Purpose of Industry Days
The purpose of this Industry Day Conference is to provide information and to solicit feedback on the upcoming GEODSS contract requirements. This conference will provide an information exchange opportunity between the Government and Contractors.
Please do not use this as a marketing opportunity, but as an opportunity to better understand requirements.
Industry Day Ground Rules o No Recording o Turn off cell phone ringers o All briefings, attendance roster, and Questions and Answers (Q&A) during the session today and the one-on-one sessions tomorrow will be posted to FedBizOpps o Any proprietary information needs to be identified by the Contractor, so the Government doesn’t inadvertently record and post the Q & A to FedBizOpps o The Government will acknowledge each speaker and attempt to provide equal opportunity and time to speak. Requirements
Mission: The GEODSS system supports United States Strategic Command (USSTRATCOM) and theater war fighter’s requirements through the detection and surveillance of deep space satellites. The system detects, tracks, identifies, and reports on all deep-space man-made objects in the Earth’s orbit within the telescopes’ field of view
Scope: Manage, operate, maintain, and provide logistical and general support services for the GEODSS system comprised of three (3) geographically-separated sensor Detachments (Dets) located in Socorro, New Mexico (Det 1);
Diego Garcia, British Indian Ocean Territory (Det 2); and Maui, Hawaii (Det 3) on a 16 hours-per-day/7 days-per-week basis
Overall Objective: To obtain a contract vehicle to support a variety of non-personal services for the GEODSS System:
Mission system operation and maintenance (O&M), exercises and testing, communications-electronics maintenance management, communications-electronic systems management, logistics, civil engineering, environmental, occupational health, knowledge operations management, and security requirements

Contractor shall provide all necessary personnel, administrative, and managerial resources necessary for 16 hours-a-day/7 days-a-week (16/7) basis to meet mission requirements as specified in the PWS

Risk 2: If Hosts at GEODSS sites discontinue Host-Tenant Support Agreement (HTSA) support, then the GEODSS contract would have to be modified to include those services no longer provided by the Host, or the site would have to do without those services.

Risk 3: If Contractor does not have GEODSS operations experience, then the Contractor will have to gain knowledge to operate the system.

PWS will include (1) requirement for contractor to maintain training program that will be part of the Technical Evaluation Criteria, and (2) the Contractor is responsible to keep the workforce trained. In addition, the current contract requires the incumbent to provide a transition plan that includes training the successor personnel. In addition, the successor is likely to hire the majority of the incumbent’s workforce.

• Describe methodology to successfully operate and maintain system on 16/7 basis

• Describe proposed workforce composition by labor category and hours to meet all PWS requirements and demonstrate understanding of logistical challenges to staffing Det 2 and describe method to maintain ops if critical shortage of staff occurs.
