1 RFP FAR

52.228-5

The RFP included FAR 52.228-5 Insurance-Work On A Government

Installation (Jan 1997) but not FAR 52.228-7 Insurance-Liability to Third

Persons. Do you believe that FAR 52.228-7 is not necessary and FAR

52.228-5 is sufficient?

This is a Firm-Fixed Price contract. FAR 52.228-7 is for

Cost Reimbursable contracts. Insurance costs are not reimubursable.

2 RFP Section

L B.2.a.(3) The page limit for the past performance volume (Volume I) is 40 pages.

Since there is not an established page count per contract citation, is 40 pages still the limit if less than 10 citations are identified?

The page limit is just that - a limit that is not to be exceeded. If the offeror can provide the requested information with fewer pages, it is certainly acceptable.

L B.2.a.(3)

The page limit for the tehnical volume (Volume II) is 100 pages, but there is very limited information in Section L instructions and Section M evaluation factors. Can you clarify the 100 page limit since a much smaller volume could exhibit technical acceptability of offeror’s approach?

If 100 pages is requested/allowed, then please identify additional instructions or evaluation factors to ensure appropriate content is provided for technical assessment.

The page limit is just that - a limit that is not to be exceeded. If the offeror can provide the requested information with fewer pages, it is certainly acceptable.

L B.2.a.(3)

In Section L-4 Special Provisions, B.2.a.(3) Proposal Volume

Organization Table 1 footnote states the “Staffing Matrix (Attachment L-

6)” is not part of the page count, however, L-4, D.2.b. Staffing Plan

(Subfactor 2) states the “contingency plan excluded from page count” and doesn’t say the corresponding exclusion for the Staffing Plan. Are both the Staffing Matrix and Contingency Plan excluded from the page count?

Yes, both the Staffing Plan (Attachment L-6) and the

Contingency Plan are excluded from the page count.

5 RFP Section

L D.3.a

It appears there are no supporting spreadsheets and/or detailed cost narratives describing elements of cost and price development details required based on the anticipated high probability of reasonable price competition for this acquisition. Please confirm that outside of the introduction and possible assumptions, the only price Information required for Volume III submittal is the completed RFP Section B and a summary page of the total proposed price for the base period and each option period (each CLIN).

That is correct. Essentially, the only required documents are the completed Section B and the summary page.

However, please note that IAW RFP Section L-5 D.3., the offeror's price proposal shall include a signed copy of the model contract, and Sections A through K, completed as required. IAW with RFP Section L-5 D.3.a., if at any time during this acquisition the CO determines that reasonable price competition no longer exists, offerors may be required to submit information necessary for the CO to determine the price fair andreasonable in accordance with

FAR 15.403-5.

6 RFP Section

L D.3.a.(3)

It states offerors must provide the cost to terminate performance for each performance period IAW 252.232-7007. For the purposes of estimating termination costs, are offerors to assume terminations will be for full

CLINS (terminations will not occur part way through a CLIN period of performance)?

It is possible termination could occur part way through a

CLIN period of Performance. The intent of the Termination

Liability CLINs is that if the contract needed to be terminated for the convenience of the Government due to lack of funds, an estimate would be available and funds would be set-aside to pay the Contractor's termination costs. These are ultimately just estimates. All final termination costs will be subject to negotiation IAW FAR

49.2

7 RFP Section

L D.3.a.(4)

“If a position is not covered under a CBA use the applicable area-wide wage determination(s) listed in Section J.”

Section J does not provide the area-wide determination. Can the government provide the Section J, area-wide determination?

The wages contained in the CBAs are the area wage determinations for Dets 1 and 3. The actual wage determinations themselves will be posted to the Bidder's

Library. Det 2 does not have a wage determination.

L D.3.a.(4)

Service Contract Act of 1965 (Nov 2007) is included in Section I-Contract

Clauses but there were no Wage Determinations (WD) attached to the

RFP for the site locations of Maui, HI and Socorro, NM. Are there any WD for these locations?

The wages contained in the CBA are the area wage determinations for Dets 1 and 3. The actual wage determinations themselves will be posted to the Bidder's

Library. Det 2 does not have a wage determination.

9 PWS 1.1.2 N-CSDS is being deployed to Dets 1, 2, and 3. When is the proposed date for N-CSDS deployment and when will the necessary support requirements, system documentation, and technical orders be available?

Current schedule from SMC shows Operational Testing at

Site 1 in July 2015, followed by Trial Period and Ops

Acceptance in Aug/Sep 2015. Testing at Dets 2 and 3 are tentatively planned for Aug/Sep 2015 but decision on level of testing has not been made yet. All technical data, to include TO’s, will be provided prior to Operational Testing.

10 PWS 1.2.1 Request – GEODSS Operating Instructions (GOIs) developed by incumbent contractor; PWS 1.2.1 and Appx A, Report R1-1.1. Existing

GOIs identify missing items in manuals and directives that only an incumbent would know and these missing items could affect procedures, staffing, certifications, costs and more. If these were developed under government funding likely they are government property.

GOIs are available in the Bidder's Library.

11 PWS 1.2.3.1 Provide a copy of the QPP at contract start and updates as changes occur. Provide copies of internal audits to the Government Quality

Assurance Manager. Can the government please provide a copy of

Quality Program Plan?

No. This is contractor proprietary information. This is a contractor-owned document and it will be up to the contractor how best to accomplish the requirement.

QPP details: provide insight into the following quality processes: internal audits including procedures and oversight, identification of deficiencies, prevention of nonconforming services, and corrective measures if performance requirements are not attained.

12 PWS 1.2.8 “The Contractor shall comply with the requirements cited in PWS publication references preceded by “IAW, “shall comply with” or “apply.”

See Appendix B for list of GEODSS publications.” Is the list of publications complete? If not, please provide all GEODSS publications that apply.

All publications listed in the PWS are referenced in

Appendix B.

13 PWS 1.2.10 Government unique training is funded, however, “The Contractor shall reimburse the Government for Government-funded training expenses when personnel turnover causes the need for repetition of Government-provided training.” Personnel turnover is a natural condition of the program could the Government consider funding training for normal industry wide attrition rates?

The Government provides "Train the Trainer" training. It will be incumbent upon the contractor to keep its workforce trained.

14 PWS 2.1.8.1 Reference: Conduct and document training to ensure proficiency in all required functions before operating mission system. What formal certifications are required by the government?

If the Government requires a specific certification, it is specifically called for in the PWS (see PWS 2.3.1.1 for example). Other certifications of proficiency will be part of the contractors training plan.

15 PWS 2.1.8.3 Provide initial on-site hands-on equipment operations training for AF personnel. When the Contractor is training a military member, a minimum of one sensor shall remain in operational mode. How much training of military personnel is required each year? How many military personnel/government personnel are assigned to GEODSS by site?

When AF personnel arrive on site, they are given Basic

Mission Qualification training by the contractor, which takes one week. There are two AF personnel at Dets 1 and 2, and one AF personnel at Det 3. Rotations for AF personnel are as follows: Det 1 - 2 years, Det 2 - 1 year, Det 3 - 3 years.

16 PWS 2.4.1 Does the definition of “Emergency” defined in Appendix E define the scope of this activity?

The scope of this activity is not limited to the definition in

Appendix E. In this context, an emergency may be at the

Det CC's discretion.

17 PWS 3.2.2.1 “Provide level 1 support for installation and evaluation of all software and hardware modifications to include planning, technical and administrative support. Contractor shall provide organizational level maintenance in support of installation activities, perform applicable test plan actions and notify the Det CC and testing/depot agencies of any system anomalies.”

Please provide schedule and scope for all modifications contemplated during the contract period of performance.

The Depot has historically completed 2 or 3 projects per year per site. The Depot contractor will accomplish all sustainment upgrades, including providing necessary labor and parts. Support and assistance to the Depot is expected to be included in the FFP CLIN. The level of effort necessary for this support is not expected to be significantly different from normal day-to-day operations of the sites. Historical hours necessary for this support is available in the Bidder's Library. Any new requirements or significant increases in level-of-effort that were not expected by the government to be part of the contractor's original proposal will be subject to separate negotiation.

18 PWS 6.2 “Maintain IUID requirements IAW AFI 23-101, para 5.4.3.3. See Appendix

A, Report Number R1-6.1.” Is the GEODSS IUID system RFID enabled?

The GEODSS IUID system is not RFID enabled.

19 PWS 6.7.1,

6.7.2

“Det 1 Det 2, Det 3. Obtain vehicle fuels from a commercial source on a non-reimbursable basis. Obtain a “T-DoDAAC” from the Defense Energy

Support Center (DESC) at www.desc.dla.mil/ that allows Contractor-provided vehicles to refuel on site at the Contractor’s expense.” Please provide average annual fuel usage for Det’s 1, 2, and 3.

This information will not be provided as it is contractor proprietary. However, fuel prices at Diego are available in the Bidder's Library

20 PWS 6.11 “Pack and crate Government property for shipment via reimbursable commercial bill of lading. Containers shall meet carrier requirements and be of sufficient strength, design, and construction to be shipped safely without further packing”. Are the specialized containers part of

Government furnished property? Could the historical amount of equipment shipping and receiving be provided?

Specialized containers are not part of GFP. The GFP listing is included in the Bidder's Library. Specialized packing instructions simply identify a specific cardboard box or wooden crate dimensions required by Depot.

Shipment of Government Property is paid for through the

Cost Reimbursable Logistics CLIN.

21 PWS 7.1.5 “Work all new requirements (hardware and software) and support issues through 21 CS/SCX, Plans and Programs Office and the Host installation prior to installation.” How often do requirements change? Please provide scope and schedule for contemplated requirement changes during the period of performance.

This is an "as-needed" service, however it is typically tied to Depot upgrades, info for which is provided in the

Bidder's Library.

22 PWS 9.1 “The Contractor shall provide all materials, equipment, parts, labor, and associated costs for all maintenance that is foreseeable and can be forecasted to retain RP and RPIE IAW manufacturers’ recommendations.” Please provide historic actuals and examples of these types of costs and frequency.

Frequencies can be found using O&M manuals for specific equipment type. Manuals can be found on manufactures website/s. Historical costs are not available.

23 PWS 9.7 “The Contractor shall maintain a reliability/availability standard of no more than 535 minutes of total annual downtime due to mission utility failure.”

Please provide annual actuals for downtime over the past five years.

Downtime cannot be provided. However, the 535 minute threshold has been exceeded only once in the last 5 years.

24 PWS Section

3, 3.1

When will the listings of Government-furnished information (GFI) inventories be provided to the contractors?

GFP listings for each Detachment are included in the

Bidder's Library.

25 PWS Section

3, 3.3.6.5

Det 2 “The Government shall provide non-elective medical and dental services within the capability of the Government medical facility on a fee for service basis.” Is a fee schedule available for the medical and dental services at Det 2?

3, 3.3.6.6

Det 2 “Contractor personnel are authorized use of the Dining Facility and shall pay for meals IAW applicable price structure.” Please provide fee schedule for meals at Det 2.

Meals are provided at the NSF Galley at fixed prices:

Monday - Saturday

$2.55 USD for breakfast, from 0600 – 0830

Sunday-0530-0900

$4.65 USD for lunch, from 1100 – 1300

$4.65 USD for dinner, from 1700 - 1930

Sunday

$4.65 for Brunch, from 1000 - 1200

$4.65 USD for dinner, from 1700 - 1930

27 Maui CBA page 3, and

Socorro CBA page 8 Article

V.

In the Maui CBA, page 3, and the Socorro CBA, page 8, Article V. each agree that there will be “No Strikes, Slow Downs, Lockouts or related

Interruption of Work”. However, the PWS paragraph 1.1.5.1 Contingency

Planning, lists “labor strike/personnel walk-off” as part of that plan. Does the Contingency Plan need to include strikes or walk-offs?

Yes, the Contingency Plan must include strikes and/or walk-offs.

28 General Please provide a government organization chart with names, position titles, and contact information for government organization, appropriate base agencies relative to development of required contingency plan.

The Government's intent during evaluations is to ensure the contractor has a method to maintain PWS requirements should events in PWS 1.1.5.1 occur.

Specific names of Government POCs will be provided at award.

29 General In the 5 year plan GEODSS.xlsx: Are the projects in Sheet 1 contractor responsibility to bid or are these activities the 21 SW will award separately or as part of sustainment (Level 2) contract? Note: Projects on Sheet 2 are also on Sheet 1, but in different years, exception of PNEG101071 at

Det 3. Are we to use include both in our bid?

5 year projects are identified by the contractor to the host.

USAF will fund and award to third party contractor or in some cases to Civil Engineer Maintenance, Repair, and

Inspection Team. Concerning Sheet 1 and 2. Sheet 1 is the latest information. Sheet 2 should be deleted.

30 General With Regard to Diego Garcia, would the government please detail housing, subsistence, medical services, etc. availability to GEODSS contractors? Is there a cost to the contractor, if so how much? In general, please clarify and detail government provided accommodations and services as well as the cost to the contractor.

There is no cost to the contractor for housing. See above for subsistence and medical services. The Diego Garcia welcome/information packet is included in the Bidder's

Library.

31 General There wasn’t an Indemnification clause in the RFP. Should we assume there is nothing that needs to be indemnify?

That assumption is correct. Indemnification clauses are usually only for certain situations or types of procurements, none of which apply to GEODSS.
