SUBJECT: SOLICITATION FA2517-05-08-5002, SIMPLIFIED ACQUISITION OF BASE
ENGINEERING REQUIREMENTS (SABER), INDUSTRY DAY MINUTES
1. SABER Industry Day was held on 13 April 2009, from 1:00 to 2:30 PM, at Peterson AFB, Colorado. The purpose of the event was to better define and ensure clear understanding of the requirements.

3. Mr. John Rea, 21 CONS/LGCA led the meeting and the following is a synopsis of the items discussed.
A. Opening Remarks: Mr. Rea introduced Col Cruz-Gonzalez, HQ AFSPC/A4/7 and Col Harold
Cunningham, HQ AFSPC/A7K. Col Cruz-Gonzalez, led with opening remarks and stated the purpose of the Front
Range SABER acquisition. He emphasized that SABER is not a standard SABER contract it is a strategic sourcing initiative supporting DoD-wide customers, which includes the following installations: Peterson Air Force Base
(AFB), Cheyenne Mountain Air Force Station (AFS), Buckley AFB, FE Warren AFB, Schriever AFB, United States
Air Force Academy, and Ft. Carson Army Post. He stated that the benefits of the consolidation requirements across the seven installations leverages the geographic proximity to take advantage of government spending therefore driving up the economies of scale. He stated the expectation is to see a common level of excellence across all installations regardless of size, location or the volume of work. He stated that we expect equal importance and require an equal level of quality and timeliness shown to each installation regardless of the bases dollars or actions.
He also stated that we expect to see innovations captured in the management approaches and efficiencies reflected in the proposed coefficients. He expressed that there is an expectation to receive outstanding quality at a low cost with rapid response times at all installations. The goal is to foster industry innovation and create opportunity for efficiencies. He reiterated that the draft specification and solicitation are posted and now is the time to identify concerns and obstacles which may prevent us from achieving our goals for the Front Range SABER.
B. Welcome and Introductions: Mr. Rea introduced several key members of the Government staff and then each attendee introduced themselves to the group. Mr. Rea restated the purpose and thanked each firm for their time and attendance. He reiterated that this meeting was their opportunity to provide feedback and ask questions concerning the information provided to date through FedBizOps and the slide presentation.
C. Slide Presentation: Mr. Rea briefed the slide presentation to all attendees. No questions were asked during this time.
D. Open Discussions: The following are the questions and answers that were discussed after the briefing given by Mr. Rea. Note: Additional information has been added for clarification and a better understanding.
Question #1: Has there been anything posted on FedBizOps?
Answer: Yes, the Draft Solicitation, FA2517-08-R-5002, with Division one (1) Specifications have been posted on FedBizOps on 7 April 2009. The original Sources Sought was posted on
8 April 2008, an amendment (1) to the Sources Sought was posted on 8 July 2008, an amendment
(2) was posted on 24 July 2008, and an amendment to the Sources Sought was posted on
7 April 2009.

Question #2: Is this a Design-bid Build contract?
Answer: In the rare case when a full design is not provided, the Contractors will be asked to provide minimal design.
Question #3: In regards to the Past Performance Volume, what is the required data that is expected to be furnished within the 15 days? Will there be enough time for us to get you the required information? Will the full volume or partial volume be required within the 15 days?
Answer: Volume II Past Performance/Performance Confidence information is limited to no more than ten (10) of the most relevant contract citations. The contractor shall provide ten (10) of the most relevant contracts within the last three (3) years and provide documentation of the quality of their past performance. This information is requested within 15 days of the release of the Request for Proposal (RFP). Also within 15 days of the release of the RFP, the contractor shall send the
Past Performance Questionnaires to their employers for the 10 most relevant contracts within the past three (3) years. The contractor will then send the Government contact information for these individuals so they may be contacted in the event that the questionnaires are not returned by the requested date. The questionnaires will be requested back to the Government within 30 days of
RFP release. The Governments intent is to begin the collection of the past performance early to ensure that the information provided has the specific Points of Contact (POC)s necessary to conduct the past performance evaluation.
Question #4: When does the Pass/Fail Determination happen?
Answer: Only the Technical Proposal Volume I will be evaluated by the government technical evaluation team on a pass/fail basis. If the proposal does not meet the minimum standards against the Organizational subfactor and the Demonstration Project subfactor, the proposal will not be considered technically acceptable.
Question #5: Can you expand/explain on the Demonstration Project?
Answer: The Demonstration Project will be provided as part of the Solicitation. It will include a
SABER design of some sort, and a statement of work (SOW). Each Contractor will be required to create a Proposal based on the SABER Specifications, the SOW, and the drawings using a RS
MEANS cost estimating program.
Question #6: Will you be posting an attendance list?
Answer: Yes, meeting minutes will be posted on FedBizOps which will list all the attendees present.
Question #7: Once the contract is issued how will task orders be awarded and evaluated?
Answer: The task orders will be competed amongst the contract holders as Firm Fixed Price efforts with award based on the lowest price technically acceptable.
Question #8: Is it your intention to award this contract before the end of the year?
Answer: No, the contract award date is tentatively set for 1 February 2010 with a start date of approximately 15 March 2010.
Question #9: Is the seed project/demonstration project going to be awarded?
Answer: No, the demonstration project will only be used as an evaluating tool under the technical evaluation factor to see if the Contractor is capable of generating a complete proposal on a typical
SABER Project.
Question #10: If there is a Joint Venture, can the large partner bring the bonding capacity to the
Joint Venture? Whose name is required to be on the bond?
Answer: The bond must be in the name in which the contract was awarded. If the contract is awarded to a Joint Venture, the bond shall be in the name of the Joint Venture. Any Joint
Venture, Mentor/Protégé, or Partnership needs to be properly coordinated and approved by the
SBA prior to proposal submittal.
Question #11: Will the contractor be allowed to adjust pricing for the task orders if the changes to the building code affect cost?
Answer: No, only cost adjustments that will be made are through the annual RS MEANS updates and the quarterly City Cost Index adjustments.
Question #12: Will consideration for cost/schedule impacts be given to the contractor if no notice is given for interruption of project because of base activities?
Answer: No, The Contractor may be required to temporarily stop work for operational requirements, special events, installation exercises, or while Distinguished Visitor (DV) familiarization visits/tours are conducted. Official late reporting and snow calls will affect the contractor’s work periods. The Contractor must make allowances for these events and resulting lost time will not be reimbursable. Notification to the Contractor shall be provided by the applicable Contracting Officer. (See Division 1 Specifications for further clarification)
Question #13: Response: When will the specifications for Divisions 2-48 be issued?
Answer: All specifications will be release with the final RFP.
Question #14: 3. Section 01.04.00 Unit Price Book and Software Requirements, will the cost of the software and RS MEANS be paid through a separate line item and not be included in the co-efficient?
Answer: No, the RS Means and the cost of software will not be a separate line item. These items should be included in the coefficient.
Question #15: Will costs proposals be line item by line item from RS MEANS or developed by using local market prices?
Answer: The cost proposals will be developed using line item pricing from RS MEANS regardless of local market price. The annual RS MEANS updates and the quarterly City Cost
Index updates should keep RS MEANS prices comparable to market conditions. The only time market prices will be considered will be for the non-prepriced items, meaning that the item in not found within the RS MEANS pricing book.
E. Conclusion and Closing Remarks: Mr. Rea thanked the participants and provided opportunity for any additional comments for discussion. He asked the group to continue to check the FebBizOps website for updates. No further discussion or comments were provided, the meeting concluded at 2:30 PM.
