About this file
This is an Exhibit document from the South Florida Water Management District (SFWMD) pertaining to a design services procurement for Collier County, Florida's Northeast Service Area Utility Infrastructure Improvements project. The scope of work encompasses comprehensive design and construction administration services for infrastructure improvements including the construction of up to eight new Irrigation Quality (IQ) wells with piping and appurtenances, potable water and IQ booster re-pump station improvements at three primary sites (Brightshore Village, Town of Big Cypress/Rivergrass, and Camp Keais Utility Site), and utility transmission mains on Oil Well Road. The selected design team will provide preliminary design, geotechnical investigation, surveying, subsurface utility engineering, hydraulic modeling, final design, permitting, bidding packages, opinion of probable costs, public involvement services, construction administration, and construction warranty services. A pre-proposal conference is scheduled for October 29, 2025, at 11:30 AM EST, with proposals due on November 24, 2025, at 3:00 PM EST. The contract will include potential extensions up to 180 days and requires coordination with the Engineering and Project Management Division, landowners/developers, and the Transportation Management Services Department.
The project evaluation utilizes a 100-point scoring system across six criteria: ability of professional personnel (20 points), certified minority business enterprise participation (5 points), past performance (25 points), project approach and time/budget requirements (20 points), location (10 points), and recent/current/projected workloads (20 points). The procurement specifically encourages participation from certified minority business enterprises. Vendors must be enrolled in the E-Verify program and provide proof of employment eligibility. Insurance requirements are comprehensive, including Worker's Compensation, Employer's Liability, Commercial General Liability, Automobile Liability, and Professional Liability coverage, with specific bonding requirements for projects exceeding $200,000. The project is funded through the Northeast Interim Facilities Program, which aims to provide utility services supporting projected population growth from 2025 to 2031 in the northeast County area. Proposals must be submitted electronically through the Collier County Procurement Services Division Online Bidding System, and proposers must submit detailed reference questionnaires, conflict of interest certifications, and demonstrate compliance with county utility standards and technical specifications.
