About this file
This is a plumbing specification exhibit for the Hawaii Community Development Authority (HCDA) Invitation for Bid (IFB) HCDA-CIP-2026-03 for modifications to the domestic tankless hot water return systems serving 151 rental units at 545 Queen Street in Honolulu, Oahu. The project requires comprehensive plumbing work including installation of Type L seamless rigid copper tubing with wrought copper or cast copper alloy solder-type fittings, check valves, ball valves, circuit setter valves, strainers, pipe insulation with aluminum jacketing, hangers and supports, and associated accessories. All work must comply with the Honolulu Building Code, Plumbing Code, Board of Water Supply Construction Standards, Fire Marshal Regulations, and Hawaii Department of Health Regulations. Contractors are required to submit five bound copies of shop drawings at a minimum scale of 1/8 inch per foot and equipment/materials data prior to installation, maintain record drawings throughout the project, and obtain all applicable permits and certificates from public authorities having jurisdiction.
The specification mandates that all materials be new and of the highest quality, with workmanship performed by skilled personnel under adequate supervision. Contractors must conduct site visits to examine existing conditions and verify all dimensions before bidding, as reasonable modifications to indicated locations to suit actual job conditions shall not constitute a basis for requesting additional compensation. Water piping must be tested at 150 psig in accordance with applicable plumbing codes, and all domestic hot water and hot water return lines must be flushed, sterilized with chlorine solution to achieve 200 PPM residual chlorine, allowed to stand for a minimum of three hours, and then flushed until chlorine levels are reduced to less than 0.2 PPM. Contractors provide a one-year written guarantee on all work from the date of final HCDA acceptance and are responsible for all damages caused by leaks or defects in materials, equipment, or installation during this period, except for defects resulting from misuse, accident, or negligence by other parties.
