SECTION 01 00 02

CHEYENNE MOUNTAIN AIR FORCE STATION

SPECIFIC REQUIREMENTS

PART 1 GENERAL

1.1 DESCRIPTION

1.1.1 Demolition: Dumping of construction debris on base is strictly prohibited and it will be the contractor’s responsibility to dispose of all trash and debris off base in accordance with all federal, state, and local regulations. Only reasonable amounts of construction debris will be permitted to accumulate on base before being hauled off site. In special situations clean fill from excavation areas may be spread on base, but only with the approval of the Government

Construction Representative.

1.1.2 New Installation: Installation of all new systems and work shall be in accordance with the

Cheyenne Mountain Air Force Stations (CMAFS) Facility Excellence Plan and industry standards. The Contractor shall verify all existing spaces prior to construction to ensure equipment/furnishings will fit in allocated spaces; piping, communication, and electrical services can be routed properly; adequate space for maintenance exists where necessary; and all fire and safety codes are complied with.

1.1.3 Special Scheduling Requirements: It may be necessary at times to delay or suspend work at

CMAFS to accommodate real world events, exercise scenarios, or Distinguished Visitor's visits.

The Contractor will be given as much notification as possible, but it is possible that some events may require no notice evacuation of job sites. This may be expected to occur 6 times per year.

1.2 LOCATION

1.2.1 All work is located at the Cheyenne Mountain Air Force Station (CMAFS) Colorado Springs, Colorado 80914-6110

1.3 WORK HOURS

1.3.1 The Contractor shall complete the work between the hours of 7:30 a.m. and 4:00 p.m., excluding

Saturdays, Sundays, and Federal Holidays. Official late reporting and snow call 474-3333 will affect the Contractors work periods. The Contractor must make allowances for these events and resulting lost time will not be reimbursable. The Contractor shall also be advised of routine operational delays, such as those associated with entry/exit into the Cheyenne Mountain

Complex.

1.4 PRE-PERFORMANCE MEETINGS

1.4.1 Before the work begins, the Contracting Officer (CO) or Construction Inspectors will arrange for a meeting with the Contractor to discuss the project in general, including administrative matters, CMAFS security procedures, accident prevention, safety, and fire prevention briefings. Any questions the Contractor may have will be answered, and any foreseeable problems will be resolved.

1.5 TASK ORDER AND STATEMENT OF WORK

1.5.1 Sets Furnished: For individual task orders, the Contractor will be furnished with a Statement of

Work, and, if necessary, one set of drawings. Additional sets will be furnished if requested.

1.5.2 Notification of Discrepancies: Contractor shall check all task order drawings immediately upon receipt for discrepancies and notify the CO/COR immediately of any/all discrepancies found.

1.5.3 Location of Equipment and Piping: Drawings showing the location of equipment, piping, etc., are diagrammatic and site conditions will not always permit installation in the locations shown.

Drawings showing equipment, piping, ducts, conduit, etc., to be removed, altered or installed may require deviation from the configuration of the demolition or installation drawings due to existence of conflicting ducts, conduits, hangers, light fixtures, structural items, temporary walls, etc. When this situation occurs, the final placement of permanently installed items shall be subject to approval by the CO Project Inspector.

1.5.4 Underground Utilities: Task Order drawings will show the approximate location of all underground utilities in the vicinity of Contractor’s work area. The Contractor shall be responsible for submitting an AF Form 103 for utility locates (see Para 6 below) and coordinating with all required local and off base authorities to determine the location of these utilities. Utilities should be clearly marked prior to digging. The Contractor shall be responsible for repairs to existing utilities which occur as a result of digging.

1.5.5 Job Conditions: The conditions and features shown on the task order drawings are diagrammatic and may not show every detail required. All such minor details of work which are not shown on the drawings, as well as such items not specifically mentioned in the specifications, but which are obviously necessary for the completion of the work and to make all systems or equipment operational, shall be considered as incidental and shall be included as part of the work.

1.6 WORK CLEARANCE REQUESTS (AF FORM 103)

1.6.1 The contractor shall obtain and process work clearance requests prior to any excavation, drilling through floors and walls, or other work. Submit the AF Form to the CE Customer Service Center

(CSC) in Building 04000. The SABER Construction Inspector may assist the contractor in obtaining the permits if requested. The Contractor shall immediately notify the Construction

Inspectors if damage occurs.

1.7 REQUESTS FOR UTILITY INTERRUPTIONS OR OUTAGES

1.7.1 CMAFS Form 4, Mission System Downtime Request: The Contractor shall complete a CMAFS

Form 4 when utility outages are required to complete the work. Information to be included in the

Form 4 is as follows:

1.7.2 Due to the sensitivity of the CMAFS mission operations, the Contractor's personnel will not be permitted to cut active pipe or conduit, open or close circuit breakers or motor start/stop switches, operate control devices on liquid, electrical or air systems, or in any manner interrupt any existing utility or communications systems. The Air Force will make all power disconnects and/or transfers unless the Contractor receives direction to the contrary from the CO/Construction

Inspectors. The Contractor shall submit an AF Form 332 to the CSC two weeks prior to the work.

The Contractor will provide temporary or parallel utility connections as identified on the project

1.7.3 The Contractor's on-site superintendent or project engineer shall forecast in writing 2 weeks in advance to CSC their need to schedule any and all interruptions or outages required on any utility system, communications lines, etc. An interruption is defined to mean any work event which will disable a portion of redundant system. An outage is defined to mean any work event which will disable both the primary and backup systems. This forecast shall identify a work week "window"

2 weeks in advance and shall contain as a minimum the following:

1.7.3.1 A detailed description of the tasks required to accomplish the interruption or outage, the mission or tenants affected, and of the actual work to be accomplished.

1.7.3.2 Site locations or room numbers where the work will be performed.

1.7.3.3 The estimated number of workers or crews involved.

1.7.3.4 The estimated duration of the interruption or outage to the nearest whole hour.

1.7.3.5 The estimated recovery time to restore the interrupted service to the nearest 15 minutes.

1.7.3.6 The work week "window" not later than which this event must be accomplished in order to keep the project on schedule.

1.7.3.7 Submit AF Form 332, BCE Work Clearance Request and CMAFS Form 4, Mission System

Downtime Request, if required.

1.7.4 The AF/Construction Inspector will review the forecast with the Using Service and will approve/disapprove in writing to the Contractor prior to the day on which the interruption or outage will occur. It may be impossible, for CMAFS mission reasons, to use the work week

"window" proposed by the Contractor. Therefore, the Government reserves the right to select an alternate work week "window" and will notify the Contractor as soon as possible and under most circumstances at least 1 week in advance. Once the work week "window" has been established, the Government will identify primary and alternate dates on which the interruption or outage shall be scheduled. Due to the sensitivity of the CMAFS mission operations and the unpredictability of world affairs, the primary date for an interruption or outage may be cancelled even after it has been approved and scheduled. Therefore, the alternate date is provided. If both primary and alternate dates must be cancelled, the Construction Inspector is responsible to provide the

Contractor with new primary and alternate dates as quickly as an accelerated approval can be obtained. The Construction Inspector will reply to the Contractor with the following information:

1.7.4.1 Descriptive Event Name and Task Number.

1.7.4.2 Approved primary date and start/finish times.

1.7.4.3 Approved alternate date and start/finish times.

1.7.4.4 Any special instructions concerning on-site control and recovery problems.

1.7.5 Temporary Bypass Utilities

1.7.5.1 Temporary bypass utilities may be required and shall be provided by the Contractor in order to keep the CMAFS in operation. The design, location, and installation of temporary bypass utilities shall be coordinated with the Construction Inspector and using agency prior to their utilization.

1.8 ACCESS TO MECHANICAL ROOMS, ELECTRICAL ROOMS, AND POWER CENTERS:

1.8.1 Requests for access to any Mechanical Room (MR) or Power Center (PC) necessitated by the work under this contract must be made in writing to the CO/Construction Inspector at least two

(2) weeks prior to the first need for entry. The Contractor shall submit an AF Form 332 to the

CSC to gain access. The CO/Construction Inspector will process the request and schedule the entry. The request shall contain the following information:

1.8.1.1 MR or PC for which entry is requested. (Individual request for each MR and/or PC).

1.8.1.2 Title of construction project and name of Contractor

1.8.1.3 Name of Contractor's foreman responsible for the work.

1.8.1.4 Description of the work to be accomplished.

1.8.1.5 Proposed starting day for the work.

1.8.1.6 Duration of the work in the MR or PC.

1.8.2 The CO/Construction Inspector will evaluate the entry request to determine the inherent risk of performing the work to the CMAFS mission. Should the work adversely impact the mission, directly or indirectly, the following additional requirements will be enforced:

1.8.2.1 The Contractor shall provide a "Time Line" describing the sequence of events which will be coordinated with Command Operations and Systems Control by the CO/COR.

1.8.2.2 A Cheyenne Mountain Form 4 shall be completed documenting the sequence of events, proposed dates and proposed times must be approved by the Contracting Officer.

1.8.2.3 Since accomplishment of work in several MR's and/or PC's may impact the mission sensitive activities, the work may not be permitted at the time most advantageous to the Contractor. The

Contractor must factor this possibility into his proposal as a non-reimbursable restriction.

1.9 CONCURRENT CONSTRUCTION

1.9.1 Construction work closely related to and/or located at the site of the work under this contract, include other minor Air Force projects and normal Air Force maintenance and repair work. The

Contractor may be required to work jointly with other contractors in the same construction area.

1.10 AVAILABILITY OF UTILITY SERVICES

1.10.1 All reasonably required amounts of water and electricity will be made available to the Contractor by the Government from existing system outlets and supplies. The Contractor shall, at his own expense, make all temporary connections and install distribution lines. All temporary lines shall

01 00 02-5 03/24/09 be maintained by the Contractor in a workman like manner satisfactory to the CO/Construction

Inspector and shall be removed by the Contractor in like manner prior to final acceptance of the construction. Normal quantities of electricity and water used to make final tests of completely installed systems will be furnished by the Government.

1.11 LIMITED CONTRACTOR PARKING

1.11.1 Parking for Contractor vehicles and for Contractor's personnel vehicles shall be permitted only at the Roads and Grounds area, with exceptions permitted as specified in Section 01 55 02 Security

Requirements for Cheyenne Mountain Air Station.

1.11.2 Construction Trailers: Construction trailer parking will be allowed if requested by the Contractor in writing on a first-come, first-served basis. Materials will be stored inside the trailer only and not around the outside or underneath the trailer. The Contractor will be responsible for all costs associated with set-up, removal, utility connections and site restoration. Signs will be attached to three sides of the trailer stating the Contractor's name, address and 24 hour emergency phone number. Removal will be accomplished prior to scheduling the final inspection or as directed by the CO/Construction Inspector.

1.12 OPERATION AND MAINTENANCE MANUALS AND PARTS LISTS.

1.12.1 General Requirements:

1.12.1.1 Operations & Maintenance (O&M) manuals shall be provided in (3) three hard copies and (3) three electronic copies by the Contractor to the CO/Construction Inspector for approval in writing. O&M manuals are to be provided at least 10 days prior to final inspection and approved before project can be considered completed.

1.12.1.2 These O&M manuals shall contain the processes or methods of providing optimum efficiency of the product as described within the specifications. Further, the maintenance portions of these

O&M manuals shall be explicit so that the unskilled craftsman may use these manuals to maintain the equipment in a condition of good and serviceable repair and operating at peak efficiency.

1.12.1.3 The hard copy O&M manuals shall be the manufacturer's printed and bound reference instructions and guides. Photo copies of printed material are not acceptable. All words shall be legible and all photographs and graphics shall be clear and easy to read. Electronic copies shall be in .pdf format.

1.12.1.4 Parts Lists. Where required by the various technical sections, parts lists, indicating source and current unit prices shall be provided by the Contractor in quadruplicate with cover indicating the contents by equipment or system name and project title and shall be submitted with the related Operations and Maintenance Manuals.

1.12.2 Contractor Requirements: The Contractor will organize all documents into a presentable and usable format. The Contractor shall index each item separately in the Table of Contents and tab each item within the text with reference to the index. This requirement shall include, but not be limited to, the following:

1.13 SMOKING AREAS

1.13.1 Cheyenne Mountain Complex: Smoking is allowed only in the designated areas in main tunnel.

Smoking is not permitted in any other areas including work centers and public areas such as the

Granite Inn, hallways, and restrooms.

1.13.2 All other CMAFS facilities: Smoking is not permitted inside any building or industrial area.

1.14 HOIST RESTRICTIONS

1.14.1 The Contractor shall obtain the required training from the CE base maintenance contractor to properly operate the hoist.

1.14.2 The Contractor may be able to use the Building 1000 hoist if the following conditions are met:

1.14.3 Contractor accepts full responsibility and liability arising from the use of the hoist.

1.14.4 Contractor coordinates the use of the hoist with CE Base Maintenance Contractor via the

CO/Construction Inspector at least 72 hours in advance.

1.15 SUBMITTALS

1.15.1 The Contractor shall submit to the CO/Construction Inspector, all items listed or specified in the other sections of these specifications to be submitted. The CO/Construction Inspector may request submittals in addition to those listed when deemed necessary to adequately describe the work covered in the respective sections. Each submittal shall be complete and in sufficient detail

01 00 02-7 03/24/09 for ready determination of compliance with the contract requirements. Submittals shall include such items as: Contractor's manufacturer's, or fabricator's drawings; descriptive literature including (but not limited to) catalog cuts, diagrams, operation charts or curves; test reports; test cylinders; samples, O&M Manuals including (but not limited to) parts lists; certifications;

warranties and other such required submittals. Submittals pertinent to materials and equipment which are subject to advance approval shall be scheduled and made prior to the acquisition or the delivery thereof.

1.15.1.1 Procedures for Submission

a. The Contractor shall submit three hard copies and three electronic copies of samples, shop drawings, catalog cuts, etc., for review and approval. A "Submittal Form", AF Form 3000, as applicable, shall be used for transmitting submittals, in strict accordance with the instructions on the reverse side thereof. This form shall be reproduced by the Contractor. (The instructions on the back need not be reproduced on the copies used by the Contractor in transmitting the submittals). This form shall be properly executed by filling out all the heading blank spaces and identifying each item submitted. Special care should be exercised to insure proper listing of the specification paragraph and sheet number of the contract drawings pertinent to the data submitted for each item.

1.15.1.2 Approved Submittals

a. Upon completion of review, approved AF Form 3000s will be returned to the Contractor.

1.15.1.3 Intent of Approvals

a. The approval of the submittal by the CO/Construction Inspector shall not be construed as acceptance, but will indicate only that the general method of construction and detailing is satisfactory. Approval will not relieve the Contractor of the responsibility for any error which may exist as the Contractor, under the requirements of this contract, is responsible for the dimensions and design of adequate connections, details and satisfactory construction of all work. After submittals have been approved by the CO/ Construction Inspector, no resubmittal for the purpose of substituting materials or equipment will be given consideration unless accompanied by an acceptable explanation stating why a substitution is necessary.

1.15.1.4 Submittals Not Approved

a. The Contractor shall make all corrections required by the CO/ Construction Inspector and promptly furnish a corrected submittal in the form and number of copies as specified for initial submittals. If the Contractor considers any correction indicated on the submittals to constitute a change to the contract, notice should be given promptly to the CO/ Construction Inspector..

1.15.1.5 Certificates of Compliance

a. Any certificate required for demonstrating proof of compliance of materials with specification shall be signed by a corporate officer of the manufacturing company and shall contain the name and address of the Contractor, the project name and location and the quantity and date or dates of shipment or delivery to which the certificates apply.
