Evaluation of proposals will utilize a 100-point scoring system based on six criteria: ability of professional personnel (20 points), certified minority business enterprise participation (5 points), past performance (25 points), project approach and time/budget requirements (20 points), location (10 points), and recent/current/projected workloads (20 points). The project is funded through the Northeast Interim Facilities Program, which supports utility services for projected population growth from 2025 to 2031 in the northeast County area. Vendors must be enrolled in the E-Verify program and provide proof of employment eligibility. Comprehensive insurance requirements include Worker's Compensation, Employer's Liability, Commercial General Liability, Automobile Liability, and Professional Liability coverage, with specific bonding requirements for projects exceeding $200,000. Proposers must submit all documents electronically through the Collier County Procurement Services Division Online Bidding System and include detailed reference questionnaires, conflict of interest certifications, and compliance documentation with county utility standards and technical specifications.
