Synopsis of Award, Solicitation FA2517-08-R-5002, Simplified Acquisition of Base Engineering Requirements (SABER)


DWG & Associates, Olgoonik Specialty Contractors, LLC, & SB Construction, Joint Venture, Colorado Springs, CO, are being awarded a $300,000,000 indefinite delivery/indefinite quantity contract to provide for the Simplified Acquisition of Base Engineering Requirements (SABER) construction contract for Peterson AFB, Colorado, Ft Carson, Colorado (to include Pinon Canyon, Bldg 20,000, and Pueblo Chemical Depot), Schriever AFB, Colorado, Cheyenne Mountain Air Force Station, Colorado, United States Air Force Academy, Colorado (to include Farish Memorial Recreation and Bullseye Auxiliary Airfield), Buckley AFB, Colorado, and FE Warren AFB, Wyoming (to include Missile Field). The work performed is maintenance, repair, design, and construction services. The Air Force can issue task orders totaling up to the maximum amount indicated above, although actual requirements may necessitate less than the amount above. At this time, $100,000 of the funds have been obligated for each contractor. Future funds will be obligated as individual task orders are issued. The initial performance period is from 26 March 2010 - 14 March 2011; there are four (4), one-year option periods of performance as well. Solicitation began April 2008 and negotiations were completed in March 2010.

The 21st Contracting Squadron, Peterson AFB, CO announces the solicitation of the Simplified Acquisition of Base Engineering Requirements (SABER) services at Peterson AFB, CO, Fort Carson, CO (to include Pinon Canyon, Bldg 20,000, and Pueblo Chemical Depot), Schriever AFB, CO, Cheyenne Mountain Air Force Station, CO, United States Air Force Academy, CO (to include Farish Memorial Recreation and Bulls Eye Auxiliary Airfield), Buckley Air Force Base, CO, and FE Warren Air Force Base WY. The government contemplates soliciting for the award of up to three separate Indefinite Delivery, Indefinite Quantity (IDIQ) contracts. This acquisition is restricted to SBA Certified 8a Firms located within the SBA Colorado and Wyoming Districts. Typical task orders (TOs) will consist of a broad range of maintenance, repair and minor construction work on real property at the locations listed above. Individual, firm-fixed price TOs will be issued using the Facilities Construction Cost Data by RS Means (Unit Price Book) with a coefficient. Significant sub-contracting opportunities can be expected to include a variety of trades: roofing, electrical, plumbing, carpentry, roadwork, painting and masonry. The performance period of these contracts shall consist of one base year, plus individual option years, for a total of five years.  The magnitude of the acquisition is between $150,000,000 and $300,000,000.  The NAICS for this acquisition is 236220, with a size standard of $33.5M. The government anticipates the issuance of a Draft Request For Proposal (RFP) on or about 6 April 2009 and the release of the final RFP on or about 15 June 2009. The anticipated award date is 01 February 2010. Contract award will be based on best value using past-performance-price trade-off procedures. Interested parties should register online and subscribe to receiving procurement announcements related to this solicitation by entering the website at www.fedbizopps.gov.
