Welcome to the GEODSS contract Bidder’s Library
SECTION A: OVERVIEW
1. 21 CONS/LGCZB will make available the Bidder’s Library to afford GEODSS offerors equal access to information for proposal preparation.
2. Please read the important information contained in the For Official Use Only (FOUO) Guidance file. The FOUO Guidance file provides mandatory guidance for handling documents contained within the GEODSS requirement with releasability restrictions.
3. The Bidder’s Library contains the following information as a minimum:
Workload Data: contains level of support required for various PWS requirements
Inventories: contains inventories of GFP, RPIE/PCCIE, etc.
Records: contains Collective Bargaining union Agreements (CBAs), Host Tenant
Support Agreements (HTSAs), plans/policies/procedures, etc.
Publications: *contains directive and guidance publications in accordance with Appendix B of the PWS.
*Publications readily available on public websites (such as www.e-publishing.af.mil) are not included in the Bidder’s Library.
4. If documents are updated and/or modified in any way or new documents become available, they will be posted on FedBizOpps (FBO).
SECTION B: INSTRUCTIONS FOR SECURE ACCESS
1. The Bidder’s Library does not contain classified information; all documents provided as part of the library are UNCLASSIFIED. The Government maintains the right to control access to unclassified information considered to be sensitive in nature.
2. The Bidder’s Library will be made accessible electronically to offerors via Contracting Officer’s approval of request. Offerors must protect information provided via secure access and information copied or downloaded to corporate computers for the purpose of this solicitation. The offeror is responsible to safeguard the information to ensure unauthorized persons do not gain access and information is destroyed at the conclusion of the solicitation. Elevated access rights to GEODSS system technical data shall be obtained via a certified DD Form 2345.
3. These instructions, the GEODSS Access Request Form, and the FOUO Guidance will be posted on FBO.
4. In order to receive the proper access to secured information, interested parties must complete the following:
a. Each offeror must complete the GEODSS Access Request Form and send it via email to the Contracting Officer, Austin Frindt, austin.frindt@us.af.mil, and Contract Specialist, Stephanie Tancik, stephanie.tancik.1@us.af.mil, with the subject line "GEODSS Bidders Library Access Request."

5. Once the US Government receives the completed GEODSS Access Request Form then access will be granted and approved via request from FBO. NOTE: Access to the secured information will not be approved until the completed GEODSS Access Request Form is received by the US Government.
6. All questions/comments regarding access to the GEODSS Bidder’s Library shall be directed to the Contracting Officer, Austin Frindt, austin.frindt@us.af.mil, and Contract Specialist, Stephanie Tancik, stephanie.tancik.1@us.af.mil, with the subject line "GEODSS Bidders Library Access Question."
