About this file

This is an Addendum 3 Exhibit E Architectural document related to a Hawaii Community Development Authority (HCDA) invitation for bid for modifications to domestic hot water return systems at the Honuakaha Affordable Housing Complex located at 545 Queen Street, Honolulu. The project involves demolition and installation of new domestic hot water return piping, valves, supports, and insulation serving 151 rental units throughout the P2 parking level, vertical utility pathways, trash chute and mechanical access rooms, and rooftop mechanical areas. The mandatory pre-bid conference and site inspection is scheduled for July 29, 2026 at 10:30 a.m. HST, with questions due August 6, 2026 at 3:00 p.m. HST and responses by August 13, 2026. Bids are due August 21, 2026 at 3:00 p.m. HST through the Hawaii eProcurement (HIePRO) system, with an anticipated award date of August 27, 2026. Final Completion is required within 180 consecutive calendar days from Notice to Proceed.

Bidders must possess a valid State of Hawaii C-37 Plumbing Contractor license and demonstrate a minimum of five consecutive years of experience in similar work with an established office or service presence on Oahu. The contract requires a minimum of 80% Hawaii resident workforce under Chapter 103B, HRS, with prevailing wage minimums of $38.53 for Construction and Maintenance Worker II and $36.40 for Plumber positions. Material specifications include Type L seamless rigid copper tubing with wrought copper or cast copper alloy solder-type fittings, bronze ball valves, Y-strainers, and black flexible elastomeric pipe insulation. This is a lump sum contract with bid security of 5% required and performance and payment bonds equal to 100% of contract price required at execution. The HIePRO system charges a mandatory 0.75% transaction fee not to exceed $5,000 for the contract term. Liquidated damages are $500 per calendar day for schedule delays, and the contractor must provide a one-year warranty on all work following Final Acceptance. Normal work hours are Monday through Friday, 8:00 a.m. to 4:30 p.m., with no weekend or holiday work permitted without written HCDA approval, as the building remains occupied throughout construction.
