and no aircraft arresting barriers. There are no populated areas near Kegelman AAF that support commercial restaurants. There are only seven (7) buildings on Kegelman AAF to include the Fire Station, NEXRAD Radar Tower with associated electrical vaults, a small aircraft shelter, a mowing equipment storage shed and two (2) RCSs. There are three (3) aboveground fuel tanks.
