About this file
This is Amendment No. 2 to Invitation for Bid (IFB) No. OP141742 issued by the Los Angeles County Metropolitan Transportation Authority (LACMTA) on July 31, 2026, for the procurement of one new hi-rail maintenance vehicle. The procurement requires bidders to submit firm unit prices and lump sum prices for nine line items: base truck chassis, flatbed and body, maintenance platform, hi-rail gear and drive, electrical and controls, engineering and testing, project management and overhead, freight/delivery/commissioning, and training/manuals/support, with sales tax calculated separately. The vehicle must be delivered to LACMTA's Division 10 facility within 280 days from contract award, with delivery available Monday through Friday between 7:30 a.m. and 1:00 p.m. A mandatory pre-bid conference was held on May 28, 2026, via Microsoft Teams, with sealed bids due electronically by 2:00 p.m. on July 13, 2026, and public bid opening scheduled for 2:30 p.m. the same day. Questions were due by June 22, 2026, with all work to be completed no later than October 16, 2026.
The contract will be awarded on a firm fixed-price basis to the lowest-priced responsive and responsible bidder, with payment terms of Net 30 (or 15 days for certified Small Business Enterprise and Disabled Veteran Business Enterprise firms). All unit prices and lump sum prices must be inclusive of overhead, profit, applicable taxes, tariffs, insurance, delivery, and all other contractor expenses, with freight terms specified as Delivered Duty Paid (DDP) to LACMTA. The procurement is subject to Small Business Enterprise (SBE) and Disabled Veteran Business Enterprise (DVBE) program participation requirements, with contractors required to ensure SBE/DVBE firms perform a commercially useful function by performing at least 30 percent of listed work. Pre-qualification is required for all firms unless exempted, with applications due by July 13, 2026. The procurement is funded entirely with state and local funds and is subject to fiscal year funding availability, with no specific contract value or budget range disclosed. One certified SBE firm, Elite Auto Network Corp, is identified on the approved subcontractor and suppliers list.

Date Issued: 7/31/2026

EXHIBIT 2
SCHEDULE OF QUANTITIES AND PRICES INSTRUCTIONS
The Bidder shall submit its firm unit prices and lump sum prices for the Services set forth in the Bid and described in the IFB on the following form entitled SCHEDULE OF QUANTITIES AND
PRICES.
The estimated quantities shown on the SCHEDULE OF QUANTITIES AND PRICES are based on the best information available at the time the IFB was issued, and are used for the purpose of evaluating the Bids. LACMTA does not represent, expressly or by implication, that the actual quantities used in performing the Services will equal the estimated quantities.
In the case of items for which a fixed dollar amount predetermined by LACMTA has already been entered on the SCHEDULE OF QUANTITIES AND PRICES, the dollar amount so entered shall be binding on all Bidders as the price for such item; said dollar amount shall not be revised unless LACMTA directs a Change in the Services affecting the item to which said dollar amount relates.
Unit prices, lump sum prices, and other values must be entered in the appropriate spaces provided in the SCHEDULE OF QUANTITIES AND PRICES. Unit prices must be multiplied by the estimated quantity shown and the total inserted in the "Total Price" column. The "Total Prices" must be added together in arriving at the "Total Bid Price". The Total Bid Price shall be for the completion and acceptance of all Services listed in the SCHEDULE OF QUANTITIES AND PRICES as required by the Contract.
The unit prices and lump sum prices must conform to their respective requirements and parameters as specified in the Scope of Services. They also must be inclusive of all costs for the Goods and/or Services specified in other Contract Documents, including the proportional costs for overhead, profit, all applicable taxes, tariffs, insurance, delivery, and other expenses of the Contractor, Subcontractors, and Suppliers of all tiers. For the avoidance of doubt, the freight terms will be Delivered Duty Paid (DDP) LACMTA.
IFB No. OP141742 Amendment No. 2
Should any unit price be left blank, the Bid will be considered non-responsive unless the blank item can be calculated from the information available (i.e., unit price can be determined by dividing the total price by the estimated quantity).
Should any total price be left blank, the Bid may be considered non-responsive unless the blank item can be calculated from the information available (i.e., total price can be determined by multiplying the unit price by the estimated quantity).
