About this file
This is an Immigration Certification Form (Form 3) issued by Collier County, Florida's Procurement Services Division, required for vendor participation in county contract opportunities. The form mandates that all vendors must be enrolled in the E-Verify program at the time of proposal submission, with acceptable evidence consisting of either a completed E-Verify Company Profile page or a fully executed E-Verify Memorandum of Understanding. Vendors are required to attest to full compliance with applicable immigration laws, including the 1986 Immigration Act and its amendments, Florida Statutes 448.095, and the E-Verify Memorandum of Understanding. The form requires signature by a duly authorized corporate representative under penalties of perjury, with designated fields for company name, date, signature, and title. Failure to provide proof of E-Verify enrollment will result in the vendor's submission being deemed non-responsive and ineligible for contract award.
The certification establishes that Collier County will not intentionally award contracts to vendors knowingly employing unauthorized alien workers, as this constitutes a violation of 8 U.S.C. Section 1324a(e) and Section 274A(e) of the Immigration and Nationality Act. The county may consider such employment violations as grounds for unilateral termination of any awarded contract. This immigration compliance requirement applies to the Design Services for Northeast Service Area Utility Infrastructure Improvements (RPS No. 25-8615), with proposals due November 24, 2025, at 3:00 PM EST, making E-Verify enrollment documentation a mandatory submission element for all interested design teams competing for this professional services contract.
