About this file

This is a Certificate of Compliance document related to 49 CFR Part 655, which addresses compliance requirements for federal transit assistance programs. The certificate establishes the regulatory framework and compliance obligations for agencies receiving federal transit funding under the specified Code of Federal Regulations section. The document serves as a formal attestation that the recipient agency or entity acknowledges and agrees to comply with all applicable requirements outlined in 49 CFR Part 655, which governs provisions related to transit employee protections, labor standards, and other federal requirements associated with federally-funded transit projects and operations.

The certificate functions as a prerequisite documentation requirement for entities seeking or maintaining federal transit assistance funding. It does not establish pricing terms, set-asides, or specific contract performance metrics. Rather, it represents a mandatory compliance certification that demonstrates the signing entity's commitment to adhering to federal labor protections, employee rights, and operational standards mandated by the Department of Transportation. This compliance certification is typically required as part of the contracting process and funding award procedures for state and local transit authorities receiving federal financial assistance for transportation projects and operations.
