Addendum No. 3 Questions and Answers for Honuakaha Hot Water Return Systems Modifications

This Addendum No. 3 document, issued by the Hawai'i Community Development Authority under the Department of Business, Economic Development and Tourism on August 11, 2026, provides responses to five written questions submitted by potential bidders regarding IFB HCDA-CIP-2026-03 for modifications to domestic hot water return systems at the Honuakaha Affordable Housing Complex. The addendum clarifies technical and specification requirements for the project, which involves modifications to hot water return piping serving 151 rental units at 545 Queen Street, Honolulu. The questions deadline was August 6, 2026, with responses provided in this addendum prior to the August 21, 2026 bid submission deadline at 3:00 p.m. HST. The mandatory pre-bid conference and site inspection was scheduled for July 29, 2026 at 10:30 a.m. HST, with the anticipated award date of August 27, 2026.

Key technical clarifications provided in Addendum No. 3 include confirmation that the laundry room does not require a hot water return tie-in, notification that x-ray scanning is required prior to coring or chipping due to the precast prestressed concrete planks in the existing slab, specification that firestop penetrations must comply with UL-listed systems per Addendum No. 2, confirmation that original as-built drawings are available in HIePRO as Exhibits D, E, and F, and approval of ProPress fittings as an acceptable alternative to soldered copper fittings provided they comply with applicable plumbing codes and manufacturer installation requirements. All proposed materials and installation methods are subject to Engineer review and approval prior to implementation.
