MEMORANDUM FOR ALL OFFERORS

SUBJECT: SOLICITATION FA2517-08-R-5002, SIMPLIFIED ACQUSITION OF BASE ENGINEERING REQUIREMENTS (SABER), REQUESTS FOR INDUSTRY COMMENT

1. The purpose of this request is to present the construction industry with the following questions, proposed contract language and specifications for comment, to better define and ensure clear understanding of our requirements. The following questions deal with specific issues we would like you to provide information and comment on. Attachment 1, contains an excerpt of the solicitation for the Front Range SABER contract. Attachment 2 represents draft specifications Division 1.

2. When reviewing the attached information, please answer the following questions concerning the information:

A. The government will host an Industry Day at Peterson AFB, Colorado Springs Colorado. All potential offerors are invited to attend. The purpose will be to discuss any comments received as a result of the release of this draft information. Please provide the following information to confirm your attendance and arrange access to the installation. Please ensure each attendee has two (2) forms of picture identification and the vehicle has a current certification of insurance. Industry Day is scheduled for Monday, 13 April 2009, at 1:00 PM MST, at Building 1 Auditorium (located immediately to your left when you enter) at Peterson AFB Colorado. Please allow yourself extra time to gain access to the installation and for the limited parking at Bldg 1. Please limit attendees to 3 individuals from your firm.

B. Please note the Bonding requirements and provide any comments; the estimated magnitude of this contract is between $150M and $300M. We intend to require “blanket” bonds estimated at $8M, to cover all task orders issued by all installations, which are under $750,000.00. Bonds will be required for each option year exercised. We will require additional bond coverage for task orders over $750,000.00. How does this affect your coefficient and your bonding capacity, please explain?

C. Are there parts of the Division 1 specification that may be too restrictive and not in line with what the industry requires? After reviewing the draft specification, are there areas that may drive up the cost unnecessarily, please explain?

D. Are the data submission limitation in the Proposal Preparation Instructions reasonable and do they provide adequate capacity for your proposal, please explain?

E. In the Basis for Contract Award section is the Weighted Evaluation of Cost/Price Proposal Coefficient clear?

F. Please add any other comments, concerns, or questions you may have that are not presently addressed.
