SECTION 01 00 03
FORT CARSON ARMY POST
SPECIFIC REQUIREMENTS
PART 1 GENERAL
1.1 PROJECT LOCATION
1.1.1 This section contains requirements applicable to FORT CARSON ARMY POST.
1.2 WORK CLEARANCE REQUEST
1.2.1 The Contractor shall obtain and process a Fort Carson Work Clearance Request for each task order (project). The Work Clearance Request Form may be obtained through the
Fort Carson Simplified Acquisition of Base Engineering Requirements (SABER) Office, and shall be properly completed, approved, and a copy provided to the Project Inspector prior to commencement of any work for the project. The Contractor should allow a minimum of five (5) days to process the Work Clearance Request.
1.2.1.1 In all cases the Contractor shall have contingency plans for continuing work during utility outages caused by the Contractor or outside forces. The plan must also include procedures for promptly repairing utility breaks made by the contractor;
1.2.1.2 The Contractor shall be responsible for contacting utility companies to coordinate work, identify, locate, and mark all utility lines in the vicinity of the project work site
(commercial and military utility lines).
1.2.1.3 The Contractor shall provide, as an attachment to the Work Clearance Request, drawings showing exact location and description of the work to be accomplished.
Should any of the coordination points indicate an additional utility line or structure to those already shown on the drawings, by sketch on the contractor„s drawing or by field location marking, the contractor shall be responsible for the protection of each of the indicated items. It is the responsibility of the Contractor to verify the exact location of all indicated utility lines and structures, and for the protection of the same, in the project work area. Should damage occur to any utility line or structure, the Contractor shall be responsible for the prompt repair of the damage to return the item to its original working condition.
1.3 FIRE HYDRANT CONNECTIONS
1.3.1 The Contractor shall coordinate with the Fort Carson Fire Department ((719) 526-5615) prior to making any connections. A back flow preventor is required whenever a hydrant is used to supply water for construction site use.
1.4 SOLE SOURCE EQUIPMENT REQUIREMENTS
1.4.1 Harlo is the only manufacturer for a fire alarm panel, transmitter, etc, that can be used on
Ft. Carson. An “or equal” is not acceptable.

1.4.2 Bests Locksets, Series 4000, with removable 7-pin cores, are the only locksets that can be used on Ft. Carson. The cores for the locksets shall be shipped directly to the Ft. Carson
Maintenance Contractor Lock Shop. An “or equal” is not acceptable.
1.5 CONDITIONS OF WORK
1.5.1 Disruptions
1.5.1.1 The Contractor shall perform his work in a manner that will minimize disruptions to normal Fort Carson Army Post operations.
1.5.2 Area Of Work
1.5.2.1 The Contractor will be allowed a reasonable working area.
1.5.3 Regulations And Policies
1.5.3.1 The Contractor shall comply with all applicable Fort Carson Army Post regulations pertaining to safety, security, traffic control, fore prevention, and environmental protection.
1.6 RECYCLING
1.6.1 The contractor is encouraged to participate in the Fort Carson recycling program.

5898.
1.7 AS BUILT DRAWINGS
1.7.1 All Fort Carson CAD as built drawings required by SABER task orders shall be produced and provided to Fort Carson by the contractor using Intergraph Microstation. Original
Intergraph Microstation design drawing files will be provided to the contractor for each project for use as a basis for the as-builts.
1.8 CONSTRUCTION DEBRIS
1.8.1 All construction (demolition) debris, excess fill materials, including rock gravel, broken concrete or asphalt, etc. shall be removed from Fort Carson to an appropriately licensed landfill operation site. The Contractor shall be responsible for the costs of loading/transporting the materials to the landfill, and any dumping fees. All hazardous materials shall be properly disposed of and the Contractor shall provide certification of such disposal to Fort Carson.
1.9 CONTRACTOR STORAGE/LAYDOWN YARD
1.9.1 The Contractor may be assigned available space for use during the execution of Fort
Carson task orders issued under this contract. The assigned space can accommodate contractor provided office/storage trailer(s), and trash dumpster. Utility connections and payment for utility service will be the responsibility to the Contractor. The area provided
01 00 03-3 03/24/09 to the Contractor must be maintained in clean, neat, and serviceable conditions at all times. The area shall be considered an industrial use area for purposes of environmental compliance standards. The Contractor shall only store materials and equipment for work on Fort Carson in this yard. Cleanliness and environmental compliance will be monitored by the Fort Carson. Security shall be the responsibility of the Contractor.
1.10 QUALITY CONTROL DOCUMENTATION
1.10.1 See Section 01 45 01 for quality requirements.
1.10.2 The original and one copy of the records required in Section 01440 shall be furnished to the Contracting Officer in report form daily at the beginning of the next working day after the date(s) covered by the report, except that reports need not be submitted for days on which no work is performed. Reports shall be signed and dated by the Quality Control
Officer or person designated in the Quality Control Plan. The report from the quality manager shall include copies of test reports and copies of reports prepared by all subordinate quality control personnel.
