About this file
Exhibit 5 is a location map prepared by architect Liz Gosselin for Collier County, Florida's IQ, Water, and FM Transmission Main Improvement project. The map depicts the conceptual project corridor extending from Big Corkscrew Island Regional Park to Everglades Boulevard North along Oil Well Road, illustrating the planned utility transmission routes including IQ Main and combined IQ, Water & Force Mains infrastructure. The exhibit provides a visual representation of the geographic scope for the Northeast Service Area Utility Infrastructure Improvements project, which encompasses the construction of up to eight new Irrigation Quality (IQ) wells, potable water and IQ booster re-pump station improvements at multiple locations including Brightshore Village, Town of Big Cypress/Rivergrass, and Camp Keais Utility Site. The Request for Professional Services (RPS No. 25-8615) requires proposals by November 24, 2025, at 3:00 PM EST, with a pre-proposal conference scheduled for October 29, 2025, at 11:30 AM EST.
The selected design team will provide comprehensive services including preliminary design, geotechnical and land surveying, subsurface utility engineering, hydraulic modeling, final design, permitting, bidding packages, opinion of probable costs, public involvement services, construction administration, and construction warranty services. The evaluation employs a 100-point scoring system based on professional personnel ability (20 points), certified minority business enterprise participation (5 points), past performance (25 points), project approach and time/budget requirements (20 points), location (10 points), and recent/current/projected workloads (20 points). The project is funded through the Northeast Interim Facilities Program to support projected population growth from 2025 to 2031 in the northeast County area. Proposers must be enrolled in the E-Verify program and maintain comprehensive insurance coverage including Worker's Compensation, Employer's Liability, Commercial General Liability, Automobile Liability, and Professional Liability, with bonding required for projects exceeding $200,000. Contract extensions are available up to 180 days, with submissions required through the Collier County Procurement Services Division Online Bidding System.
