About this file
This Special Provisions document outlines the contractual requirements for the Honuakaha Hot Water Return Systems Modification project administered by the Hawaii Community Development Authority (HCDA) under Invitation for Bids (IFB) HCDA-CIP-2026-03. The project involves modifications to the existing domestic hot water return system serving the Honuakaha condominium located at 545 Queen Street, Honolulu, Hawaii, which currently services 151 rental units. The work includes demolition, installation of new domestic hot water return piping and associated components, testing, startup, commissioning, and restoration of disturbed finishes. The contractor must achieve Final Completion within 180 consecutive calendar days from the Notice to Proceed and maintain building operations throughout construction, as the residential building will remain occupied. Prior to bidding, contractors are required to visit the project site to become familiar with existing conditions, including field dimensions, pipe routing, clearances, and utility connections. A Notice of Intention to Bid is not required for this project.
The Special Provisions establish specific requirements for contractor qualifications, work hours, and project management. Normal construction activities are limited to Monday through Friday, 8:00 a.m. to 4:30 p.m., with no weekend or holiday work permitted without written HCDA approval. Contractors must maintain all Hawaii contractor licenses required under Chapter 444 of the Hawaii Revised Statutes and ensure subcontractors possess appropriate licenses. Overhead and profit allowances are set at 20 percent of direct costs for the contractor and each subcontractor, and 10 percent for work performed by lower-tier subcontractors. The contractor bears full responsibility for protecting the occupied building, existing utilities, and finishes from damage, with immediate notification required for any accidental damage or service interruptions. All planned shutdowns of domestic hot water service require 72 hours advance notice and HCDA authorization. Liquidated damages are assessed at $500.00 per calendar day for failure to complete work on time. The contractor provides a one-year warranty on all work following Final Acceptance, and all closeout documentation, including as-built drawings, product warranties, test reports, and manufacturer maintenance information, must be submitted prior to final payment.
