Price/Cost
• One single price factor will be developed on each proposal based on the proposed overall contractor coefficient multiplied by $200M
• Contractor coefficients for each installation will be a weighted average of the contractor coefficients for each CLIN
• Overall contractor coefficient will be a weighted average of the contractor coefficients for each installation

Basis of Award
• Up to three technically acceptable proposals representing the best overall value to the government based on the total evaluated coefficient and the past performance confidence rating will be selected for award
• The government reserves the right to award a contract to other than the lowest priced offeror if the lowest priced offeror is judged to have a performance confidence assessment of ―Satisfactory Confidence‖ or lower. In that event, the Source Selection Authority shall make an integrated assessment best value award decision
Proposal Preparation

• Time Line: RFP Estimated Release Date 18 June
– Pre-proposal Conference 10 days after release of RFP
– Past Performance Data will be required 15 days after
RFP release
– 45 calendar days to submit proposal to RFP
• Data Submission Limitations
– Identified in Sections L and M of the solicitation
– Is there enough capacity identified (page limitation), in order to submit a good proposal in accordance with the solicitation
Bonding
• Blanket Bonds - $8M estimated performance and payments bonds that will cover all installations
• Additional bonds required on task orders over
$750K
• Estimated Program Magnitude $150M - $300M
• Contractors must ensure they meet the bonding capacities
Contract Administration
• 21st Contracting Squadron Infrastructure Flight
Contracting Officer retains contract authority for the contract(s)
• Each installation Contracting Officer will have contract authority to solicit, negotiate, and administer project requirements at the task order level
• Fair Opportunity shall be provided for each Task Order at all installations unless the following exceptions apply
- Urgent requirement - Unique or Highly specialized
- Logical follow-on - Meet minimum guarantee
Project Oversight
• Contractor efforts will be monitored by Government QAE representatives
• Progress reports will be required for each task order
• Progress schedule requirements will be identified at the task order level
• Weekly meetings will be conducted with contractor and
Government representatives at installation level
• Contractor performance will be reported in Construction
Contractor Appraisal Support System (CCASS)
