About this file

This file contains the General Mechanical Requirements and Plumbing specifications for the Honuakaha Hot Water Return System Modifications project, issued by the Hawaii Community Development Authority (HCDA) under Invitation for Bid (IFB) HCDA-CIP-2026-03. The project involves modifications to the domestic tankless hot water return systems servicing 151 rental units in a residential building located at 545 Queen Street, Oahu, Hawaii. The scope of work includes installing new hot water recirculating piping from parking level P2to the rooftop heater room, pressure testing new piping, integrating the new 1¼-inch hot water return line into the existing system, and disconnecting the existing hot water return piping. All work must be completed while the building remains occupied, with outages coordinated with HCDA. The contractor is responsible for obtaining all necessary permits, scheduling inspections with the City of Honolulu, and complying with applicable building, fire, plumbing codes, and regulations from the State of Hawaii Department of Health and Department of Labor and Industrial Relations.

The contractor must submit five copies of equipment data, shop drawings, and certificates of compliance prior to installation, with shop drawings prepared at minimum 1/8-inch scale on 22-by-34-inch sheets. Materials specifications include Type L seamless rigid copper tubing with solder-type fittings, bronze ball valves, Y-strainers, and black flexible elastomeric pipe insulation for hot water return lines with aluminum jacketing. All work is warranted for one year commencing 30 days after trouble-free operation and system acceptance, with the contractor responsible for all labor and materials required to correct or replace defective items. The contractor must maintain job site documentation, provide as-built drawings in CD format, perform all required pressure and disinfection testing in accordance with the Plumbing Code, and maintain daily site cleanliness. The contractor bears responsibility for all damages caused by leaks or defects in materials, pipes, fixtures, or equipment for one year following final project acceptance.
