About this file

Addendum No. 2 to Invitation for Bids IFB HCDA-CIP-2026-03, issued by the Hawaii Community Development Authority under the Department of Business, Economic Development and Tourism, revises drawing specifications for the Honuakaha Hot Water Return Systems Modifications project. The addendum updates the Point of Contact location on drawing sheet P103 and provides revised detail plans for Units A2, A1, A (ACC), A, B1, B (ACC), and B. Key modifications across all unit detail plans require contractors to cut and patch existing drywall to core new holes for new hot water return (HWR) piping, x-ray slabs for pretensioned cable detection prior to coring, and install Hilti intumescent FS-One Max fire stop sealant or approved equivalent materials at all penetrations through slabs. The addendum was issued August 5, 2026, with bids due August 21, 2026 at 3:00 p.m. HST, a mandatory pre-bid conference on July 29, 2026, and an anticipated award date of August 27, 2026. Final completion is required within 180 consecutive calendar days from Notice to Proceed.

The addendum includes product data for Hilti FS-ONE MAX, a water-based acrylic intumescent firestop sealant designed for through-penetration applications in concrete, masonry, and drywall with up to 4-hour fire ratings. The product is available in multiple formats including 10-ounce tubes, 20-ounce foils, and 5-gallon pails, with a tack-free time of 20 minutes and approximate cure time of 3 days at standard conditions. The specification permits equivalent UL-listed firestop materials from other manufacturers that are compatible with tested UL firestop systems. All other requirements of the original IFB HCDA-CIP-2026-03 remain unchanged, including the lump sum contract structure, Hawaii C-37 Plumbing Contractor license requirement, 80% Hawaii resident workforce mandate, prevailing wage rates, and all material specifications for Type L copper tubing, bronze ball valves, and pressure testing and disinfection protocols.
